Where it applies

West Virginia operates skilled nursing care for veterans separately from its residential Veterans Home, and a family comparing options should know which is which. The West Virginia Veterans Nursing Facility at Clarksburg is the operating one. It is a 120,000 square foot, 120-bed facility that opened in 2008, with private and semi-private rooms and a 20-bed unit reserved for residents needing specialized care for Alzheimer's disease or dementia. The feature that distinguishes it from most state veterans homes is physical. The facility has breezeway-connected access to the Louis A. Johnson VA Medical Center. A resident going to a VA appointment walks or is wheeled through a connecting corridor rather than being loaded into a van, which matters a great deal for a frail resident in February and matters again for a family weighing facilities in different parts of the state. Nurses are available around the clock and a physician is on call. The facility has pharmacy services on site. Rooms have full-function hospital beds and a nurse-call system, and amenities include free Wi-Fi, cable television, and telephones with long-distance calling enabled. There are four congregate whirlpool walk-in tubs, an exercise room, and a therapy room. Two wheelchair-capable buses handle appointments elsewhere and recreational trips. Security cameras inside and outside are monitored continually. Admission asks for twelve consecutive months of West Virginia residency and twelve consecutive months of active duty or reserve component service. The second facility is not open yet. The Charles Calvin Rogers State Veterans Nursing Facility at Beckley broke ground in October 2023, financed by a Department of Veterans Affairs grant with state matching funds, and is planned at 120 beds. It is named for a Fayette County native, Major General Charles Calvin Rogers, a Vietnam veteran and Medal of Honor recipient who died in 1990. Construction was estimated at eighteen months to two years from groundbreaking, so a family in southern West Virginia planning around it should confirm the opening date with the Department of Veterans Assistance rather than assuming availability. Its design is worth noting for anyone choosing between facilities later. Beckley will use a small-home model, with residents living in communities of twelve to fifteen people that have their own common rooms, kitchens, and dining areas. That is a different experience from a conventional nursing floor, and for some residents it is the deciding factor. The state also runs a residential Veterans Home at Barboursville for veterans who do not need nursing care, which has its own entry. The Clarksburg facility accepts credit card payments through a secure site administered by the state Treasurer's Office.
