Benefits written for the Northern Mariana Islands are first. Federal benefits that apply here follow.

A filter hides a benefit only when that benefit has a rating gate and the rating you set misses it. A benefit with no rating gate stays on the list. Who it is for means who can receive the benefit in their own right; a survivor is the family of a veteran or service member who died, and a child of one is listed under both. This is not an eligibility decision.

Benefits written for the Northern Mariana Islands

Beneficiary Travel from the Northern Mariana Islands

Health careNorthern Mariana Islands · Territory

A round trip to Hawaii cost more than $3,700 in January 2023, the highest VA recorded for any territory, and fifty-six percent of the Commonwealth’s enrolled veterans did not qualify for travel reimbursement.

Thirty percent or more qualifies for travel to any VA care. A service-connected rating of thirty percent or more is the general route to beneficiary travel under 38 U.S.C. § 111. It is recorded as a note rather than a gate because the statute has real routes below thirty.

CNMI Ban on Employment Discrimination Against Veterans

Education & EmploymentNorthern Mariana Islands · Territory

Discriminating against anyone in employment because of prior military service is prohibited in the Commonwealth, carries a fine, and is separately actionable as a civil tort with punitive damages available.

Prior military service is the protected characteristic. 1 CMC § 20124 prohibits discrimination in employment, including hiring, promotion, dismissal, and the granting of salary and benefits, because of prior military service in the United States Armed Forces or Reserves. No rating, era, or discharge characterization test appears in the section.

CNMI Government Veterans Preference

Education & EmploymentNorthern Mariana Islands · Territory

Two points for a disabled veteran and one for a veteran on entry to the Commonwealth civil service. That is one fifth of what the federal government and every neighbouring jurisdiction award, and the statute says so in as many words.

Two points and one point, not ten and five. 1 CMC § 8702 awards two additional points to a preference eligible under 5 U.S.C. § 2108(3)(C)-(G), the federal ten-point categories, and one point to a preference eligible under § 2108(3)(A)-(B), the federal five-point categories. The Commonwealth scheme is one fifth the weight of the federal one it names.

CNMI Office of Military Liaison and Veteran Affairs

MiscellaneousNorthern Mariana Islands · Territory

The Commonwealth veterans office, in the Governor’s office since 2002. Its statutory duties are split between courting the U.S. military and serving veterans, and the veteran-facing half is mostly employment help and paperwork.

Employment and paperwork are the core services. 1 CMC § 20123 obliges the office to help returning veterans find full-time work, to help unemployed veterans claim the military, federal and local benefits they are eligible for, to give clerical and administrative help to those job-hunting or pursuing education, and to chase identification card, medical and retirement benefit questions with the right service branch.

CNMI Veteran and Disabled Veteran License Plates

MiscellaneousNorthern Mariana Islands · Territory

A quarter off the plate fee for a veteran, free at one hundred percent permanent and total, with no limit on how many vehicles. The disabled veteran plate opens at ten percent, and the fees maintain the veterans cemetery.

Ten percent opens the disabled veteran plate. A disabled veteran under 9 CMC § 2116(a)(2) is a veteran certified as having at least ten percent disability due to a service-related injury. This entry stays visible below ten percent because the ordinary veteran plate and its twenty-five percent discount need no rating at all.

CNMI Veterans Cemetery

Death & Survivor BenefitsNorthern Mariana Islands · Territory

A VA-grant-funded veterans cemetery at Marpi on Saipan. Burial is free for the veteran, and the spouse and dependent fee covers actual cost with the plot given free. Satellite cemeteries on Rota and Tinian are authorized but not built.

A Commonwealth connection is required. Under 1 CMC § 20127 the veteran must have been born in the CNMI, been a resident at entrance to or separation from the armed forces, or been a resident for two consecutive years. A veteran who moved here after service and has not reached two years is outside it.

Filing a VA Disability Claim from the Northern Mariana Islands

VA Disability CompensationNorthern Mariana Islands · Territory

Claims go to the Honolulu regional office. The examination is the constraint: Commonwealth veterans are sometimes flown to Guam to see a contracted examiner, and claims needing an exam averaged 227 days in fiscal 2023.

The claim rules are federal and unchanged. Living in the Commonwealth changes no part of the eligibility test, the rating schedule, or the appeal routes. Only the logistics differ.

No National Guard in the Northern Mariana Islands

Education & EmploymentNorthern Mariana Islands · Territory

The Commonwealth is one of two U.S. territories with no National Guard. Residents who want to serve join the Guam National Guard, which leaves them outside Guam’s residency-gated veteran benefits.

No territorial Guard, so no Guard-linked benefit. The Commonwealth has no National Guard and no Guard tuition assistance, education waiver, or state active duty programme. Only American Samoa is in the same position among the permanently inhabited territories.

Paid Military and Emergency Service Leave for CNMI Government Employees

Education & EmploymentNorthern Mariana Islands · Territory

Permanent Commonwealth government employees who serve in the Guard, a reserve component, the FEMA Reservist Program, the NOAA Corps or another USERRA service get up to 30 working days of paid leave a year for ordered service, doubled from 15 by Public Law 24-18 in November 2025.

Permanent government employees in a uniformed service. The leave covers permanent employees of every branch and autonomous agency of the Commonwealth government who are members of the National Guard, a reserve component, the FEMA Reservist Program, the NOAA Commissioned Officer Corps, or another uniformed service covered by USERRA. Private employees and non-permanent government staff are outside it.

Saipan VA Clinic

Health careNorthern Mariana Islands · Territory

The Commonwealth’s only VA health facility, in Garapan on Saipan, open two days a week for primary care. Everything beyond that is telehealth, a travelling provider, or a flight to Honolulu.

Ordinary VA health care enrollment. Eligibility and priority group follow the usual federal rules. There is no Commonwealth-specific application, and a service-connected rating changes priority and copays rather than opening or closing the door.

VA Native American Direct Loan in the Northern Mariana Islands

HousingNorthern Mariana Islands · Territory

Article XII of the Commonwealth Constitution restricts long-term interests in land to persons of Northern Marianas descent, which is what makes the territory eligible for VA’s direct loan and what makes the ordinary guaranty nearly unusable.

No rating requirement. The Native American Direct Loan turns on a Certificate of Eligibility, credit, income and land, not on a disability percentage. A service-connected rating of ten percent or more waives the VA funding fee, which is the only place a rating touches this loan.

Voluntary Veterans Preference in CNMI Private Employment

Education & EmploymentNorthern Mariana Islands · Territory

A permission, not an entitlement. Private employers in the Commonwealth may prefer veterans, their widows and widowers, and the spouses of permanently and totally disabled veterans, and doing so is declared not to violate equal employment law.

Permission for the employer, not a right for the veteran. 1 CMC § 20134 creates a permissive preference. A private employer may prefer a veteran and is shielded from equal employment opportunity claims for doing so. Nothing requires an employer to prefer anyone, and there is no remedy for a veteran who is not preferred.

What the Northern Mariana Islands Does Not Offer Veterans

MiscellaneousNorthern Mariana Islands · Territory

No property tax exemption, no income tax exemption for military retired pay, no territorial tuition waiver, and no cash bonus. The Commonwealth’s veterans article is about an office, a cemetery, and employment.

Nothing to apply for on tax or tuition. There is no veterans property tax exemption, no exemption for military retired pay, and no territorial tuition waiver in the Commonwealth Code\u2019s veterans article or elsewhere that this catalog has found. No rating threshold applies because no benefit exists to gate.
