Where it applies

Written for the jurisdictions listed here.

Two chapter 45 programmes support a veteran entering or running a trade. Section 45.44 is the veterans fee waiver programme. It waives the initial fee for a professional or occupational credential. It is a one-time waiver of the initial fee rather than a standing exemption from renewal fees, which is the limit most likely to surprise someone who reads the name. Three groups qualify: a Wisconsin resident who is a veteran within paragraphs (a) to (k) of the chapter 45 definition in 45.01(12); a warrant officer or enlisted member of a reserve component with at least one year of service under honorable conditions; and a person honorably discharged from a reserve component. The second and third routes are the useful part, because they reach a Guard or reserve member who never served the active duty term that the main definition requires. The list of credentials the waiver reaches is published by the department rather than set in the statute, and it is worth checking against the specific licence before relying on it. A veteran applies through the department's portal or on the departmental form, and the waiver is granted by WDVA and then honoured by the licensing agency. Wisconsin separately requires licensing agencies to accept relevant military training and experience toward licence requirements, gives a military spouse holding a valid out-of-state licence a reciprocity route while the member is stationed in Wisconsin, keeps a licence valid during active duty with a 180-day extension after discharge, and waives the renewal fee where the licence is renewed within that extension. Federal law sits under the state reciprocity route and is wider. Since December 23, 2024, 50 U.S.C. 4025a, as rewritten by section 587 of Public Law 118-159, provides that a service member or spouse who relocates on military orders and holds a licence in good standing elsewhere, with no discipline and no pending investigation in any state, has that licence considered valid for its scope of practice in the new state on application with the orders, a marriage certificate for a spouse and a notarized affidavit; a board that cannot act within 30 days may issue a temporary licence. It reaches the member as well as the spouse, and a licence held under an interstate compact follows the compact instead. It does not reach a veteran after separation. Section 45.12 is the veteran-owned business logotype programme. The department certifies a business as veteran-owned and the business may then use the state logotype. The conditions are a size limit and an ownership test. Gross annual sales must be less than $1,500,000, and at least 51 percent of the business must be owned by one or more veterans, using the chapter 45 definition in 45.01. The sales ceiling is the unusual part: this is a programme aimed at small businesses and a successful veteran-owned firm grows out of it. What certification is worth is recognition plus access. The logotype is a marketing mark, and certification is the gateway to being identified for state contracting purposes. It is not a set-aside and it does not guarantee any award. Wisconsin also runs a veteran employment grant paying an employer that hires a veteran rated 50 percent or more: up to $5,000 for a full-time hire, split between six and twelve months of retained employment, and up to $2,500 for a part-time hire on the same schedule. That grant goes to the employer rather than the veteran, and a veteran job-seeking at that rating can usefully mention it.

A chapter 45 veteran, or one year in a reserve componentThe fee waiver reaches a Wisconsin resident veteran under 45.01(12)(a) to (k), a warrant officer or enlisted reserve component member with at least one year under honorable conditions, or a person honorably discharged from a reserve component.
A one-time waiver of the initial fee onlyThe waiver applies to the initial credential fee. It is not a standing exemption from renewal fees, though a renewal during the post-discharge extension is separately waived.
Business certification: 51 percent ownership and under $1.5 million in salesSection 45.12 requires at least 51 percent veteran ownership and gross annual sales of less than $1,500,000. Certification gives a logotype and identification for state contracting; it is not a set-aside.
Fifty percent opens an employer hiring grantWisconsin pays an employer up to $5,000 for a full-time hire of a veteran rated 50 percent or more, split between six and twelve months of retained employment, and up to $2,500 part-time. Recorded rather than enforced because it is paid to the employer.

Expands benefits Requires a state to treat a service member or spouse on military orders as licensed there on the strength of a licence held elsewhere.

Amended 50 U.S.C. 4025a generally, effective December 23, 2024. A service member or spouse who relocates on military orders and holds a licence in good standing elsewhere has it treated as valid for its scope of practice in the new state on application with the orders, a marriage certificate for a spouse and a notarized affidavit; a board that cannot act within 30 days may issue a temporary licence with the same rights. Licences held under an interstate compact follow the compact. State military spouse licensing entries that describe only the state procedure understate what a family on orders is owed. Veterans are outside the section.
