Where it applies

Written for the jurisdictions listed here.

16 GCA § 7160(e) waives the annual vehicle licence and registration fee, on initial issuance and on every renewal, for three separate groups. They are genuine alternatives, and the second and third are the ones most often missed. First, any veteran determined by VA to be one hundred percent disabled or individually unemployable due to military service-connected injuries, with certification from the Guam Office of Veterans Affairs. And then, in the same subparagraph and joined by "and": any World War II veteran, Korean War veteran and Vietnam War veteran registered with the Guam Office of Veterans Affairs, "notwithstanding disability or unemployable certification." A Vietnam veteran with no rating at all gets this waiver simply by being registered with the office. Second, the spouse, legal guardian or surviving spouse as defined in 10 GCA § 67101 and authorized by 4 GCA § 4B101, and Gold Star parents eligible under 16 GCA § 7120.3(b). Their eligibility periods run on the derived benefits clock: a spouse while married, a surviving spouse for ten years from the death, a legal guardian until the children reach eighteen or twenty-three in full-time study, and Gold Star parents on the surviving spouse period. Third, recipients of at least one of a named list of decorations: the Medal of Honor, the Distinguished Service Cross, the Navy Cross, the Coast Guard Cross, the Distinguished Flying Cross, the Silver Star, the Bronze Star with "V" Device, or the Purple Heart Medal. A Purple Heart recipient rated at ten percent qualifies on the medal alone. Because the era route and the decoration route need no rating at all, this catalog does not hide the entry from a low rating even though the first route is gated at one hundred percent or unemployability. The limit is one vehicle. Subsection (e)(2) waives the fee for one non-commercial passenger vehicle, which the statute defines to include sedans, coupes, pick-up trucks, motorcycles and station wagons manufactured primarily for carrying passengers, including passenger cars pulling light trailers, registered to the eligible person. Note what is not waived. Subsection (d) charges an additional $18.00 on initial registration for the cost of licence plates and tags, and the waiver in (e)(1) is written against the annual fee in § 7160(a). Expect to pay for the plates themselves. Proof follows the same route as the driver licence waiver: a military identification card, DD Form 214, DD Form 1173, DD Form 2765, National Guard Bureau Form 22, an Armed Forces Retirement Certificate, an Armed Forces Statement of Personnel Record, or another accepted form, certified by the Guam Office of Veterans Affairs.
