Where it applies

Written for the jurisdictions listed here.

Three sections of chapter 45 sit outside the tax and education programmes and reach veterans in difficulty. They are administered by the Wisconsin Department of Veterans Affairs and the level at which each operates depends on what the legislature appropriates, so the statute is the authority rather than a guarantee of a particular amount. Section 45.42 authorises veterans personal loans. Wisconsin has run direct lending to veterans out of the veterans trust fund for decades, and the loan programme has expanded and contracted with the fund. A veteran should treat this as a question to ask the department rather than a benefit to assume, because the terms and whether the programme is currently lending have both changed over time. Section 45.48 is the veterans outreach and recovery programme, and it is the most consequential of the three. It provides outreach, mental health support and case management to veterans who may have a mental health or substance use condition, with an emphasis on reaching veterans who are not enrolled in VA care, are at risk of homelessness, or are at risk of suicide. It works by putting outreach staff in the community rather than waiting for a veteran to present at a facility, and it does not require the veteran to be eligible for VA health care. That last point is the reason the programme exists. A veteran with an other-than-honorable discharge, or one who has never filed a claim, or one who has been out for thirty years and never enrolled, is often outside the federal system entirely. Section 45.48 reaches them. Section 45.43 authorises the veterans assistance programme, which is the statutory basis for the transitional housing and support campuses Wisconsin operates, including the facility at Union Grove. It provides housing together with treatment and employment services for homeless veterans and veterans in crisis, on a residential rather than an outpatient model. Section 45.46 separately authorises grants to nonprofit organisations serving veterans and their families, which is how much of the on-the-ground service delivery is funded. For a veteran or a family member, the single practical instruction for all of these is the same: contact a county or tribal veterans service officer. Section 45.80 requires every Wisconsin county to have one, they are the entry point for chapter 45 programmes generally, and their assistance is free. Wisconsin's county service officer network is the mechanism that makes the rest of this chapter reachable, and a veteran who tries to navigate WDVA programmes without one is doing it the hard way. None of these sections carries a disability rating test.
