Loading the county list.

Choose a level. State is what this state provides everywhere. A county or city page adds its own level. Federal is always last.

A filter hides a benefit only when that benefit has a rating gate and the rating you set misses it. A benefit with no rating gate stays on the list. Who it is for means who can receive the benefit in their own right; a survivor is the family of a veteran or service member who died, and a child of one is listed under both. This is not an eligibility decision.

Colorado County Veterans Service Offices

MiscellaneousColorado · State

Every Colorado county must run a veterans service office with a state-certified, VA-accredited service officer, paid from the county general fund, who helps any Colorado veteran or survivor file federal and state claims.

Veterans, survivors and others with a claim. Any Colorado resident veteran or survivor, or another person with a proper claim. No rating is needed.

Colorado Dependent Tuition Assistance Program

Education & EmploymentColorado · State

Tuition plus room and board for dependents of prisoners of war, those missing in action, and Guard members killed or permanently disabled on state duty. It does not reach the child of a veteran with a federal disability rating, which is the usual misreading.

A qualifying event, not a rating. Eligibility flows from the parent being a prisoner of war or missing in action, or a Colorado National Guard member killed or permanently disabled on state active duty or authorized training duty, along with law enforcement officers and firefighters. A federal VA disability rating on the parent does not qualify a dependent, and the rating filter cannot test any of this.

Colorado Disabled Veteran Plate and Vehicle Tax Exemptions

MiscellaneousColorado · State

At a 50% permanent service-connected disability, one vehicle is exempt from Colorado’s specific ownership tax and registration fees, worth several hundred dollars a year on a newer car. The statutes do not require the disabled veteran plate, but the plate has an extra medical test.

50% or more service-connected disability. Both exemption statutes require compensation for a 50 percent or more service-connected disability, or loss of use of one or both feet or hands, or permanent vision impairment constituting virtual blindness. The specific ownership tax exemption in 42-3-104(5) also requires the disability to be permanent; the registration fee exemption in 42-3-304(3)(a) has not since HB25-1076 took effect on August 6, 2025. The plate uses the same 50 percent figure without the permanence wording.

Colorado In-State Tuition for Veterans and Military Families

Education & EmploymentColorado · State

An honorably discharged veteran who establishes Colorado domicile gets in-state tuition immediately, with the one-year waiting period waived. Institutions must grant it to the veteran and may grant it to a dependent, which is why answers differ by campus.

Discharge and domicile, no rating. The veteran path requires an honorable discharge and establishing Colorado domicile under statute 23-7-103 for any length of time. No disability rating is involved, so the rating filter never hides this benefit.

Colorado Independence Parks Pass

MiscellaneousColorado · State

A free annual pass to every Colorado state park at a 50% combined rating, or for a Purple Heart recipient. Apply once and renew each year, but only the Denver headquarters office can process the application.

Combined service-connected rating of 50% or more. The rating path requires compensation for a 50 percent or greater disability, and Colorado counts the combined rating where there are several.

Colorado Military Family Relief Fund

MiscellaneousColorado · State

Grants to Guard and Reserve families for income loss or emergency expenses during a mobilization of 30 days or more. Apply within six months of returning, one grant per deployment, and expect a wait: applications are reviewed monthly.

Current mobilization, not a rating. The grant requires current active duty of at least 30 days on overseas mobilization orders, Colorado residency for income tax purposes, and a resulting loss of household income or emergency expense. No disability rating is involved, and a veteran no longer serving is outside the program.

Colorado Military Retirement Income Subtraction

MiscellaneousColorado · State

A $15,000 subtraction for military retired pay if the retiree is under 55, and the general pension subtraction of $20,000 or $24,000 at 55 and older. The under-55 provision exists because Colorado otherwise gives nothing to a retiree below 55.

Age, not rating, controls. Both subtractions turn on age at the end of the tax year and on receipt of military retired pay. No disability rating is involved, so the rating filter never hides this benefit.

Colorado National Guard State Tuition Waiver

Education & EmploymentColorado · State

Up to 100% of in-state tuition at 31 designated Colorado public institutions for a Guard member in good standing. Since July 1, 2026 it is a last-dollar waiver applied after all other aid, and it has to be reapplied for every single semester.

Guard membership and good standing. Eligibility rests on current membership in the Colorado Army or Air National Guard in good standing, completion of basic training and any required follow-on training, in-state residency established with the institution, and a semester-by-semester application. No disability rating is involved, so the rating filter never hides this benefit.

Colorado Property Tax Exemption for Veterans with a Disability and Gold Star Spouses

HousingColorado · State

Fifty percent of the first $200,000 of a primary residence is exempt from property tax, at a 100% permanent rating or individual unemployability. Amendment G added unemployability for 2025, and since 2024 the application goes to the county assessor, not the state.

100% permanent service-connected rating. Colorado tests the rating two ways and either one is enough. One path is a service-connected disability VA has rated 100 percent and permanent.

Colorado Veteran Indicator and Military Identifier on a Driver License

MiscellaneousColorado · State

A veteran indicator, a branch-of-service identifier, or both, added to a Colorado driver license or ID. Active duty members stationed outside Colorado also get a free three-year expiration extension, and spouses and dependents become eligible January 1, 2027.

Service documents, no rating. The indicator and identifier require a DD214 member 4 copy, a military identification card, or a common access card, presented in person. No disability rating is involved, so the rating filter never hides this benefit.

Colorado Veteran Lifetime Fishing and Small Game License

MiscellaneousColorado · State

A free lifetime fishing license, or a lifetime fishing and small game combination, at a 50% service-connected disability, with the annual habitat stamp waived. Big game is not included.

Service-connected disability of 50% or more. The license requires proof of a 50 percent or greater service-connected disability and Colorado residency. The threshold used to be 60 percent, so a veteran denied under the old rule should apply again.

Colorado Veterans Community Living Centers

Health careColorado · State

Five state long-term care homes at Aurora, Florence, Monte Vista, Rifle, and Walsenburg. Daily rates are published, and the veteran rate runs roughly $130 to $150 a day below the spouse rate because VA covers part of a veteran’s cost.

Honorable discharge and medical need. Admission requires an honorable discharge and medical criteria for the level of care sought. Spouses, widows, and Gold Star parents are eligible in their own right. No disability rating is required, so the rating filter never hides this benefit.

Colorado Veterans Preference in Public Employment

Education & EmploymentColorado · State

Five points for a wartime or campaign veteran, ten for a veteran receiving disability compensation, five for a surviving spouse, capped at ten in total. Colorado also requires comparable county and city systems to award the same points.

Receiving disability compensation, any compensable rating. The ten-point preference goes to a veteran receiving compensation for a service-connected disability. Colorado names compensation rather than a percentage, so any compensable rating reaches it, and this entry is gated at 10 percent to reflect the lowest compensable rating rather than a stated floor.

Colorado Veterans Treatment Courts

MiscellaneousColorado · State

The chief judge of any Colorado judicial district may set up a treatment programme for veterans and members of the military; the statute sets no eligibility of its own, and each district writes its guidelines with probation, the district attorney and the public defender.

Veterans and current members. The statute names veterans and members of the military and leaves eligibility to each district. No rating is needed.

Colorado Veterans Trust Fund and Veterans Assistance Grants

MiscellaneousColorado · State

Colorado funds veteran emergency aid, transportation, and homelessness prevention through grants to organizations rather than payments to veterans. A veteran cannot apply, and has to find a funded organization instead, starting with a County Veterans Service Officer.

Organizations apply, veterans receive. Both grant programs award funds to qualifying nonprofits and governmental entities rather than to individual veterans. There is no rating or service test for a veteran because a veteran is not the applicant; the route in is a funded organization or a County Veterans Service Officer.

Colorado Wounded Warrior and Safe Harbor Big Game Licenses

MiscellaneousColorado · State

Set-aside big game licenses for members of the Wounded Warrior or Safe Harbor programs: 100 each of female deer, elk, and pronghorn, plus 100 for male deer, elk, and pronghorn combined. Eligibility is tied to being in treatment, not to a rating.

In a treatment program, not a rating. Eligibility requires current membership in the Wounded Warrior or Safe Harbor program, return from a post-September 11, 2001 overseas contingency operation, assignment to a military medical treatment facility at the time of application, and Colorado residency or assignment. No disability rating qualifies a veteran who no longer meets those conditions, and the rating filter cannot test them.

Veterans Memorial Cemetery of Western Colorado

Death & Survivor BenefitsColorado · State

Colorado’s only state veterans cemetery, at Grand Junction, with no charge at all for interment. It is 250 miles from Denver, so most of the state’s veterans are served by Fort Logan National Cemetery instead.

National cemetery eligibility plus Colorado residency. Eligibility matches VA national cemetery rules with a Colorado residency requirement added, stated by the Army benefits library as residency at entry on active duty or at death. No disability rating is required, so the rating filter never hides this benefit.
