Benefits written for Guam are first. Federal benefits that apply here follow.

A filter hides a benefit only when that benefit has a rating gate and the rating you set misses it. A benefit with no rating gate stays on the list. Who it is for means who can receive the benefit in their own right; a survivor is the family of a veteran or service member who died, and a child of one is listed under both. This is not an eligibility decision.

Benefits written for Guam

Beneficiary Travel from Guam

Health careGuam · Territory

Fifty-nine percent of Guam’s VA-enrolled veterans did not qualify for travel reimbursement in fiscal 2022, the worst rate in the Pacific, and a round trip to Hawaii cost more than $3,200.

Thirty percent or more qualifies for travel to any VA care. A service-connected rating of thirty percent or more is the general route to beneficiary travel under 38 U.S.C. § 111. Recorded as a note rather than a gate because the statute has real routes below thirty.

Filing a VA Disability Claim from Guam

VA Disability CompensationGuam · Territory

Guam has contracted examiners on island, which is why its claim timelines are the best in the Pacific territories, and 4,631 veterans living in Guam drew disability compensation in fiscal 2023.

The claim rules are federal and unchanged. Living on Guam changes no part of the eligibility test, the rating schedule, or the appeal routes.

Guam Annual Vehicle Registration Fee Waiver

MiscellaneousGuam · Territory

The annual vehicle licence and registration fee is waived for a veteran at one hundred percent or individually unemployable, for any registered World War II, Korean War or Vietnam War veteran regardless of disability, and for holders of named valor decorations.

One hundred percent or unemployable is one route. 16 GCA § 7160(e)(1)(A) waives the fee for a veteran determined by VA to be one hundred percent disabled or individually unemployable due to service-connected injuries, certified by the Guam Office of Veterans Affairs. It is recorded as a note rather than a gate because the era and decoration routes need no rating.

Guam Derived Veterans Benefits for a Spouse, Surviving Spouse or Legal Guardian

Death & Survivor BenefitsGuam · Territory

Guam hands the driver license fee waiver, the vehicle registration fee waiver and the ten-point hiring preference to a veteran’s spouse, legal guardian or surviving spouse. Surviving spouse benefits run ten years from the death.

Rated one hundred percent disabled. For the registration fee waiver and the ten-point preference, the underlying veteran must be rated by VA at one hundred percent disabled. The spouse and surviving spouse definitions at 10 GCA § 67101 are written around that rating.

Guam Disabled Veteran Property Tax Exemption

HousingGuam · Territory

Total exemption from Guam real property tax on the residence of a veteran rated one hundred percent disabled or individually unemployable, and of a surviving spouse or legal guardian. Subletting one room does not break it.

Rated one hundred percent disabled. 11 GCA § 24401.1(a)(1) requires that the veteran be determined by VA to be one hundred percent disabled due to military service-connected injuries. The exemption continues only as long as that rating does.

Guam Driver License Fee Waiver

MiscellaneousGuam · Territory

The driver license fee is waived outright for veterans, serving members, reservists and retirees, and for a spouse, legal guardian, surviving spouse or Gold Star parent. No rating is required.

No rating requirement for the veteran. 16 GCA § 3102.1 waives the driver licence fee for veterans as defined in § 7120.2(b), including those serving or who have served on active duty, reserve component members and retirees. No disability percentage is involved.

Guam Gold Star License Plates

Death & Survivor BenefitsGuam · Territory

Gold Star plates issued free to parents, including step, adoptive and foster parents who stood in loco parentis, to widows and widowers, and since September 1, 2026 to siblings and children, with eligibility certified by the Office of Veterans Affairs.

No rating requirement. This is a survivor benefit. Nothing in § 7120.3 turns on a disability percentage.

Guam Gold Star Property Tax Exemption

Death & Survivor BenefitsGuam · Territory

Total exemption from Guam real property tax on the residence of an eligible Gold Star spouse or parent. No disability rating is involved, and the parent definition reaches step, adoptive and foster parents.

No rating requirement. This is a survivor benefit. Nothing in 11 GCA § 24401.2 or in the eligibility test it borrows turns on a disability percentage.

Guam Government Veterans Preference

Education & EmploymentGuam · Territory

Five points for a veteran and ten for a veteran disabled in service, added to a passing competitive examination score on initial employment, with a statutory tiebreaker that gives the first offer to the preference holder.

Ten points needs a service-connected disability, not a percentage. 4 GCA § 4104(a)(2) gives ten points to veterans disabled as a result of their service in the Armed Forces or the Combat Patrol. The statute names no percentage, so any service-connected disability reaches it and a rating filter never hides this benefit; the five-point category needs no disability at all.

Guam Housing Corporation Direct Loans to Veterans

HousingGuam · Territory

A direct loan authority that survives in the code with a $16,000 ceiling set decades ago and an era limit that stops at Vietnam. It is on the books and it is not a housing plan.

No rating requirement, but a hard era limit. 12 GCA § 4109 reaches veterans who served during the Second World War, the Korean Conflict or the war in Vietnam and were honorably discharged. No disability percentage is involved, and service in a later conflict is outside the section.

Guam Office of Veterans Affairs

MiscellaneousGuam · Territory

The territorial veterans office in Asan, with statutory duties that include free notarial service, a veterans registry fed automatically by other agencies, and a healthcare assistance programme with non-emergency transport.

Register with the office first. Several Guam benefits require Office of Veterans Affairs certification, and 16 GCA § 3102.1(b) says that certification "will be based only upon records they have available." Registering with the Guam Veterans Registry under 10 GCA § 67110 is what makes the rest reachable.

Guam Service-Disabled Veteran Owned Business Procurement Preference

Education & EmploymentGuam · Territory

A mandatory award, not a bid credit. If a service-disabled veteran owned business offers the supply or service on time at no more than 105 percent of the lowest price, the government of Guam shall buy from it.

A service-connected disability with a VA award letter, no percentage stated. 5 GCA § 5012(c) requires the owner to be a service-disabled veteran whose disability is service-connected as demonstrated by a DD214 and certified by an award letter from VA. The statute names no minimum percentage, so a rating filter never hides this benefit.

Guam VA Clinic and Naval Hospital Guam

Health careGuam · Territory

A full community-based outpatient clinic in Agana Heights, five days a week, plus the only Defense Department inpatient partner in the Pacific territories next door at U.S. Naval Hospital Guam.

Ordinary VA health care enrollment. Eligibility and priority group follow the usual federal rules. There is no Guam-specific application, and a service-connected rating changes priority and copays rather than opening or closing the door.

Guam Veteran License Plates

MiscellaneousGuam · Territory

Veteran plates for Guam residents, coded by branch and able to carry the zone you served in and your valor decorations. The definition reaches the Guam Combat Patrol, Wake Island Defenders, Guam Militia, Civilian Scouts and Korean allies.

Residence on Guam and a qualifying service category. The section provides plates for veterans who reside on Guam. The definition covers active duty in the five services, the Army or Air National Guard, an active reserve component of the Army, Air Force or Navy, Republic of Korea soldiers who fought alongside U.S. forces in Vietnam and acquired U.S. citizenship, and World War II service in the Guam Combat Patrol, Wake Island Defenders, Guam Militia or Civilian Scouts.

Guam Veterans Bill of Rights, the SERVE Act

Education & EmploymentGuam · Territory

Free academic credit for military training at the University of Guam and Guam Community College, with no limit and no fee, plus registration protections for veterans called to active duty and a health navigator programme.

Enrolled and in good standing is the whole test for the credit. 10 GCA § 67203(c)(1)(A) reaches every veteran enrolled full-time or part-time in good standing at an institution in the local university or community college system. No rating, residency or era test appears in the subsection.

Guam Veterans Bonuses for Second World War Service

MiscellaneousGuam · Territory

Three $2,500 bonuses still stand in the code for the Guam Combat Patrol, the Wake Island workers and the civilian scouts, payable to the person or their survivors, with no application deadline. The general veterans bonus closed in 1986.

The general bonus closed on December 31, 1986. 10 GCA § 68101 required all applications under Article 1 to be made to the Office of Veterans Affairs on or before December 31, 1986. That article is spent.

Guam Veterans Cemetery

Death & Survivor BenefitsGuam · Territory

A VA grant-funded cemetery at Piti. Any veteran of the U.S. Armed Forces is buried without charge to the family, and the eligibility list reaches Guam’s own Second World War units and Wake Island civilians.

No rating requirement. Honorable service in one of the listed categories is the test. Nothing in § 67103.1 or § 67105 turns on a disability percentage.

Guam Veterans Higher Education Benefits Act

Education & EmploymentGuam · Territory

A tuition exemption at the University of Guam and Guam Community College: ninety undergraduate credit hours for life, thirty graduate, transferable to a spouse or child, last money in after every federal benefit. The August 2026 budget law rewrote it and restarted implementation, so no exemption is being processed until each college adopts rules.

No rating requirement. The Act turns on residency, home of record, discharge character and academic standing. No disability percentage appears anywhere in Chapter 56.

Veteran Status as a Protected Class in Guam Employment

Education & EmploymentGuam · Territory

Honorably discharged veteran and military status is a protected class under the Guam Employment Relations Act, covering employers, employment agencies, labour organizations, job advertisements and application forms.

No rating requirement. The protected characteristic is veteran and military status. Nothing in the chapter turns on a disability percentage, though a service-connected disability may also engage the separate disability protections in the same list.

Schedular rating gate. One disability at 60% or more, or a combined 70% with one disability at 40% or more. An extraschedular award below that is possible, so the filter uses the lowest schedular floor and does not hide the entry for an unanswered rating.
