Loading the county list.

Choose a level. State is what this state provides everywhere. A county or city page adds its own level. Federal is always last.

A filter hides a benefit only when that benefit has a rating gate and the rating you set misses it. A benefit with no rating gate stays on the list. Who it is for means who can receive the benefit in their own right; a survivor is the family of a veteran or service member who died, and a child of one is listed under both. This is not an eligibility decision.

State

Pennsylvania Amputee and Paralyzed Veterans Pension

MiscellaneousPennsylvania · State

$150 a month for the loss or loss of use of two or more extremities, where each affected limb is rated at least 40%. No income test, and it is paid on top of VA compensation.

40% or more in each affected limb. The statutory test is a rating of at least 40 percent in each of two or more affected extremities, certified by VA. That is a per-limb test rather than a combined rating, so this floor is an approximation. A veteran near the line should read the per-limb rule rather than relying on the filter.

Pennsylvania Blind Veterans Pension

MiscellaneousPennsylvania · State

$150 a month for life to a veteran whose service caused the loss of vision. It is a state payment on top of anything VA pays, with no income test, and it keys to the visual measurement rather than to a rating percentage.

Service-connected loss of vision meeting the acuity or field test. The gate is a service-connected injury or disease causing visual acuity of 3/60 or 10/200 or less, or a visual field contracted to 20 degrees or less, together with Pennsylvania residence at entry into service and an honorable or under honorable conditions discharge. No rating percentage is tested, so the rating filter never hides this benefit.

Pennsylvania County Burial Allowance, Headstone Base and Grave Flags

Death & Survivor BenefitsPennsylvania · State

Every Pennsylvania county pays at least $75 toward the funeral of a veteran who lived there and of a surviving spouse who has not remarried, sets the base for a free federal headstone, and puts a flag on veterans graves each Memorial Day. The application has to be made within one year of the death.

A veteran or a surviving spouse who lived in the county. The allowance is for a deceased serviceperson with a legal residence in the county, or a spouse who had not remarried, claimed within one year. No rating is needed, and the rating filter never hides this entry.

Pennsylvania County Directors of Veterans Affairs

MiscellaneousPennsylvania · State

Every Pennsylvania county must appoint a director of veterans affairs, who has to hold VA accreditation and who files VA claims, pays the county burial allowance and takes applications for the State programmes. Since 2026, a funeral director must tell the county director within 96 hours when a veteran from the county dies.

Any veteran, service member or dependent. The county office serves service members, veterans and their dependents. No rating is needed, and the rating filter never hides this entry.

Pennsylvania Disabled Veteran Fishing License

MiscellaneousPennsylvania · State

A free lifetime fishing license at a 100% service-connected rating, and a $1 statutory fee (about $2.97 with issuing charges) at 60% to 99%. Act 21 of 2025 replaced the free annual license with the lifetime one and dropped the wartime-injury test.

60% opens the reduced fee, 100% the free lifetime license. Under 30 Pa.C.S. 2707 as amended by Act 21 of 2025, a rating of 60 to 99 percent buys a resident annual or senior resident lifetime license for a $1 fee ($2.97 with charges), and a 100 percent service-connected rating brings a free lifetime license. Below 60 percent neither tier is available.

Pennsylvania Disabled Veteran Hunting and Furtaker License

MiscellaneousPennsylvania · State

Free hunting and furtaker licenses at a 100% rating or unemployability, and $2.97 at 60% to 99%. The disability has to have been incurred during a war or armed conflict, and the license needs revalidating each year.

60% opens the reduced fee, 100% or unemployability the free license. A rating of 60 to 99 percent buys the license at $2.97. A rating of 100 percent, or compensation at the total rate including individual unemployability, makes it free. Below 60 percent neither tier is available.

Pennsylvania Disabled Veterans Real Estate Tax Exemption

HousingPennsylvania · State

A total exemption from real estate tax on the dwelling a wartime veteran lives in, at 100% permanent, unemployability, blindness, paraplegia, or the loss of two or more limbs. It carries a financial need test, but a recent change took veterans benefits out of the income counted.

100% permanent service-connected disability. The exemption removes the real estate tax on the dwelling entirely, subject to the wartime service and financial need tests. One path is a VA rating of 100% that is permanent.

Pennsylvania Educational Gratuity for Children of Disabled and Deceased Veterans

Death & Survivor BenefitsPennsylvania · State

Up to $500 a term for eight terms, $4,000 in total, paid to a Pennsylvania school for a child of a wartime veteran rated 100 percent or who died in service or of a service-connected disability. The child has to be 16 to 23, have lived in Pennsylvania for five years and show financial need.

A parent with a wartime service-connected disability, or who died in wartime service. The gate is the parent's status: a wartime veteran certified 100 percent disabled, or who died in wartime service, of wounds, or of a service-connected disability (51 Pa.C.S. 8701). The rating belongs to the parent, so the rating filter does not test it.

Pennsylvania Free Vehicle Registration for Disabled Veterans and Decorated Veterans

MiscellaneousPennsylvania · State

No registration or title fee on one passenger vehicle for a veteran who lost a limb or an eye or became partially paralyzed in service, and for a former prisoner of war, a Medal of Honor recipient, or a Purple Heart recipient.

Loss of a limb or an eye, or partial paralysis, in service. The disability category turns on the loss of a limb or an eye, or partial paralysis, incurred while serving. That is a condition rather than a rating percentage, so the rating filter cannot test it and never hides this benefit.

Pennsylvania Military Retired Pay and Military Pay Tax Treatment

MiscellaneousPennsylvania · State

Pennsylvania does not tax military retired pay at all, and it does not tax active duty pay a resident earns outside the Commonwealth. Survivor Benefit Plan annuities and VA disability compensation are untaxed too.

No eligibility test for retired pay. Military retired pay falls outside the classes of income Pennsylvania taxes, so no rating, age, or income level changes the result. The rating filter never hides this entry.

Pennsylvania Operation Recognition High School Diploma

Education & EmploymentPennsylvania · State

A high school diploma a Pennsylvania school board may grant, as an honorary degree, to an honorably discharged veteran who left school to serve in World War II, Korea or Vietnam, posthumously too. It is a diploma, not an equivalency certificate, but each board decides.

Left school to serve in World War II, Korea, or Vietnam. The gates are having left high school to enter military service during one of the three recognized periods and an honorable discharge, and the school board decides. No disability rating is involved, so the rating filter never hides this benefit.

Pennsylvania Postsecondary Educational Gratuity for Children of Fallen Guard Members

Death & Survivor BenefitsPennsylvania · State

Waives the tuition, fees and on-campus room and board that other grants leave, at a Pennsylvania community college, state-owned or state-related school, for the child of a Pennsylvania National Guard member or other service member on state or federal active duty who died in the line of duty; first-time applicants must be 25 or younger, and a spouse may use it for 10 years.

A parent in the Pennsylvania National Guard who died in the line of duty. The gate is the line-of-duty death of a Pennsylvania National Guard member since January 1, 1976, or of a Guard member or other individual on federal or state active military duty after September 11, 2001. No disability rating is involved, so the rating filter never hides this benefit.

Pennsylvania Severely Disabled Veteran and Veteran License Plates

MiscellaneousPennsylvania · State

A Severely Disabled Veteran plate at a 100% rating or a listed condition. The plate itself grants no special parking, but a vehicle displaying it and carrying the person with the disability may use reserved spaces.

100% service-connected, for the Severely Disabled Veteran plate. The Severely Disabled Veteran plate requires a 100 percent service-connected disability, or a service-connected disability of a type enumerated in Section 1338 of the Vehicle Code. A veteran below 100 percent may purchase the ordinary Disabled Veteran plate for a fee.

Pennsylvania State Veterans Homes

Health carePennsylvania · State

Six state veterans homes, from Erie to Philadelphia. A veteran rated 70% or higher who needs skilled nursing pays nothing. Others pay against ability to pay, roughly 80% of gross income where disposable assets are under $126,420.

A rating of 70% or more means no cost. Admission does not require a rating. A resident with a service-connected disability rated 70 percent or greater who requires skilled nursing care pays nothing. Below that, a resident pays against ability to pay, roughly 80 percent of gross income where disposable assets are under $126,420.

Pennsylvania Veteran Designation on a Driver License

MiscellaneousPennsylvania · State

A free veteran designation on a Pennsylvania licence or ID for anyone discharged under conditions other than dishonorable, added online or by mail and carried forward at every renewal. A license held by a service member on active duty outside Pennsylvania stays valid until 45 days after they return or separate.

A discharge other than dishonorable. 75 Pa.C.S. 1510(a.1)(1). No disability rating is involved; the rating filter never hides this benefit.

Pennsylvania Veterans Preference in Public Employment

Education & EmploymentPennsylvania · State

Pennsylvania's Veterans' Preference Act (51 Pa.C.S. Chapter 71) adds 10 points to a veteran's passing civil service examination score, makes an appointing authority prefer a qualified veteran for a public job filled without an examination (7104(a)) or from a civil service list (7104(b)), counts wartime service toward seniority in a layoff, and extends the same preference to a surviving spouse and to the spouse of a permanently and totally disabled veteran. A discharge under conditions other than dishonorable is enough; no rating is needed. It does not apply to promotions.

A discharge under conditions other than dishonorable, with no rating. Section 7101.2 accepts an honorable or general discharge, or an other-than-dishonorable discharge VA has found eligible, and tests no disability rating, so the rating filter never hides this benefit.

Pennsylvania Veterans Temporary Assistance

MiscellaneousPennsylvania · State

Up to $1,600 in any twelve-month period for food, shelter, fuel, and clothing, for a veteran or a beneficiary of a veteran in immediate need. No disability rating is involved.

Pennsylvania residence, an other than dishonorable discharge, and immediate need. The gates are residence in Pennsylvania, a discharge other than dishonorable, and a demonstrated immediate need for the necessities of life. No disability rating is involved, so the rating filter never hides this benefit.

Pennsylvania Veterans Trust Fund Grants

MiscellaneousPennsylvania · State

A state fund, paid for largely by voluntary donations at driver license renewal and by veteran plate fees, that grants money to county veterans offices and to nonprofits serving veterans in need. Veterans reach it through those organizations rather than applying directly.

Reached through a county office or a grantee organization. The fund awards grants to organizations rather than to individuals, so a veteran reaches it through a County Director of Veterans Affairs or a grantee nonprofit. No disability rating is involved at the fund level, and the rating filter never hides this entry.
