Thresholds
| Gate | Rule |
|---|---|
| No rating requirement for the veteran | 16 GCA § 3102.1 waives the driver licence fee for veterans as defined in § 7120.2(b), including those serving or who have served on active duty, reserve component members and retirees. No disability percentage is involved. |
| Honorable character of service, certified by the veterans office | Subsection (b) requires honorable character of service verified by a DD Form 214, DD Form 2, DD Form 1173, DD Form 2765, Common Access Card or other accepted form, certified by the Guam Office of Veterans Affairs. Certification is based only on records the office has available, so register with the Guam Veterans Registry first. |
| Family members are covered, on the derived benefits clock | The waiver reaches a spouse, legal guardian or surviving spouse as defined in 10 GCA § 67101 and Gold Star parents under 16 GCA § 7120.3(b). Eligibility periods follow 4 GCA §§ 4B103 to 4B105: a spouse while married, a surviving spouse and a Gold Star parent for ten years from the death. |
| Ask for the Veteran designation at the same time | 16 GCA § 3101.4 requires that a veteran applicant, on request, have the word "Veteran" affixed to a Guam driver\u2019s licence or identification card, including on renewal. |
