Counties

Loading the county list.

Choose a level. State is what this state provides everywhere. A county or city page adds its own level. Federal is always last.

A filter hides a benefit only when that benefit has a rating gate and the rating you set misses it. A benefit with no rating gate stays on the list. Who it is for means who can receive the benefit in their own right; a survivor is the family of a veteran or service member who died, and a child of one is listed under both. This is not an eligibility decision.

Washington County Veterans' Assistance Funds

MiscellaneousWashington · State

Every Washington county must levy a property tax for a veterans' assistance fund and run a programme for indigent veterans and their families, advised by a board of veterans, and must pay at least $300 toward the burial of an indigent veteran or family member. The State sets the floor; each county sets the services and income test.

Indigent veteran or family member. A veteran or family member the county finds indigent; the State definition of veteran is in RCW 73.08.005. No rating is needed.

Washington Disabled American Veteran and Former POW Plates, Fee Free

MiscellaneousWashington · State

One personal-use vehicle registered free of vehicle license fees, plate fees and excise taxes for a veteran with a 100% rating expected to last more than a year, the loss of use of both hands or one foot, blindness in both eyes from service, or a POW medal (RCW 46.18.235). Purple Heart, Medal of Honor and Gold Star plates are free on one vehicle too, Medal of Honor on up to three.

100% service-connected, expected to last more than a year. The rating path needs compensation at the 100 percent rate that is expected to exist for more than one year. There is no waiting period; the year looks forward.

Washington Free Recording of Military Discharges

MiscellaneousWashington · State

Every Washington county auditor must record a resident veteran's discharge without charge, and a certified copy is prima facie proof of service, citizenship and birth. County clerks and auditors must also give a deceased veteran's survivors free certified copies of marriage and divorce records needed for a VA claim.

Any resident veteran. Any veteran residing in Washington can record a discharge free. No rating is needed.

Washington Income Tax: None Until 2028, Then 9.9 Percent Above $1 Million

MiscellaneousWashington · State

Washington levies no individual income tax through 2027, so military retired pay, Survivor Benefit Plan annuities, VA compensation and Thrift Savings Plan withdrawals are untaxed by the state. From January 1, 2028, chapter 238, Laws of 2026 (ESSB 6346) taxes income above a $1 million standard deduction at 9.9 percent, with no military retirement exclusion; VA compensation stays out because it is not in federal adjusted gross income.

No eligibility test. There is nothing to qualify for. Through 2027 no income is taxed; from 2028 only income above the $1 million standard deduction is, and no rating changes either result. The rating filter never hides this entry.

Washington Lifetime Disabled Veteran Park Pass

MiscellaneousWashington · State

A free lifetime pass at a 30% rating covering day use, camping, moorage, boat launching, and trailer dump at Washington state parks. Free camping is rare, and it extends to everyone in the camping unit.

Combined service-connected rating of 30% or more. The pass requires a combined service-connected disability rating of 30 percent or greater and Washington residency. There is no age path here, unlike the hunting and fishing license.

Washington Property Tax Assistance for Widows and Widowers of Veterans

Death & Survivor BenefitsWashington · State

A grant rather than an exemption, paying part of the property tax for an unmarried surviving spouse aged 62 or older, or disabled, whose veteran died of a service-connected cause or was rated 100% for the ten years before death.

A service-connected death, or 100% for the ten years before death. The veteran has to have died of a service-connected disability, been rated 100 percent for the ten years before death, been a former prisoner of war rated 100 percent for at least a year before death, or died on active duty. Those are historical facts about the veteran rather than a current rating, so the rating filter cannot test them and never hides this benefit.

Washington Property Tax Exemption for Veterans with Disabilities

HousingWashington · State

An exemption from regular and excess property tax levies at a 40% rating from taxes collected in 2027 (80% before), or a total disability rating. It carries an income test, but VA disability compensation and DIC are excluded from the income counted, which is what makes it reachable.

40% service-connected evaluation, from taxes collected in 2027. RCW 84.36.381(3)(a)(ii)(A) as amended by chapter 200, Laws of 2025: a combined service-connected evaluation of at least 40 percent, for taxes levied for collection in 2027 and after. For taxes collected in 2026 the floor was 80 percent.

Washington Reduced Fee Hunting and Fishing Licenses for Disabled Veterans

MiscellaneousWashington · State

A resident veteran with a qualifying discharge and a 30% service-connected rating, or 65 or older with any service-connected rating, gets the combination fishing license for $6.90 and every hunting license at the youth price (RCW 77.32.480). A non-resident veteran who meets the same test pays resident prices, and Guard members get free hunting licenses.

30% service-connected, or any rating at 65 or older. The rating path is a service-connected disability rating of 30 percent or more with a qualifying discharge. A veteran aged 65 or older qualifies with any service-connected rating, which the rating filter cannot express, so a veteran over 65 below 30 percent should read the age path rather than the filter.

Washington State Veterans Cemetery

Death & Survivor BenefitsWashington · State

The state cemetery at Medical Lake, near Fairchild Air Force Base, buries an eligible veteran at no cost. A spouse or dependent child may be buried there for a $300 interment fee, and may be buried first.

Minimum active duty service and a discharge other than dishonorable. The gates are meeting a minimum active duty service requirement and a discharge under conditions other than dishonorable. No disability rating is involved, so the rating filter never hides this benefit.

Washington State Veterans Homes

Health careWashington · State

Four state veterans homes, at Orting, Port Orchard, Spokane and Walla Walla, all Medicare and Medicaid certified. RCW 72.36.030 admits a Washington resident veteran with a qualifying discharge (honorable, general, or other than honorable with VA monetary benefits) or VA health care eligibility, the spouse or surviving spouse, and a parent whose child died in service.

Qualifying discharge or VA health care eligibility, and Washington residence. RCW 72.36.030 needs Washington residence when applying and a qualifying discharge under RCW 73.04.005 or VA health care eligibility, together with a need the home can meet. No disability rating is required for admission, so the rating filter never hides this benefit. A spouse, surviving spouse or parent whose child died in service may also be admitted.

Washington Tuition Waiver for Dependents of Totally Disabled and Fallen Veterans

Death & Survivor BenefitsWashington · State

State colleges must waive all undergraduate tuition and fees for the child or spouse of a veteran who became totally disabled in service or died in service, up to 200 quarter credits, with a $500 a year book stipend when funded.

The veteran became totally disabled in service. One qualifying path is a veteran or National Guard member who became totally disabled as a result of serving in active federal military or naval service. That is a determination about total disability rather than a bare combined rating, so the rating filter does not enforce it.

Washington Tuition Waiver for Veterans and National Guard Members

Education & EmploymentWashington · State

State colleges may waive all or part of tuition and fees for an eligible veteran or Guard member. The word is may, not shall, so each institution runs its own program and the answer differs campus by campus.

Wartime or conflict service on foreign soil, and an institution that grants the waiver. The statutory test is active duty service in a war or conflict on foreign soil, or in support of it, with a qualifying discharge under RCW 73.04.005 (honorable, general, other than honorable with VA monetary benefits, or a sexual orientation or gender identity discharge). The institution may waive rather than must, so eligibility does not guarantee a waiver. No disability rating is involved, and the rating filter never hides this benefit.

Washington Veteran Designation on a Driver License

MiscellaneousWashington · State

A free VETERAN designation on a driver license or identification card for a veteran with a qualifying discharge (RCW 46.20.161). An active duty member, or a family member living with one, keeps a valid license through the service and 90 days after discharge with a DOL authorization card, and a military truck driver may have the CDL knowledge and skills tests waived.

A qualifying discharge. The designation needs veteran status under RCW 41.04.007 with a qualifying discharge (honorable, general, or other than honorable with VA monetary benefits, or a discharge solely for sexual orientation or gender identity). No disability rating is involved, so the rating filter never hides this benefit.

Washington Veteran and Service Member Owned Business Certification

Education & EmploymentWashington · State

Free WDVA certification for a business at least 51% owned and controlled by a veteran with a qualifying discharge, a VA compensation or pension recipient, or an active or reserve member, with a Washington incorporation or principal place of business. It opens state agencies' veteran-owned spending goals and the Linked Deposit Program, which cuts two percentage points off a business loan of up to $1 million.

51% ownership and control by a qualifying veteran or service member, and a Washington business. The gates are at least 51 percent ownership and control by a veteran with a qualifying discharge, a VA compensation or pension recipient, or an active or reserve member, and a Washington incorporation or principal place of business. No disability rating is required, so the rating filter never hides this benefit.

Washington Veterans Innovations Program

MiscellaneousWashington · State

Emergency financial assistance for a post-9/11 Washington veteran in financial hardship, through the Defenders Fund for immediate crises and the Competitive Grant Fund for longer-term stability.

Service on or after September 11, 2001, Washington residency, and financial hardship. The gates are Washington residency, service on or after September 11, 2001, service under honorable conditions or VA monetary benefit eligibility or a sexual orientation or gender identity separation, and financial hardship. No disability rating is involved, so the rating filter never hides this benefit.

Washington Veterans Preference in Public Employment

Education & EmploymentWashington · State

Ten percent added to a passing examination score for a wartime veteran not receiving military retirement, and five percent for a veteran who is, or who did not serve in a war period, until first appointment (RCW 41.04.010). Five percent more on promotional exams for one called to active service from public employment. Where no exam is used, state agencies must refer eligible veterans, surviving spouses and spouses of totally disabled veterans.

Qualifying discharge, wartime service, and whether military retirement is received. The tiers turn on a qualifying discharge, service during a period of war or armed conflict, and whether the veteran receives military retirement. No disability rating is tested anywhere in the statute, so the rating filter never hides this benefit.
