Loading the county list.

Choose a level. State is what this state provides everywhere. A county or city page adds its own level. Federal is always last.

A filter hides a benefit only when that benefit has a rating gate and the rating you set misses it. A benefit with no rating gate stays on the list. Who it is for means who can receive the benefit in their own right; a survivor is the family of a veteran or service member who died, and a child of one is listed under both. This is not an eligibility decision.

North Carolina Bailey Exemption for Retirement Benefits

MiscellaneousNorth Carolina · State

A retiree with five or more years of creditable service as of August 12, 1989 pays no North Carolina income tax on their federal or military retirement benefits. It comes from a court settlement rather than a tax break, and it has no service-length or rating condition.

Five or more years of creditable service as of August 12, 1989. The exemption turns entirely on having vested by that date. There is no disability rating test, no minimum career length, and no income test, so the rating filter never hides this benefit.

North Carolina County Veterans Service Offices

MiscellaneousNorth Carolina · State

North Carolina counties may run a veterans services programme, affiliated with the State Department of Military and Veterans Affairs and partly paid for by it. Accredited service officers file and appeal VA claims and certify State benefits such as the property tax exclusion, free of charge.

Veteran, service member or family member in North Carolina. No rating, discharge or fee test. Each county decides whom its office serves, usually its own residents.

North Carolina Disabled Veteran Property Tax Homestead Exclusion

HousingNorth Carolina · State

The first $45,000 of appraised value of the residence comes off the tax roll for a veteran certified permanent and total, or receiving a VA specially adapted housing grant. No income test, but it cannot be combined with any other property tax relief.

Permanent and total service-connected disability. The rating path is a VA certification of a service-connected disability that is permanent and total. A combined rating of 100 percent that is not certified permanent and total does not by itself satisfy the statute.

North Carolina Free Recording and Certified Copies of a Discharge

MiscellaneousNorth Carolina · State

Every Register of Deeds in North Carolina has to record a military discharge and provide certified copies to the veteran free of charge. It is small, it is universal, and it solves the problem of a lost DD-214.

Possession of a discharge document. Any veteran with a discharge document may have it recorded and obtain free certified copies. No rating, fee, or deadline applies, so the rating filter never hides this entry.

North Carolina In-State Tuition for Service Members and Veterans

Education & EmploymentNorth Carolina · State

In-state tuition rates for active duty members stationed in North Carolina and their dependents, for every National Guard member regardless of residence, and for a veteran using VA education benefits while living in the state, with no limit on time since discharge.

Assignment to North Carolina, Guard membership, or VA education benefits while living here. The paths are active duty assignment to a North Carolina installation and dependents of such a member, membership in the North Carolina National Guard, or use of covered VA education benefits while living in North Carolina under 38 U.S.C. 3679(c), with no limit on time since discharge since August 1, 2021. No disability rating is involved, so the rating filter never hides this benefit.

North Carolina Lifetime Hunting and Fishing License for Disabled Veterans

MiscellaneousNorth Carolina · State

A lifetime hunting and fishing license for a resident veteran rated 50% or more, for a one-time nominal fee instead of an annual one. It stays valid for life, as long as the rating stays at 50% or above.

Service-connected rating of 50% or more. The license requires a VA rating of fifty percent or more and North Carolina residency. The license is lifetime in duration but stays valid only so long as the rating remains at 50 percent or above.

North Carolina Military Retirement Pay Deduction

MiscellaneousNorth Carolina · State

Military retired pay is fully deductible from North Carolina taxable income for a retiree with 20 or more years of service or who was medically retired, and for a Survivor Benefit Plan beneficiary of such a retiree. Effective from the 2022 tax year.

20 years of service, or medical retirement under 10 U.S.C. Chapter 61. The deduction tests length of service or the basis of retirement, not a disability rating percentage. A medically retired service member qualifies whatever their rating, and a 20-year retiree with no rating qualifies too. The rating filter never hides this benefit.

North Carolina National Guard State Pension

MiscellaneousNorth Carolina · State

A state pension of $105 a month at 20 years of creditable service, rising $10.50 for each additional year to a $210 ceiling, from age 60, for a Guard member with 15 years in the North Carolina Guard. It is paid on top of federal reserve retired pay, but not to anyone drawing regular-component retired pay.

20 years of creditable service, 15 in the North Carolina Guard, and age 60. G.S. 127A-40: age 60 or older, 20 or more years of creditable service under the non-regular retirement test, at least 15 years in the North Carolina National Guard, an honorable discharge from it, and no regular-component retired pay. No disability rating is involved, so the rating filter never hides this benefit.

North Carolina Private Employer Veterans Preference

Education & EmploymentNorth Carolina · State

State law expressly allows a private employer to prefer a veteran for employment without it counting as unlawful discrimination. It also covers the spouse of an honorably discharged veteran with a service-connected permanent and total disability.

Veteran status, for the employer to apply a preference. The statute authorizes rather than requires a preference, and it tests veteran status rather than any disability rating. The rating filter never hides this entry.

North Carolina Property Tax Exemption for a Disabled Veteran's Adapted Vehicle

MiscellaneousNorth Carolina · State

A disabled veteran's vehicle altered with special equipment for a service-connected disability is exempt from North Carolina's vehicle property tax, if the veteran is entitled to VA automotive adaptive equipment. Apply to the county assessor on form AV-10V within 30 days of the date the tax is due. A 2025 bill to exempt any vehicle of a 100% rated veteran has not passed.

Entitled to VA automotive adaptive equipment, on an altered vehicle. The veteran must be entitled to special automotive equipment for a service-connected disability under 38 U.S.C. 3901, and the vehicle must be altered with special equipment. No rating percentage is tested, so the rating filter never hides this entry.

North Carolina Scholarship for Children of Wartime Veterans

Death & Survivor BenefitsNorth Carolina · State

Eight academic semesters for the child of a wartime veteran who died of wartime service, is or was rated at least 20% for a wartime disability, received a Purple Heart, was a prisoner of war or is missing in action. The child has to be under 25 at application; awards are rationed to funds through 2027-2028, and new 2026-27 and 2027-28 awards go to in-state undergraduates.

Parent rated at least 20% for a wartime service-connected disability. Class II covers a veteran parent with a wartime service-connected disability of at least 20 percent but less than 100, living or at death; Class I-B covers 100 percent. That floor is low by the standards of survivor scholarships, and a family that assumed a higher threshold should look again.

North Carolina State Parks: Veteran Camping Discount and Free Annual Pass for Disabled Veterans

MiscellaneousNorth Carolina · State

Six dollars off a state park campsite per night for any veteran or service member, a discounted entrance fee at the Falls, Jordan and Kerr Lake recreation areas, and, since Session Law 2024-45, a free annual pass for a veteran with a service-connected disability.

Veteran status for the discount; a service-connected disability for the free pass. The camping and entrance discounts test veteran or military status only; the free annual pass needs an honorable or under honorable conditions separation and a VA-certified service-connected disability at any rating, or specially adapted housing. The rating filter never hides this benefit.

North Carolina State Veterans Cemeteries

Death & Survivor BenefitsNorth Carolina · State

Four state veterans cemeteries, at Black Mountain, Jacksonville, Spring Lake and Goldsboro. Burial is free for a veteran discharged under honorable conditions, and since July 8, 2024 no North Carolina residency is required; a fee applies for a spouse or dependant.

Service ended under honorable conditions, or reserve retirement eligibility. G.S. 65-43: active service ended under honorable conditions (or death in service), with national cemetery eligibility or entitlement to reserve retired pay. The North Carolina residency test was repealed from July 8, 2024. No disability rating is involved, so the rating filter never hides this benefit.

North Carolina State Veterans Homes

Health careNorth Carolina · State

Four open state skilled nursing homes, at Salisbury, Black Mountain, Kinston and Kernersville, with 449 beds; the Fayetteville home is closed for replacement. Two years of North Carolina residence before applying is required, wartime veterans go first, and up to a quarter of the beds are open to spouses, widows and Gold Star parents.

Active duty service, a discharge under honorable conditions, and two years of North Carolina residence. G.S. 143B-1298: active service other than for training, a discharge under honorable conditions, disability by age, disease or other reason on a home physician examination, and North Carolina residence for the two years immediately before applying. No disability rating is required, so the rating filter never hides this benefit.

North Carolina Veteran Designation on a Driver License

MiscellaneousNorth Carolina · State

A free VETERAN designation on a driver license or identification card with proof of an honorable discharge. An active-duty member stationed outside the state can renew a military-designation licence by mail twice, and a commercial licence test can be waived for recent military truck driving.

A discharge document. The designation requires a discharge document showing an honorable discharge. No disability rating is involved, so the rating filter never hides this benefit.

North Carolina Veteran and Disabled Veteran License Plates

MiscellaneousNorth Carolina · State

A free 100% Disabled Veteran plate, for a car and a motorcycle, at a 100% rating or individual unemployability paid at 100%, and a Partially Disabled Veteran plate below it at no extra fee. Legion of Valor (Medal of Honor), Ex-POW, Silver Star and Bronze Star with V plates are free too; Purple Heart and Gold Star plates carry no extra fee but pay the regular registration.

100% service-connected, for the free Disabled Veteran plate. The free 100% Disabled Veteran plate requires a combined rating of 100 percent, or individual unemployability paid at the 100 percent rate, shown on a VA letter no more than a year old. A veteran below 100 percent takes the Partially Disabled Veteran plate, which carries no additional fee.

North Carolina Veterans Preference in State Employment

Education & EmploymentNorth Carolina · State

Year-for-year credit for military service toward the experience a state job requires, up to four years of credit for unrelated service, and 10 preference points where a numerical score is used. Since October 1, 2026 every veteran discharged other than dishonorably qualifies, with no wartime test, and so does the spouse of an active-duty service member.

Active duty other than training, discharged other than dishonorably. G.S. 126A-5-14, from October 1, 2026: any veteran discharged under other than dishonorable conditions, the spouse of a disabled veteran, a deceased veteran's surviving spouse or dependant, an eligible Guard member, or the spouse of an active-duty service member. No rating is needed, so the rating filter never hides this benefit.
