Oregon Veterans Emergency Financial Assistance Program

A one-time grant for a veteran or immediate family member in emergency financial need, paid directly to creditors. Because it can only be used once, timing matters more than with any other program here.

Also called: OVEFAP, emergency financial assistance, one time only, rent assistance, mortgage, utilities, emergency dental, transportation, County Veteran Service Officer, Tribal Veteran Service Officer.

For: Veteran or service member, spouse, child, survivor.

Where it applies

Written for the jurisdictions listed here.

The Oregon Veterans' Emergency Financial Assistance Program makes grants to veterans and their immediate family in emergency financial need. Immediate family here means a spouse, an unremarried surviving spouse, a child, or a stepchild, which is a broader circle than most emergency programs reach. What it will pay for: emergency or temporary housing and related housing expenses such as utilities, insurance, and house repairs; mortgage or rent assistance; emergency medical or dental expenses; and emergency transportation expenses. Emergency dental is worth flagging because it is a frequent unmet need that most programs exclude. Two features shape how to use it. Assistance is granted one time only, and award amounts vary. This is not a recurring safety net. A veteran facing a series of pressures should think about which one is genuinely the emergency, because using the grant on a smaller problem spends the benefit. There is no second application later. Payment goes directly to creditors rather than to the applicant. That makes it useful for a landlord, utility, or dental office bill and useless as general cash. Bring the actual bill or notice. ODVA also asks applicants to demonstrate they can continue to pay basic living expenses after the emergency is resolved. The program is designed to clear a one-time shock for a household that is otherwise stable, not to bridge an ongoing shortfall. If income does not cover ordinary expenses, the honest conversation is about benefits the veteran may be owed, such as an unfiled disability claim or VA pension, which is a service officer's job. Apply through a County or Tribal Veteran Service Officer, or by mail or email, on form VS1024. Reach ODVA at 503-373-2085 or [email protected]. Going through a service officer rather than filing alone is the better route. The officer can check whether a federal claim should be filed alongside the grant, and Oregon funds these officers specifically to do this work, including at tribal governments and on some college campuses, under the 1.5 percent of state lottery proceeds that Measure 96 dedicated to veterans' services in 2016. ODVA keeps a list of military and service organization relief programs, including Army Emergency Relief, the Navy-Marine Corps Relief Society, the Air Force Aid Society, American Legion temporary financial assistance, VFW Unmet Needs, and Oregon National Guard Emergency Relief. Because OVEFAP is single use, ask a service officer whether one of those fits the situation first.

Thresholds

GateRule
Emergency need and an honorable dischargeThe grant requires Oregon residency, an honorable discharge, and an immediate emergency financial need, with a showing that basic living expenses can be met afterward. No disability rating is involved, so the rating filter never hides this benefit.
Once per lifetime, paid to creditorsAssistance is granted one time only and paid directly to creditors rather than to the applicant. Spending it on a minor emergency forecloses using it on a larger one later.
