Where it applies

Written for the jurisdictions listed here.

Oregon Parks and Recreation issues a Special Access Pass giving free parking at state parks that charge a day-use fee and free camping in RV sites, tent campsites, and standard horse camp sites. The eligibility is the striking part: an Oregon veteran with any level of service-connected disability. There is no rating floor at all. A veteran rated 10 percent gets the same pass as one rated 100 percent. Very few benefits in this catalog are open at any compensable rating, and none of the other state park programs are. The camping allowance was recently reduced, and this is the figure most guides have wrong. Oregon Parks and Recreation now allows free camping for four nights at a time at a single state park, or a total of four nights per calendar month regardless of location. Stay longer at one park, or longer in a calendar month, and the standard rate applies to the extra nights. Published summaries still describe a ten-night allowance, which was the earlier rule. Plan around four. What the pass does not cover matters for a family trip: no yurts, cabins, or other special park facilities, no $10 reservation fee, no $10 per night charge for a second driven vehicle, and no $10 dump station fee. A veteran booking a yurt on the coast is paying full price. The procedural trap is unforgiving. You must have the pass before making the reservation. Camping without it, even while eligible, forfeits the discount for that stay; there is no retroactive credit. Survivors and family do not qualify. Oregon Parks and Recreation states plainly that survivors of deceased veterans, spouses, and other family members are not eligible for this pass. A widowed spouse who camped for years on a veteran's pass loses the benefit. Apply through the online form with a letter from VA stating a service-connected disability, plus a copy of an Oregon driver license or ID, or mail showing an Oregon address. The pass is valid for 10 years and can be renewed online beginning six months before it expires. Carry it along with photo identification. Reach the program at 800-551-6949 or [email protected]. Active duty members on official leave are handled differently, by reimbursement rather than by pass. Pay up front, then send the camping receipt for the dates of the stay and a letter from the commanding officer on official letterhead confirming leave for those dates. The request has to arrive within 30 days of the last day of the stay, and refunds are sent within about three weeks. The same pass program also serves Oregon foster, guardian, and adoptive foster parents certified through the Department of Human Services, tribal governments, or the Oregon Youth Authority.

Thresholds

Thresholds for Oregon State Parks Special Access Pass
GateRule
Any level of service-connected disabilityOregon Parks and Recreation requires a VA letter stating a service-connected disability, with no minimum rating. A veteran at any compensable rating qualifies, so the rating filter is not used to gate this benefit.
Survivors and family excludedSurvivors of deceased veterans, spouses, and other family members do not qualify for the Special Access Pass. The pass also has to be issued before a reservation is made, or the discount is lost for that stay.
