Up to $1,600 in any twelve-month period for food, shelter, fuel, and clothing, for a veteran or a beneficiary of a veteran in immediate need. No disability rating is involved.
Veterans Temporary Assistance is Pennsylvania's emergency grant for a veteran in immediate financial trouble. It provides up to $1,600 in a twelve-month period for the necessities of life: food, shelter, fuel, and clothing.
It is a grant rather than a loan, and it reaches a veteran's beneficiaries as well as the veteran.
The eligibility test is need rather than disability. The applicant has to reside in Pennsylvania, have a discharge other than dishonorable, and demonstrate immediate need. There is no rating requirement anywhere in it, which matters because the veterans most likely to need this are often the ones still waiting on a claim.
Because it is capped per twelve-month period rather than per calendar year, a veteran who used part of the allowance can draw the remainder later in the same window, and the clock runs from the earlier payment rather than from January.
Apply through the County Director of Veterans Affairs for the county where you live. They can also connect an applicant to the Veterans Trust Fund, which makes grants to county veterans offices and to nonprofits serving veterans, and to the federal and county programs that address housing directly. A veteran facing homelessness should ask about all of them in the same conversation rather than treating this as the only option.

Pennsylvania residence, an other than dishonorable discharge, and immediate need
The gates are residence in Pennsylvania, a discharge other than dishonorable, and a demonstrated immediate need for the necessities of life. No disability rating is involved, so the rating filter never hides this benefit.
