Dental care is the gap that federal VA health care leaves widest. VA dental eligibility is restricted in ways that surprise almost every veteran who enrols, and Maine built a state programme to fill part of the gap. The Maine Veterans' Dental Network provides free dental care covering preventative care, diagnostics, restorative care, required oral surgery and major restorative care. What it does not cover is stated plainly and is worth knowing before an appointment: dental implants, orthodontics, fixed bridges, telehealth, and personal protective equipment charges. The eligibility test is unusual because it is written to avoid duplicating VA care rather than to reward service. The veteran must be a Maine resident, must not have a 100 per cent service-connected disability determination from VA, must be uninsured, and must be unable to afford dental insurance. They must have been on active duty other than for training, with an honorable discharge, documented with the DD214. Read the rating condition the right way round. A 100 per cent service-connected rating makes a veteran ineligible for this programme, because that veteran already has comprehensive VA dental eligibility. This is the one entry in the Maine catalog where a higher rating removes rather than adds a benefit, and a rating filter set to 100 should be read with that in mind. A veteran below that threshold who assumed VA would cover dental and found it did not is precisely who this programme is for. Applications go through the network's request form, administered by the Bureau of Veterans' Services. Two related routes are worth trying in parallel. The Veterans' Emergency Financial Assistance Program in this catalog covers a dental emergency up to $500, which is faster than a network placement when there is pain. And a veteran who believes their dental condition is service-connected should file that claim with VA regardless, because a service-connected dental condition is compensable and carries its own treatment eligibility.

GateRule
A 100 percent service-connected determination makes a veteran ineligibleThe programme excludes a veteran with a 100 per cent service-connected disability determination from VA, because that veteran already has comprehensive VA dental eligibility. This is the unusual case where a higher rating removes the benefit rather than granting it.
Uninsured and unable to afford dental insuranceThe veteran must be uninsured for dental care and unable to afford dental insurance, and must be a Maine resident. There is no published income table; the bureau applies the test on the application.
Active duty other than for training, honorably dischargedThe veteran must have served on active duty other than active duty for training, with an honorable discharge, documented with the DD214.
