Where it applies

Written for the jurisdictions listed here.

16 GCA § 7120.2 provides veteran licence plates for veterans who reside on Guam. The section is worth reading for the definition alone. A veteran, for this section, is a person who served in active duty military service in the Army, Air Force, Navy, Marine Corps or Coast Guard; also the Army or Air National Guard or an active reserve component of the Army, Air Force or Navy; and a Republic of Korea soldier who fought alongside the U.S. military during the Vietnam War and has acquired U.S. citizenship, discharged or released under conditions other than dishonorable. It also means a person who served during World War II in the Guam Combat Patrol, the Wake Island Defenders, the Guam Militia or the Civilian Scouts. Those last four are Guam's own Second World War units, and the Korean inclusion is something no other jurisdiction in this catalog has. If you are a Korean veteran of Vietnam who later naturalised and now lives on Guam, this plate is written for you. Application is to the Motor Vehicle Division of the Department of Revenue and Taxation, on proof by DD Form 214, National Guard Bureau Form 22, an Armed Forces Retirement Certificate, an Armed Forces Statement of Personnel Record, or otherwise qualified and certified by the government of Guam Veterans Affairs. You must be the registered owner or lessee of a passenger vehicle, or be applying for original or renewal registration. The Motor Vehicle Division transmits a copy of the DD214 to the Office of Veterans Affairs within thirty days to update the Guam Veterans Registry. The plate carries information, which is the point of it. Below "GUAM USA" is the word VETERAN in black, bordered by the United States flag on the left and the Guam flag on the right. A qualified veteran may request the zone they served in, from a list that includes Korean War, Vietnam War, Persian Gulf War, Operation Desert Shield, Operation Desert Storm, Operation Desert Sabre, Operation Enduring Freedom, Operation Iraqi Freedom and Operation New Dawn, plus any war or hostile operation recognised with the written concurrence of the Office of Veterans Affairs. The plate number itself encodes the branch: A001 Army, AF050 Air Force, N022 Navy, MC033 Marine Corps, CG006 Coast Guard, NG310 Army or Air National Guard, R711 Reserves, GCP001 Guam Combat Patrol, WD007 Wake Island Defender, GM019 Guam Militia, CS042 Civilian Scout, DFC001 Distinguished Flying Cross, RoK001 Republic of Korea. A qualified person with a disability under 16 GCA § 7120.1 gets the International Symbol of Accessibility in the same size as the lettering. A line below the number is reserved for decals denoting medals of valor, combat duty or disabled person symbols, including the Distinguished Service Cross, Silver Star and Bronze Star. This is a plate design benefit, not a fee benefit. The annual registration fee waiver is a separate provision at 16 GCA § 7160(e) with its own tests, and it has its own entry here. Gold Star plates under § 7120.3 are separate again, and their issuance fee is waived.
