A filter hides a benefit only when that benefit has a rating gate and the rating you set misses it. A benefit with no rating gate stays on the list. No disability needed keeps only the benefits a living veteran can use without any service-connected disability rating: one that needs a rating or a disability, or may, stays off, and so does one only a surviving spouse or other family member can use. Who it is for means who can receive the benefit in their own right; a survivor is the family of a veteran or service member who died, and a child of one is listed under both. This is not an eligibility decision.

Franklin County (Tennessee) Register of Deeds: Military Discharge Recording

MiscellaneousFranklin County, TN · County

The Franklin County Register of Deeds records military discharges at no charge, as its Standard Fees page prints under TCA 8-21-1001, and keeps them off the public index under Tennessee Code 10-7-513; certified copies of other documents are $1.00 a page.

Any veteran with a discharge to record. Free recording of a military discharge; the statute takes any qualifying discharge and the fee schedule names no restriction.

Franklin County (Tennessee) Tax Relief Program Appropriation

HousingFranklin County, TN · County

Franklin County's FY 2026-2027 proposed budget carries $85,000 on the County Commission's 540 Tax Relief Program line for the elderly low-income and disabled veterans relief the county pays out and claims back under Tennessee Code 67-5-701 to 67-5-705; the Trustee, whose page names no relief, takes the applications.

Permanent and total, as VA determines it. The State relief Franklin County budgets for and its Trustee takes applications for. The rating route in 67-5-704(b)(3) asks for service-connected permanent and total disability as determined by VA, which a veteran paid at the total rate through unemployability that VA has found permanent also holds. It is recorded rather than enforced because the paraplegia, blindness and loss-of-limbs route and the prisoner of war route need no rating at all.
