Virginia Service-Disabled Veteran-Owned Business Designation

A Service-Disabled Veteran-owned designation in the state SWaM vendor directory for a small business whose owner DVS has certified as a service-disabled veteran.

Also called: SDVOSB, SWaM, small business, procurement, service-disabled veteran-owned.

For: Veteran or service member.

Where it applies

Written for the jurisdictions listed here.

The Department of Small Business and Supplier Diversity keeps the Service-Disabled Veteran-owned designation inside the Small, Women-owned, and Minority-owned vendor directory. SBSD says this is not a separate certification. It is a designation for a business owned by a service-disabled veteran whom the Department of Veterans Services has certified. The designation is how state buyers find the firm. It does not promise a contract. Small-business size rules and the ownership rules of the SWaM certification still apply. SBSD's certification division is the office that records the designation. A rating percentage is not stated on the SBSD page. The owner has to be a service-disabled veteran under the DVS certification that page requires. Since July 1, 2026, Code section 2.2-1605(B)(7), added by 2026 Acts chapter 1054, directs SBSD to work with the Department of General Services and other buying agencies to raise the share of procurement going to service-disabled veteran-owned and military family-owned businesses, as section 2.2-4310 defines them. It is a duty on the agencies, not a set-aside or a price preference for the firm.
