Cities and towns

In Maine the city or town, not the county, sets local veteran benefits such as the property tax exemption, so this board is drawn by city and town.

Counties

Loading the county list.

Choose a level. State is what this state provides everywhere. A city or town page adds its own level. Federal is always last.

A filter hides a benefit only when that benefit has a rating gate and the rating you set misses it. A benefit with no rating gate stays on the list. Who it is for means who can receive the benefit in their own right; a survivor is the family of a veteran or service member who died, and a child of one is listed under both. This is not an eligibility decision.

State

Maine Does Not Tax Military Retired Pay

MiscellaneousMaine · State

Military retirement plan benefits are deducted in full from Maine taxable income, with no cap and no income phase-out. From tax year 2026 the deduction reaches all seven uniformed services rather than the six armed forces.

No rating, age, or service-length test. The military retirement deduction has no rating floor, no age condition and no length-of-service requirement beyond qualifying for retired pay. The rating filter never hides this entry.

Maine Free Hunting, Trapping and Fishing Licenses for Disabled Veterans

MiscellaneousMaine · State

A free combination hunting, trapping and fishing licence with most permits included at a 50 percent service-connected disability rating, plus free scallop, lobster and crab licences and a dedicated disabled veterans moose hunt.

A service-connected disability rating of at least 50 percent. The free combination licence, the disabled veterans moose hunt, the donated-permit lottery and the free scallop, lobster and crab licences all use a service-connected disability rating of 50 per cent or more, with an honorable discharge.

Maine Free Lifetime Veteran State Park and Museum Pass

MiscellaneousMaine · State

A free lifetime day-use pass to Maine state parks, museums and historic sites for any Maine resident veteran with an honorable or general under honorable conditions discharge. No disability rating is needed.

Maine residence and an honorable or general discharge. The only tests are Maine residency and a discharge that is honorable or general under honorable conditions. No disability rating, wartime service or age condition applies, so the rating filter never hides this benefit.

Maine Free Public Records for VA Claims and Confidential Discharge Records

MiscellaneousMaine · State

Certified copies of public records needed for a VA claim are free to a veteran or their representative, and a military discharge document filed with a Maine public agency stays confidential for 62 years from issuance.

A VA claim is the gate for free records. Certified copies of public records required for VA benefits are free to the veteran or their representative under section 507-A. No rating and no wartime service is required, so the rating filter never hides this benefit.

Maine Motor Vehicle Excise Tax Exemption for Disabled Veterans

MiscellaneousMaine · State

Up to three automobiles are exempt from the annual municipal excise tax for a veteran receiving compensation for a total service-connected disability, or one granted free registration. The qualifying veteran must be named on the certificate of title.

Compensation for total, service-connected disability. The statutory test is receipt of any form of pension or compensation from the United States for total, service-connected disability arising from a line-of-duty injury or disease. No percentage and no permanence requirement appears in the section, so the rating filter never hides this benefit.

Maine National Guard Education Assistance Program

Education & EmploymentMaine · State

Full tuition at a Maine college or university for a member of the Maine National Guard, up to 130 credits toward a bachelor’s, associate, certificate or licence, with a one-year service obligation after the assistance.

Serving membership in the Maine National Guard. The programme is for serving members of the Maine National Guard in good standing. Nine or more unexcused training absences or failure to complete annual training make a member ineligible. No rating is involved, so the rating filter never hides this benefit.

Maine Property Tax Exemption for Survivors of a Veteran

Death & Survivor BenefitsMaine · State

$6,000 of just value for an unremarried surviving spouse or minor child of a qualifying veteran, and for a widowed parent aged 62 or older who receives federal compensation for a service-connected death. The World War I era figure is $7,000.

Unremarried surviving spouse or minor child. The survivor qualifies if the veteran would have been entitled if living, or if the survivor receives a federal pension or compensation as the surviving spouse or minor child of a veteran. No disability rating is involved, so the rating filter never hides this benefit.

Maine SaluteME and Salute Home Again Mortgage Programs

HousingMaine · State

A half-point interest rate discount on a MaineHousing 30-year fixed mortgage for a veteran or service member, with the first-time homebuyer requirement waived under the Salute Home Again variant.

180 days of service, or active duty or retired status. The gate is active duty or retired status, or veteran status with an honorable discharge and 180 or more days of service. No disability rating is involved, so the rating filter never hides this benefit.

Maine Specially Adapted Housing Property Tax Exemption

HousingMaine · State

$50,000 of just value off the homestead for a wartime veteran who received a federal specially adapted housing grant, and for an unremarried surviving spouse of such a veteran.

A federal specially adapted housing grant. The test is receipt of a grant from the United States Government for specially adapted housing under 38 U.S.C. 2101, not a combined rating. The rating filter never hides this benefit, because no percentage appears in the statute.

Maine State Employment Veterans Preference

Education & EmploymentMaine · State

A qualified veteran who applies for a Maine state job is guaranteed an interview, and the Bureau of Human Resources helps a veteran who is not hired find other openings. State employees receive 17 paid workdays of military leave a year.

A qualified veteran is interviewed. The preference is a guaranteed interview for a veteran who meets the posted qualifications, not points added to a score. No disability rating changes the preference, so the rating filter never hides this benefit.

Maine Veteran Property Tax Exemption

HousingMaine · State

$6,000 of just value off the homestead for a wartime veteran who has reached 62, or at any age for a veteran receiving compensation for a total disability. The application deadline is April 1 and it is filed once.

Total disability compensation, including nonservice-connected. At 62 the statute accepts any form of pension or compensation from the United States for total disability, service-connected or nonservice-connected. At any age it accepts compensation for total, service-connected disability from a line-of-duty injury or disease. Neither test names a percentage, so a veteran paid at the total rate through individual unemployability should read the statute rather than a summary, and the rating filter never hides this benefit.

Maine Veterans' Dental Network

Health careMaine · State

Free dental care for a Maine veteran who is uninsured, cannot afford dental insurance, and does not have a 100 percent service-connected disability. Preventative, diagnostic, restorative and required oral surgery are covered.

A 100 percent service-connected determination makes a veteran ineligible. The programme excludes a veteran with a 100 per cent service-connected disability determination from VA, because that veteran already has comprehensive VA dental eligibility. This is the unusual case where a higher rating removes the benefit rather than granting it.

Maine Veterans' Dependents Educational Benefits

Education & EmploymentMaine · State

Free tuition and mandatory fees at Maine public colleges for the spouse and children of a veteran who is totally and permanently disabled from service, was killed in action, or died of a service-connected disability. The spouse and child rules differ and the difference matters.

Total permanent service-connected disability, death, or MIA or POW status. The veteran must have a total permanent disability resulting from a service-connected disability, have been killed in action, have died from a service-connected disability, have been totally and permanently disabled from service-connected disability at the time of an unrelated death, or have been listed as missing in action or a prisoner of war for ninety days or more. The rating filter never hides this benefit because the gate is a status rather than a percentage.

Maine Veterans' Emergency Financial Assistance Program

MiscellaneousMaine · State

Emergency grants of up to $2,000 for a Maine veteran facing home damage, illness, homelessness or a dental emergency, with dental capped at $500. It is a grant rather than a loan.

Honorable or general under honorable conditions, and Maine residence. The gate is a discharge that is honorable or general under honorable conditions plus Maine residency. No disability rating and no wartime service is required, so the rating filter never hides this benefit.

Maine Veterans' Homes

Health careMaine · State

Six skilled nursing and rehabilitation homes at Augusta, Bangor, Caribou, Machias, Scarborough and South Paris. Spouses, surviving spouses and Gold Star parents may be admitted when space allows.

Honorable discharge and Maine residence. Admission reaches honorably discharged veterans who are Maine residents at entry or at application. No disability rating is required for admission, so the rating filter never hides this benefit.

Maine Veterans' Memorial Cemetery System

Death & Survivor BenefitsMaine · State

Plot, grave opening and closing, concrete liners and perpetual care at no cost at four state cemeteries, with VA supplying the headstone or marker. Maine residency is not required.

VA national cemetery eligibility, without a residency test. Eligibility follows VA national cemetery rules and does not require Maine residency. An honorably discharged veteran, a person who died on active duty, a reserve component member who completed a first term or was discharged for a medical condition, and an activated reserve component member all qualify. No rating is involved, so the rating filter never hides this benefit.
