Thresholds
| Gate | Rule |
|---|---|
| A pension based on total permanent service-connected disability | Subsection (g) covers a resident, honorably discharged veteran who receives a veteran's pension based on total permanent service-connected disability as certified by the Veterans Administration. This route is written around a total and permanent award rather than a bare percentage. |
| Permanent and total, not merely a high rating | Both the pension route in subsection (g) and the registration fee exemption route in subsection (h) rest on total and permanent disability rather than on a percentage alone. A high rating that is not permanent and total does not reach this benefit through either route. |
| Former POWs and vehicle grant recipients qualify by a second route | Subsection (h) reaches a disabled veteran eligible for the motor vehicle registration fee exemption under West Virginia Code 17A-10-8, whose categories include a veteran with a Department of Veterans Affairs vehicle grant, a former prisoner of war, and a Medal of Honor recipient. The rating filter cannot see this route, so a veteran in one of those categories should apply regardless of what the filter shows. |
| Serving members need only their leave papers | Under subsection (c), West Virginia residents on active duty may hunt, trap, or fish in season without a license while on leave or furlough. The leave or furlough papers serve in lieu of a license and must be carried at all times. A military identification card is not a substitute. |
| Carry the certification, not the rating letter | For both disabled veteran routes the Director of the Division of Natural Resources sets the procedure for certifying the veteran and the identification to be carried while hunting, trapping, or fishing. Apply through the Department of Veterans Assistance and carry the certification issued. |
| West Virginia residency required | Both subsection (g) and subsection (h) are limited to residents of West Virginia. |
