Where it applies

Written for the jurisdictions listed here.

The relief is the State's, under Tennessee Code 67-5-701 to 67-5-705; the Tennessee entries carry its eligibility, amounts and deadlines, and the Comptroller's Property Tax Relief page is the State's own account. The county pays the relief on its portion of the tax and is reimbursed, so the county budget carries the programme: the FY 2026-2027 proposed budget's County Commission lines include "540 Tax Relief Program ... 85,000 Elderly low-income/Disabled Veterans" (against $5,000 in FY 2025-2026 and $4,500 actual in FY 2024-2025). The Trustee is where the Comptroller sends applicants; the Trustee's own page carries the hotel-motel tax and names no relief, so apply there and bring the VA rating letter. The office is in the Franklin County Courthouse, 1 South Jefferson Street, Winchester; the county directory gives the Trustee at 931-967-2962.

Thresholds

GateRule
Permanent and total, as VA determines itThe State relief Franklin County budgets for and its Trustee takes applications for. The rating route in 67-5-704(b)(3) asks for service-connected permanent and total disability as determined by VA, which a veteran paid at the total rate through unemployability that VA has found permanent also holds. It is recorded rather than enforced because the paraplegia, blindness and loss-of-limbs route and the prisoner of war route need no rating at all.
Or a named loss, at any ratingParaplegia or permanent paralysis of both legs and the lower body, legal blindness, or loss or loss of use of two or more limbs from a service-connected cause qualifies whatever the combined rating, as does one hundred percent permanent total disability from having been a prisoner of war. The state entry on disabled veteran property tax relief sets out the routes.
