Counties

Loading the county list.

Choose a level. State is what this state provides everywhere. A county or city page adds its own level. Federal is always last.

A filter hides a benefit only when that benefit has a rating gate and the rating you set misses it. A benefit with no rating gate stays on the list. Who it is for means who can receive the benefit in their own right; a survivor is the family of a veteran or service member who died, and a child of one is listed under both. This is not an eligibility decision.

State

ODVA Conservatorship and Representative Payee Services

MiscellaneousOregon · State

State trust officers who manage money for a veteran or family member who cannot, either as a court-appointed conservator or as a representative payee. Few states offer a public fiduciary of their own for veterans.

Incapacity and a family relationship, not a rating. Service depends on the protected person being unable to manage their own financial affairs and falling within the served group: veterans, surviving spouses, immediate family, minor children, helpless adult children, and dependents’ parents. No disability rating is involved, so the rating filter never hides this benefit.

Oregon Disabled Veteran Hunting, Angling and Shellfish License

MiscellaneousOregon · State

A free combination license covering hunting, fishing, shellfish, and the Columbia River Basin Endorsement at a 25% rating, plus a $25 elk tag. The 25% floor is the lowest hunting threshold in this catalog.

Overall disability rating of 25% or more. ODFW requires a letter from VA or a branch showing an overall disability rating of at least 25 percent, and Oregon residency. This is the lowest rating floor for a hunting or fishing benefit in this catalog.

Oregon Disabled Veteran or Surviving Spouse Property Tax Exemption

HousingOregon · State

Exempts $27,092 or $32,512 of homestead assessed value for the 2026-27 tax year at a 40% disability, indexed up 3% annually. A claim filed within six months of a new VA rating can reach back three prior tax years.

Certified disabilities of 40% or more. Both amounts require certification at 40 percent or more. The higher amount requires that the disabilities be service-connected; the lower amount does not, and also allows an annual physician certification subject to an income test.

Oregon Military Retirement and Military Pay Subtractions

MiscellaneousOregon · State

Oregon subtracts military retired pay only for service before October 1, 1991, prorated by months. Anyone who entered service after that date gets nothing, so most retirees today pay full Oregon tax on their pension.

A service date, not a rating. The pension subtraction turns entirely on whether months of service fell before October 1, 1991. No disability rating is involved, so the rating filter never hides this benefit.

Oregon National Guard State Tuition Assistance

Education & EmploymentOregon · State

100% of tuition at the in-state rate at Oregon public universities and community colleges for a drilling Guard member. Fees and book allowances were not covered for the 2025-26 year, and a member who already holds a bachelor’s degree is ineligible.

Drilling Guard membership and no prior bachelor’s degree. Eligibility requires completed basic training, current Oregon National Guard membership in good standing, active drilling with all training attended, no federal loan default, a cumulative GPA of at least 2.0, and no bachelor’s degree or higher already earned. No disability rating is involved, so the rating filter never hides this benefit.

Oregon Resident Tuition for Veterans and Military Families

Education & EmploymentOregon · State

A veteran discharged honorably pays resident tuition at an Oregon public institution after establishing physical presence in Oregon within 12 months of enrolling, with no waiting period. A military spouse or dependent child admitted as a resident keeps that status while continuously enrolled.

Discharge and physical presence, not a rating. The veteran route under ORS 350.290 requires a discharge that is honorable or general under honorable conditions, plus proof of physical presence in Oregon within 12 months of enrolling. No disability rating is involved, so the rating filter never hides this benefit.

Oregon State Parks Special Access Pass

MiscellaneousOregon · State

Free camping and free day-use parking at Oregon state parks at any level of service-connected disability, with no rating floor. The free camping allowance was cut to four nights, and the pass must be in hand before you reserve.

Any level of service-connected disability. Oregon Parks and Recreation requires a VA letter stating a service-connected disability, with no minimum rating. A veteran at any compensable rating qualifies, so the rating filter is not used to gate this benefit.

Oregon Veteran Burial and Memorial Benefits

Death & Survivor BenefitsOregon · State

Oregon runs no state veterans cemetery. Burial for an Oregon veteran goes through a VA national cemetery, and every headstone, flag, and allowance in this area is a federal benefit rather than a state one.

Federal eligibility governs. Because Oregon has no state veterans cemetery, eligibility for burial, headstones, flags, and allowances is determined by the National Cemetery Administration and VA rather than by Oregon. No state disability rating test applies, so the rating filter never hides this benefit.

Oregon Veteran Designation and Veteran License Plates

MiscellaneousOregon · State

A no-extra-fee veteran designation on an Oregon driver license or ID, added when the card is issued. The Disabled Veteran plate grants no parking privileges, which is the most common misunderstanding about it.

The ORS 408.225 service test. The designation uses Oregon’s statutory veteran definition with an honorable discharge. Oregon's statutory definition asks for a discharge under honorable conditions plus one of: more than 90 consecutive days beginning on or before January 31, 1955; more than 178 consecutive days beginning after January 31, 1955; 178 days or less with a discharge caused by a service-connected disability; 178 days or less plus a VA disability rating; at least one day in a combat zone; a combat, campaign, or expeditionary ribbon or medal; or receipt of a nonservice-connected VA pension. No rating percentage is required, so the rating filter never hides this benefit.

Oregon Veteran Home Loan

HousingOregon · State

A state-run mortgage, not the federal VA guaranty. Oregon is one of only three states that lends to veterans directly, up to four loans in a lifetime, and the property has to be in Oregon but the borrower does not have to live there yet.

The ORS 408.225 service test. Eligibility is Oregon’s statutory veteran definition, not a rating.

Oregon Veterans Day Off

Education & EmploymentOregon · State

An enforceable right to time off on November 11 from any Oregon employer, paid or unpaid at the employer’s choice. Give 21 days notice with a DD-214, and a denial requires proof of significant disruption plus a make-up day.

Proof of service and 21 days notice. The right requires eligible veteran status and notice with proof of service, such as a DD-214, at least 21 days before November 11. No disability rating is involved, so the rating filter never hides this benefit.

Oregon Veterans Dependent and Purple Heart Tuition Waiver

Education & EmploymentOregon · State

A full tuition waiver at Oregon public universities and OHSU for the child or spouse of a veteran rated 100% or killed in service. The age limit for a child rose from 23 to 31 in 2025, and some university pages still print the old number.

The veteran must be at 100%, or have died. The family route requires a service member who died on active duty, died as a result of a service-connected disability, or is 100 percent disabled as the result of a service-connected disability, certified by VA or a branch. This is a certification about the veteran rather than about the student, so the rating filter cannot test it.

Oregon Veterans Educational Bridge Grant

Education & EmploymentOregon · State

Up to $5,000 for a veteran stuck short of finishing a program, either because a required class is not offered or because a balance on the student account blocks registration. It targets the specific problem that makes people quit near the end.

The ORS 408.225 service test. Eligibility is Oregon’s statutory veteran definition plus Oregon residency.

Oregon Veterans Emergency Financial Assistance Program

MiscellaneousOregon · State

A one-time grant for a veteran or immediate family member in emergency financial need, paid directly to creditors. Because it can only be used once, timing matters more than with any other program here.

Emergency need and an honorable discharge. The grant requires Oregon residency, an honorable discharge, and an immediate emergency financial need, with a showing that basic living expenses can be met afterward. No disability rating is involved, so the rating filter never hides this benefit.

Oregon Veterans Preference in Public Employment

Education & EmploymentOregon · State

Five percentage points for a veteran and ten for a disabled veteran at every level of Oregon government, and unlike most states it applies to promotions too. Since January 1, 2026 it also covers current and former Oregon National Guard members.

A service-connected disability rating, any compensable level. The ten percentage point preference is met by a service-connected disability rating from VA, a discharge for a service-connected injury or illness, or a Purple Heart. Oregon names no percentage, so any compensable rating reaches it, and this entry is gated at 10 percent to reflect the lowest compensable rating rather than a stated floor.

Oregon Veterans' Homes

Health careOregon · State

Two skilled nursing homes, at The Dalles with 151 beds and Lebanon with 154. Spouses and parents who lost a child in service are eligible alongside veterans, and a physician has to certify that skilled nursing care is needed.

Honorable discharge and a physician’s recommendation. Admission requires service as the federal VA defines it, an honorable discharge, and a physician’s recommendation that skilled nursing care is needed, plus ability to pay the resident portion and a care need the home can meet. Spouses and parents of a child who died in service are eligible in their own right. No disability rating is required, so the rating filter never hides this benefit.
