Pennsylvania Severely Disabled Veteran and Veteran License Plates

A Severely Disabled Veteran plate at a 100% rating or a listed condition. The plate itself grants no special parking, but a vehicle displaying it and carrying the person with the disability may use reserved spaces.

Also called: license plate, severely disabled veteran, PennDOT, DV plate, parking, Section 1338, veteran plate, MV-145V.

For: Veteran or service member.

Where it applies

Written for the jurisdictions listed here.

Pennsylvania issues a Severely Disabled Veteran registration plate to a veteran who has a 100 percent service-connected disability, or a service-connected disability of a type enumerated in Section 1338 of the Vehicle Code, certified by a VA Regional Office administrator in Philadelphia or Pittsburgh. A veteran with a service-connected rating below 100 percent may purchase a Disabled Veteran plate for a fee. The parking rule is stated carefully by PennDOT and is worth reading exactly. No special parking privileges are associated with the registration plate itself. However, a vehicle displaying the plate, when operated by or for a person with a disability, qualifies to park in areas designated as reserved for persons with disability. In practice that means the privilege attaches to the person being transported rather than to the plate, so a family member driving the vehicle alone may not use a reserved space. Pennsylvania issues over 50 military and veteran plate designs beyond these, including Medal of Honor, Purple Heart, Gold Star Family, and a standard Veteran plate on which the holder selects a branch of service. Apply using form MV-145V for the disabled and severely disabled categories, with VA Regional Office certification. The plate and the registration fee exemption are separate applications with different eligibility rules, and a veteran who qualifies for one does not automatically qualify for the other. The free registration entry in this catalog covers the fee side.

100% service-connected, for the Severely Disabled Veteran plateThe Severely Disabled Veteran plate requires a 100 percent service-connected disability, or a service-connected disability of a type enumerated in Section 1338 of the Vehicle Code. A veteran below 100 percent may purchase the ordinary Disabled Veteran plate for a fee.
A Section 1338 enumerated condition, in place of the ratingA service-connected disability of a type enumerated in Section 1338 qualifies without a 100 percent rating. The rating filter cannot test an enumerated condition, so this path is listed separately and never hides the benefit.
