Show FiltersHide Filters

A filter hides a benefit only when that benefit has a rating gate and the rating you set misses it. A benefit with no rating gate stays on the list. No disability needed keeps only the benefits a living veteran can use without any service-connected disability rating: one that needs a rating or a disability, or may, stays off, and so does one only a surviving spouse or other family member can use. Who it is for means who can receive the benefit in their own right; a survivor is the family of a veteran or service member who died, and a child of one is listed under both. This is not an eligibility decision.

Box 159, Carnesville (706-384-2483, fax 706-384-7089), meeting at the Franklin County Justice Center - whose 2026 record (36 posted agenda and minutes documents on the county's own Agenda Center, all scanned images converted and read by OCR) carries the Veterans Memorial Wall repair trail - the wall in front of the Board of Commissioners' office struck by a vehicle, the July 28, 2026 work session's roughly $120,000 reconstruction estimate, the September 29, 2026 insurance check held while a lower-cost repair was sought, and the October 27, 2026 work session's $9,420 quote from Crawl Space and More with the County Manager's recommendation - beside the February 2, 2026 5-0 House Bill 581 opt-in, the February 2, 2026 5-0 denial of the Samuel Richard and Rue Beau Rivage LLC conditional use whose applicant described the proposed Banks Academy Road group housing as "for disabled veterans and individuals with disabilities", and the February 24, 2026 citizen's thanks for the HB581 vote; American Legion Post 92 sits in Lavonia.

No eligibility - a board record. The record documents the board’s 2026 minutes, the Veterans Memorial Wall and the county’s organizations; it grants no individual entitlement.

Franklin County Clerk of Superior Court (Heather Vaughn Hill): the county’s recorder of military discharges

MiscellaneousFranklin County, GA · County

The Franklin County Clerk of Superior Court - Heather Vaughn Hill, in office since her 2021 election, with Chief Deputy Clerk Betty Baskins (9592 Lavonia Rd., P.O. Box 70, Carnesville, GA 30521, 706-384-2514, 8:00 a.m. to 5:00 p.m. Monday to Friday) - is the county's recorder of military discharges under O.C.G.A. 15-6-72 and 15-6-78; the state Clerks Authority's directory lists the office's services as Notary and no discharge line, so the free recording and the 50-year closure rest on the State entries.

Any veteran with a discharge. The recording is free under O.C.G.A. 15-6-78 and the record is closed for fifty years under 15-6-72. No rating is needed.

Franklin County Tax Commissioner (Bobby Martin) and Board of Tax Assessors (Chief Appraiser Craig Goss): the homestead route with the March 1 exemption deadline

MiscellaneousFranklin County, GA · County

The Franklin County Tax Commissioner - Bobby Martin, 1221 Hull Avenue (the Courthouse Annex), Carnesville, GA 30521 (706-384-3455, fax 706-384-2245, [email protected], Monday to Friday 8:00 a.m. to 4:30 p.m., taxes.franklincountyga.com) - and the Board of Tax Assessors (Chief Appraiser Craig Goss, 1199 Hull Ave., P.O. Box 10, 706-384-4896, fax 706-384-4333, [email protected]) take the exemption applications; the county's own General Information page fixes the deadline: "The deadline for filing an application for a homestead exemption in Franklin County is March 1", prints the tax-bill date "due by November 15", and names the Tax Commissioner "ex-officio sheriff" for tax sales; the county's pages print no veteran exemption amounts of their own, so the amounts rest on the State entries; the qPublic record-search site was not read (the gap goes to docs/COUNTY-REVISIT.md).

Qualifying disabled veteran or surviving spouse who owns and occupies the home. The exemption follows O.C.G.A. 48-5-48 and 48-5-52.1; the county offices take the application before the county’s own March 1 deadline. The rating filter never hides this entry.
