Choose a level. State is what this state provides everywhere. A county or city page adds its own level. Federal is always last.

A filter hides a benefit only when that benefit has a rating gate and the rating you set misses it. A benefit with no rating gate stays on the list. Who it is for means who can receive the benefit in their own right; a survivor is the family of a veteran or service member who died, and a child of one is listed under both. This is not an eligibility decision.

State

Donel C. Kinnard Memorial State Veterans Cemetery

Death & Survivor BenefitsWest Virginia · State

Burial at no cost to the veteran and a flat $780 for a spouse or eligible child. The veteran's service is what creates eligibility, so a spouse may be buried first.

No disability rating required. Eligibility rests on service and character of discharge rather than on a rating, so the rating filter never hides this entry.

West Virginia $20,000 Homestead Exemption

HousingWest Virginia · State

Not a veterans benefit, but it carries one veteran-specific rule: service abroad does not break the two-year residency test. The $20,000 has not moved since 1990.

A general exemption, not a veterans benefit. West Virginia Code 11-6B-3 grants the exemption to any owner who is sixty-five or older or certified permanently and totally disabled. Military service is not a route to it, so the rating filter never hides this entry, and a veteran qualifies through the disability certification like anyone else.

West Virginia Concealed Carry License: No Fee for Honorably Discharged Veterans

MiscellaneousWest Virginia · State

West Virginia Code 61-7-4(q) exempts an honorably discharged veteran of the armed forces, reserves or National Guard from the $50 fee and costs of a resident licence to carry a concealed pistol or revolver; apply to your county sheriff with the DD-214, and military handgun qualification meets the training requirement.

No disability rating required. Code 61-7-4(q) turns on an honorable discharge from the armed forces, reserves or National Guard. No rating applies, so the rating filter never hides this entry.

West Virginia Disabled Veteran Real Property Tax Credit

HousingWest Virginia · State

A refundable income tax credit for the full property tax paid on your home, not a property tax exemption. Opens at 90%, and since June 12, 2026 unemployability qualifies on its own.

Service-connected rating of 90% or more. The credit opens at ninety percent. Ninety percent is an unusual threshold. Most states that gate a property tax benefit on a rating set it at one hundred, so a West Virginia veteran at ninety should check this entry rather than assuming the usual rule.

West Virginia Free Hunting, Fishing, and Trapping for Disabled Veterans

MiscellaneousWest Virginia · State

No license at all, not a discount, for a resident veteran at 100% permanent and total. Former POWs and VA vehicle grant recipients reach it by a second route the rating filter cannot see.

A pension based on total permanent service-connected disability. Subsection (g) covers a resident, honorably discharged veteran who receives a veteran's pension based on total permanent service-connected disability as certified by the Veterans Administration. This route is written around a total and permanent award rather than a bare percentage.

West Virginia Free Metered Parking for Disabled Veterans and Purple Heart Recipients

MiscellaneousWest Virginia · State

Park at any metered space in any West Virginia municipality without paying. The plate designation is the credential, and without it the benefit does not exist.

A Purple Heart qualifies with no rating at all. The section covers any person awarded the Purple Heart alongside any disabled veteran, and states no disability percentage, so the rating filter never hides this entry.

West Virginia High School Diploma for WWII, Korea, and Vietnam Veterans

Education & EmploymentWest Virginia · State

A real diploma for a living veteran who left school to serve, issued by the county board of the veteran's choice between where they live and where they would have graduated.

No disability rating required. Eligibility rests on the era of service, an honorable discharge, and having left school before graduating. No rating applies, so the rating filter never hides this entry.

West Virginia Honorary Military License Plates

MiscellaneousWest Virginia · State

Plates for disabled veterans, Purple Heart, Medal of Honor, the service crosses, and Pearl Harbor survivors, exempt from all registration fees. A surviving spouse may keep the plate.

Several categories need no rating at all. Purple Heart, Medal of Honor, Distinguished Service Cross, Navy Cross, Air Force Cross, and Pearl Harbor survivor are award and service categories with no disability percentage attached, so the rating filter never hides this entry.

West Virginia In-State Tuition for Nonresident Veterans

Education & EmploymentWest Virginia · State

Every public institution must charge the in-state rate to a GI Bill user living in West Virginia, however long ago the discharge. The state rule still prints a three-year window that federal law removed in 2021.

No disability rating required. The rate turns on GI Bill eligibility and the timing of enrollment. No rating applies, so the rating filter never hides this entry.

West Virginia Medal of Honor and Purple Heart Tuition Waiver

Education & EmploymentWest Virginia · State

Eight semesters of undergraduate tuition and mandatory fees waived. A Purple Heart alone qualifies; wounds causing permanent disability or loss of limb make the waiver bigger, not the eligibility narrower.

The award is the qualification, not a rating. Eligibility rests on the Medal of Honor or the Purple Heart, not on a disability percentage, so the rating filter never hides this entry.

West Virginia Military Incentive Program Employer Tax Credit

Education & EmploymentWest Virginia · State

A credit paid to the employer, not to you, and for a disabled veteran it scales with the rating: your percentage times a $5,000 wage base. Get the voucher before you are hired.

Any compensable rating carries a credit, and it scales. For a disabled veteran the credit equals the percentage of compensation for service-connected disability as determined by the Department of Veterans Affairs, multiplied by the first $5,000 of wages. Thirty percent is worth $1,500 to the employer, seventy percent $3,500, one hundred percent $5,000. A veteran with no compensable rating may still qualify through the Vietnam and Korea era route or the Guard and reserve route.

West Virginia Military Retired Pay Income Tax Exemption

MiscellaneousWest Virginia · State

All military retired pay is exempt from West Virginia income tax with no cap and no age test, and survivor annuities come out with it.

No rating, no age, no cap. The exemption turns only on the income being military or uniformed services retirement pay included in federal adjusted gross income. No disability rating, age, or length of service affects it, so the rating filter never hides this entry.

West Virginia State Parks Veterans' Salute

MiscellaneousWest Virginia · State

Ten percent off lodge rooms, cabins, and campsites year-round for any veteran or serving member, with no rating and no residency requirement.

No rating, no residency, no wartime service. The discount is available to veterans and active duty military personnel with proof of service. Nothing about a disability rating, state of residence, or era of service affects it, so the rating filter never hides this entry.

West Virginia Tuition Waiver for Families of Members Killed in the Line of Duty

Death & Survivor BenefitsWest Virginia · State

Tuition and fees waived at every state institution for the child or spouse of a member killed in the line of duty, with no semester cap in the statute.

No disability rating involved. Eligibility turns on a line-of-duty death and the family relationship. No rating applies, so the rating filter never hides this entry.

West Virginia Vehicle Registration Fee Exemption

MiscellaneousWest Virginia · State

One vehicle free of registration fees at 100% permanent and total, for a former POW, or for a Medal of Honor recipient. A VA vehicle grant lifts the one-vehicle limit.

100% total and permanent for the one-vehicle exemption. Subdivision (5) exempts not more than one non-commercial vehicle owned by a veteran with a one hundred percent total and permanent service-connected disability, certified by the Director of the Department of Veterans' Affairs of West Virginia.

West Virginia Veteran Designation on a Driver's License or ID Card

MiscellaneousWest Virginia · State

An honorably discharged veteran can have the designation added, and gets a free replacement license if that is the only reason for it.

No disability rating required. The designation requires an honorable discharge and acceptable documentation. No rating applies, so the rating filter never hides this entry.

West Virginia Veteran License Plate

MiscellaneousWest Virginia · State

Available to any active, retired, or honorably discharged member for a $10 initial fee on top of the regular registration, and to the next of kin of a member killed in combat.

No disability rating required. The plate is available to any active, retired, or honorably discharged military member. No rating applies, so the rating filter never hides this entry.

West Virginia Veterans Home at Barboursville

HousingWest Virginia · State

A 125-bed residential home, not a nursing facility. Long-term residents pay half their monthly income; veterans facing homelessness get 60 days free.

No disability rating required. Admission turns on discharge, service length, VA health care eligibility, and the ability to live independently. No rating applies, so the rating filter never hides this entry.

West Virginia Veterans Preference in Public Employment

Education & EmploymentWest Virginia · State

Five or ten points on a passing exam score, and the categories are alternatives rather than additive. Any compensable service-connected disability reaches the ten-point category, at any percentage.

No rating needed for the five-point category. The 5-Point Preference turns on active duty service or on more than ninety consecutive days of active duty for training, with no wartime or campaign requirement. The rating filter never hides this entry.

West Virginia War Orphan Education Program (repealed in 2025)

Death & Survivor BenefitsWest Virginia · State

The statute behind this program was repealed effective June 29, 2025, yet the state agency and the federal benefits library both still advertise it with dollar figures.

Repealed effective June 29, 2025. House Bill 3192 of the 2025 regular session repealed West Virginia Code 18-19-1 through 18-19-4, the entire war orphan article, effective ninety days from its March 31, 2025 passage. Nothing in that act re-enacted the program elsewhere.
