100% of tuition at the in-state rate at Oregon public universities and community colleges for a drilling Guard member. Fees and book allowances were not covered for the 2025-26 year, and a member who already holds a bachelor’s degree is ineligible.
Also called: ONGSTA, National Guard, tuition assistance, community college, FAFSA, Oregon Student Aid Portal, 2.0 GPA, no bachelor’s degree.
The Oregon National Guard State Tuition Assistance program funds 100 percent of tuition, at no more than the state residency rate, for eligible Oregon Army and Air National Guard members at Oregon public universities and Oregon community colleges.
Including community colleges is worth noting. Several state Guard programs in this catalog reach four-year institutions only, which pushes a member toward a bachelor's degree they may not want. Oregon covers the associate path on the same terms, up to 90 credits at a community college, and up to 180 quarter or 120 semester credits at a university.
Read the limits before counting on the program. The benefit covers tuition, and for the 2025-26 academic year fee costs and book allowances were not covered. Fees at an Oregon public institution are a real number, so budget for them separately rather than treating this as a full ride.
Eligibility has a bar that surprises people: a member who already holds a bachelor's degree or higher is not eligible. This is a program for a first undergraduate credential, not for graduate study or a second degree. The other conditions are completion of military basic training, current membership in good standing, actively drilling and attending all unit training assemblies and annual training, not being in default on a federal student loan, and a cumulative GPA of 2.0 or higher with satisfactory academic progress.
Apply through the Oregon Student Aid Portal and submit a FAFSA. The Higher Education Coordinating Commission administers the award alongside other state aid, which is why the application lives with student aid rather than with ODVA.
Contact the Oregon Army National Guard Education Office at 971-355-4275 or [email protected]. Air National Guard members go through their Wing Force Development Office.
A Guard member who has been mobilized should also check the federal Post-9/11 GI Bill, which may pay more and covers fees and a housing allowance this program does not. The two are separate entitlements and the right order of use depends on remaining service time.

Drilling Guard membership and no prior bachelor’s degree
Eligibility requires completed basic training, current Oregon National Guard membership in good standing, active drilling with all training attended, no federal loan default, a cumulative GPA of at least 2.0, and no bachelor’s degree or higher already earned. No disability rating is involved, so the rating filter never hides this benefit.
