Washington Veterans Innovations Program

Emergency financial assistance for a post-9/11 Washington veteran in financial hardship, through the Defenders Fund for immediate crises and the Competitive Grant Fund for longer-term stability.

Also called: VIP, Veterans Innovations Program, Defenders Fund, emergency assistance, post-9/11, WDVA, financial hardship.

For: Veteran or service member.

Where it applies

Written for the jurisdictions listed here.

The Veterans Innovations Program is WDVA's emergency financial assistance for veterans who served on or after September 11, 2001. It runs two funds. The Defenders Fund provides rapid assistance for an immediate crisis, the kind of thing where a missed payment turns into an eviction or a car repossession within days. The Competitive Grant Fund supports longer-term stability, where a veteran needs more than a one-time payment to get back on their feet. Eligibility, on WDVA's page (read 2026-10-24): Washington residence; service on or after September 11, 2001; service "under honorable conditions", or eligibility already for VA monetary benefits, or a separation with a less than honorable characterization "due solely to sexual orientation, gender identity, or gender expression"; financial hardship "where income is not sufficient to meet basic needs"; a request that "Presents a discernable positive outcome" and is within the grant's means; and a complete application with documents. That tracks the qualifying discharge of RCW 73.04.005, though the statute behind the programme, RCW 43.60A.160, sets no discharge test of its own. There is no disability rating requirement, which matters because the veterans most likely to need this are often the ones whose claims are still pending. Because it is a discretionary grant program funded by appropriation, what it can pay varies, and this entry does not print an amount. Call WDVA at 800-562-2308 or write to [email protected]. A veteran in difficulty should treat this as one of several routes rather than the only one. Every Washington county is required by RCW 73.08.010 and 73.08.080 to run a veterans assistance program for needy veterans and their families, funded by a dedicated property tax levy, and those county programs reach veterans of any era rather than only post-9/11. A veteran who does not qualify for VIP on the date test should ask the county veterans service officer about the county fund. WDVA also runs a free counseling and wellness program for post-traumatic stress, offering individual, couples, family, and group counseling, and a Veterans Estate Management Program providing protective payee services for a veteran unable to manage their own finances.
