North Carolina Veteran Designation on a Driver License
A free VETERAN designation on a driver license or identification card with proof of an honorable discharge. An active-duty member stationed outside the state can renew a military-designation licence by mail twice, and a commercial licence test can be waived for recent military truck driving.
Also called: driver license, veteran designation, NCDMV, DD-214, renewal by mail, CDL waiver, even exchange.
North Carolina adds a VETERAN designation to a driver license or identification card under G.S. 20-7(q1), for North Carolina residents "honorably discharged from military service". NCDMV: "The designation is free, but fees associated with renewing or ordering a duplicate license or ID do apply."
Proof is one of these, showing an honorable discharge: a DD-214 or DD-215, a WD AGO 53 or 55, a NAVMC 78-PD, or a NAVPERS separation document. Any NCDMV driver license office can add it.
Renewal by mail. G.S. 20-7(q) lets a resident on active duty, and a spouse or dependent child, carry an active-duty military designation. A licence with that designation may be renewed by mail no more than twice in a lifetime, and "A license renewed by mail under this subsection is a permanent license and does not expire when the license holder returns to the State"; in a licence office, an active-duty member may renew it without limit, up to a year early, with military or Defense Department credentials. The member needs orders placing them on active duty outside North Carolina, a Class C licence not expired more than two years and a day, an in-person last renewal, a photo on file from the last eight years, a copy of the military ID, a vision statement and the sex offender affidavit. The 60-day rule belongs to spouses and dependants: one who renews a standard licence by mail, once in a lifetime, holds a licence that expires 60 days after returning to North Carolina.
Commercial licences. The Even Exchange Program waives both the CDL knowledge and skills tests for a service member or veteran who held a military driver licence in a qualifying military occupational specialty (the Federal Motor Carrier Safety Administration keeps the list) and was regularly employed in it during the year before applying; a service member licensed in North Carolina who drove a military vehicle equivalent to a commercial vehicle within the past year can get the Military CDL Skills Waiver instead. Applications go by mail to the NCDMV CDL Section with the military ID or DD-214, the military driving record and operator card and, for the exchange, a DOT medical certificate; once approved there are 30 days to get the licence.
