Choose a level. State is what this state provides everywhere. A county or city page adds its own level. Federal is always last.

A filter hides a benefit only when that benefit has a rating gate and the rating you set misses it. A benefit with no rating gate stays on the list. Who it is for means who can receive the benefit in their own right; a survivor is the family of a veteran or service member who died, and a child of one is listed under both. This is not an eligibility decision.

Who Counts as a Veteran in Wisconsin

MiscellaneousWisconsin · State

Chapter 45 gives one definition with twelve routes, and almost every Wisconsin programme uses it. One route makes a Hmong special guerilla unit veteran a veteran, for driver licence purposes only.

One definition, twelve routes, used across chapter 45. Section 45.01(12) governs the GI Bill remission, the veterans homes, the fee waiver, the retraining grant, VetEd and the business certification.

Wisconsin Assistance to Needy Veterans

Health careWisconsin · State

Subsistence payments up to $3,000 in a twelve-month period for a veteran who lost income to illness, injury or natural disaster, plus dental, vision and hearing aid. Assets exclude the first $50,000 of life insurance cash value.

Loss of income due to illness, injury or natural disaster. Subsistence aid requires one of those three causes. Ordinary unemployment does not qualify.

Wisconsin GI Bill: Fee Remission for Spouses and Children

Education & EmploymentWisconsin · State

The same 128 credits or 8 semesters for the spouse, unremarried surviving spouse or child of a veteran rated 30 percent or more, or of one who died in service. Children must be at least 17 and under 26.

A living veteran rated at least 30 percent. VA must have awarded at least a 30 percent service-connected disability rating under 38 USC 1114 or 1134. This is the lowest dependent-tuition threshold for a living veteran in this catalog.

Wisconsin GI Bill: Fee Remission for Veterans

Education & EmploymentWisconsin · State

Full remission of tuition and fees at UW System and technical colleges for 128 credits or 8 semesters, whichever is longer. Post-9/11 entitlement must be used first, and a semester it fully covers does not count against the limit.

One of six service routes. Active duty during a war period or in a crisis zone; two continuous years or the full initial obligation; 90 days or more during a war period; an expeditionary or Vietnam Service Medal; honorable discharge for a service-connected disability or hardship; or release under honorable conditions in a reduction in force.

Wisconsin High School Diploma for Wartime Veterans

Education & EmploymentWisconsin · State

A high school diploma for a veteran who left a Wisconsin high school to serve in wartime. Age 65, or 55 with a service-connected disability, and it is not limited to the Second World War.

Left a Wisconsin high school to serve. The veteran must have attended a Wisconsin high school and left before receiving a diploma in order to serve on active duty.

Wisconsin Income Tax on Military Pay and Retired Pay

MiscellaneousWisconsin · State

Wisconsin taxes income but exempts all military retirement, including SBP annuities. Since 2021 it subtracts basic, special and incentive pay for active duty, and from tax year 2026 a 2026 act adds drill pay and reserve basic pay, which the Department of Revenue still tells filers to leave out.

Military retired pay is exempt with no conditions. All retirement payments from the U.S. military retirement system, including Retired Serviceman’s Family Protection Plan and Survivor Benefit Plan payments, are exempt. No rating, age or length of service test applies.

Wisconsin National Guard Tuition Grant

Education & EmploymentWisconsin · State

Up to 100 percent of the UW-Madison tuition rate for eight full-time terms, for a drilling enlisted member or warrant officer without a bachelor’s degree. It cannot be combined with VetEd in the same term.

An actively drilling enlisted member or warrant officer in good standing. Commissioned officers above warrant officer grade are outside the programme.

Wisconsin Property Tax Credit for Surviving Spouses

Death & Survivor BenefitsWisconsin · State

The same uncapped credit reaches an unremarried surviving spouse by four separate routes, and one of them is simply receiving Dependency and Indemnity Compensation.

Died on active duty. No rating and no service connection of the death is required on this route, only Wisconsin residency at entry or for five consecutive years after, and residency at death.

Wisconsin State Employee Military Leave and Differential Pay

Education & EmploymentWisconsin · State

Up to 30 working days a year of military leave at base state pay less base military pay for a permanent state employee in the Guard or a reserve component, differential pay for 179 days of a federal activation that the governor can extend to eight years, and the right to use up to 160 hours of accumulated leave before returning.

A permanent state employee in a reserve component. The provisions run to permanent employees. Project and limited-term employees rely on USERRA alone.

Wisconsin State Employment for Veterans

Education & EmploymentWisconsin · State

Not points. The 10, 15 and 20 point table in 230.16(7) was removed in the 2015 civil service rewrite. What exists now is a non-competitive hiring route for a veteran rated 30 percent, which no agency is obliged to use.

Thirty percent for the non-competitive route. A compensable service-connected disability of at least 30 percent rated by VA, or inclusion on a U.S. armed forces permanent disability list at 30 percent or more. Recorded rather than enforced because the late-application right in 230.16(7m) needs no rating.

Wisconsin State Park Admission for Veterans

MiscellaneousWisconsin · State

A free admission card for a Wisconsin resident veteran rated 70 percent or more, or a former prisoner of war. Every other veteran gets free admission on Veterans Day and Memorial Day weekend only.

Seventy percent for the free park admission card. A Wisconsin resident veteran service-connected at 70 percent or higher, or a former prisoner of war, may receive the free vehicle admission and trail pass card.

Wisconsin Veterans Cemeteries and Military Funeral Honors

Death & Survivor BenefitsWisconsin · State

Three state veterans cemeteries under 45.61, and a statutory military funeral honors programme under 45.60 that provides a detail where the federal services cannot.

Federal national cemetery eligibility. A veteran discharged under conditions other than dishonorable, a member who died on active duty, or a reserve or Guard member with twenty years qualifying for retired pay, plus eligible spouses and dependent children.

Wisconsin Veterans Education (VetEd) Reimbursement Grant

Education & EmploymentWisconsin · State

A means-tested reimbursement of tuition after a term is completed, for a veteran without an undergraduate degree. The income limit is $50,000 plus $1,000 for each dependent past two.

Income of $50,000 plus $1,000 for each dependent past two. The combined annual income of the veteran and spouse. The department verifies all reported income amounts, and the figure is not indexed in the statute.

Wisconsin Veterans Homes

Health careWisconsin · State

Three homes at King, Union Grove and Chippewa Falls. Wisconsin residency is expressly not required to be admitted, though it decides priority, and a felony conviction is a bar that can be rebutted.

A chapter 45 veteran, or 90 days with a day in a war period. Section 45.51(2)(a) reaches a veteran as defined in 45.01(12), or a person with 90 days or more of active duty under honorable conditions including at least one day during a war period or under executive order 10957.

Wisconsin Veterans Licence Fee Waiver and Business Certification

Education & EmploymentWisconsin · State

A one-time waiver of the initial fee for a professional or occupational licence, and a state certification for a veteran-owned business with gross sales under $1.5 million.

A chapter 45 veteran, or one year in a reserve component. The fee waiver reaches a Wisconsin resident veteran under 45.01(12)(a) to (k), a warrant officer or enlisted reserve component member with at least one year under honorable conditions, or a person honorably discharged from a reserve component.

Wisconsin Veterans Personal Loans and Outreach Programs

MiscellaneousWisconsin · State

Chapter 45 authorises personal loans to veterans, an outreach and recovery programme for veterans at risk of suicide or homelessness, and a veterans assistance programme running transitional housing.

No rating test on any of the three. Sections 45.42, 45.43 and 45.48 turn on need and on veteran status under 45.01(12) rather than on a disability percentage.

Wisconsin Veterans Retraining Grant

Education & EmploymentWisconsin · State

Up to $3,000 a year for two years for a veteran who is unemployed or underemployed and needs retraining. It is the route for a veteran who already holds a degree and so cannot use VetEd.

The chapter 45 service test, with an honorable discharge. 90 days or more of active duty during a war period, service in a crisis zone, two years or the full initial service obligation, service under executive order 10957, an expeditionary or equivalent medal, or early discharge for a service-connected disability, hardship or reduction in force.

Wisconsin Veterans and Surviving Spouses Property Tax Credit

HousingWisconsin · State

A refundable income tax credit for the entire property tax on the principal dwelling, with no cap on the house value or the credit. It needs a 100 percent rating or individual unemployability, and the statute defines unemployability itself.

Service-connected disability rating of 100 percent. Section 71.07(6e)(a)3.d. sets the rating gate for the veteran route. The statute cites 38 USC 1114 or 1134, so it is the schedular or extraschedular rating VA assigns.
