A filter hides a benefit only when that benefit has a rating gate and the rating you set misses it. A benefit with no rating gate stays on the list. No disability needed keeps only the benefits a living veteran can use without any service-connected disability rating: one that needs a rating or a disability, or may, stays off, and so does one only a surviving spouse or other family member can use. Who it is for means who can receive the benefit in their own right; a survivor is the family of a veteran or service member who died, and a child of one is listed under both. This is not an eligibility decision.

Portsmouth Disabled Veteran Vehicle Tax Exemption

MiscellaneousCity of Portsmouth, VA · City

Portsmouth’s 2015 ordinance exempts one vehicle of a disabled veteran defined by limb loss, blindness, or permanent and total disability, but ties it to the statewide 100% exemption, so whether a veteran with limb loss below 100% qualifies is unclear.

Permanent and total, service-connected. The ordinance’s permanent and total route, tied to Code of Virginia § 58.1-3668, which requires a 100% service-connected, permanent, and total rating.
