Counties

Loading the county list.

Choose a level. State is what this state provides everywhere. A county or city page adds its own level. Federal is always last.

A filter hides a benefit only when that benefit has a rating gate and the rating you set misses it. A benefit with no rating gate stays on the list. Who it is for means who can receive the benefit in their own right; a survivor is the family of a veteran or service member who died, and a child of one is listed under both. This is not an eligibility decision.

North Dakota County Veterans’ Service Officers

MiscellaneousNorth Dakota · State

Every county must appoint and pay a service officer, accredited within twelve months. They are the front door to every state grant and loan North Dakota offers, and they cost nothing.

Every county must have one. Section 37-14-18 requires each county’s board of commissioners to appoint, employ and pay a county veterans’ service officer, full-time or part-time. One individual may serve more than one county, and the appointment follows the veterans’ preference.

North Dakota Dependent Tuition and Fee Waiver

Death & Survivor BenefitsNorth Dakota · State

Free tuition and fees at a North Dakota state institution for the spouse or child of a veteran killed, totally disabled, unemployable, a prisoner of war or missing. The benefit is not lost if the veteran comes home or later dies.

Killed, totally disabled, unemployable, a prisoner of war, or missing. The veteran must have been killed in action, died from wounds or other service-connected causes, died from service-connected disabilities, been declared a prisoner of war or missing in action, hold a one hundred percent service-connected disability, or hold an extra-schedular rating to include individual unemployability resulting in payment at the one hundred percent rate.

North Dakota Disabled Veterans Property Tax Credit

HousingNorth Dakota · State

A credit on the first $9,000 of taxable valuation of the homestead, scaled to the disability percentage, from 50 percent up. Taxable valuation is 4.5 percent of market value, so $9,000 is about a $200,000 house.

A service-connected disability of 50 percent or greater. The schedular route is a service-connected disability rating of fifty percent or more. The credit is then the disability percentage applied to the first $9,000 of taxable valuation.

North Dakota Funeral Honors, Memorial Coin and Burial Medallion

Death & Survivor BenefitsNorth Dakota · State

A commemorative coin presented to the family during military funeral honors, a $50 stipend to the veterans organization that provides them, and a burial medallion for a Guard member who qualifies for no other one.

The coin reaches anyone who lived in North Dakota at any time. A North Dakota veteran for the memorial coin is one who meets the service requirements and was a resident of North Dakota during any period of their life. Eligibility covers active duty, national guard and selected reserve service, and the Public Health Service and NOAA officer corps and Public Law 95-202 civilian groups.

North Dakota Hardship Assistance Grants

MiscellaneousNorth Dakota · State

Needs-based grants paid straight to the provider for dental, optical, hearing, medical travel and housing costs, capped at $5,000 a year. Funded by the interest on a permanent trust fund rather than an appropriation.

Income and asset limits set by policy, not by statute. Eligibility turns on veteran status, North Dakota residency, income and asset limits set by the administrative committee on veterans’ affairs, and documented need. The limits are not in the Century Code, so ask a county veterans’ service officer for the current figures.

North Dakota Highly Rural Transportation for Veterans

Health careNorth Dakota · State

Free rides to VA-authorized medical appointments for veterans in North Dakota’s highly rural counties, which is most of them. Availability varies by county and the route in is the local service office.

A highly rural county, and a VA-authorized appointment. The grant funds transportation to VA-authorized medical appointments for veterans of highly rural counties. Roughly forty of North Dakota’s fifty-three counties and several tribal areas are covered; the populated counties are not.

North Dakota Homestead Exemption for Paraplegic and Adapted-Housing Veterans

HousingNorth Dakota · State

The first $120,000 of true and full value of the buildings is exempt for a paraplegic veteran or any veteran awarded VA specially adapted housing. No rating percentage, no income test, and it is worth far more than the disabled veterans credit.

Paraplegia, or a VA specially adapted housing award. The gate is being a paraplegic disabled veteran of the United States armed forces, or any veteran awarded specially adapted housing by VA. No combined rating percentage appears in the veteran limb of the subsection.

North Dakota Honorary High School Diploma for Veterans

Education & EmploymentNorth Dakota · State

An honorary high school diploma for a veteran who left school to serve in the Second World War, Korea or Vietnam. It may be awarded posthumously.

North Dakota Hunting and Fishing Licenses for Veterans and Service Members

A $10 fishing licence and a $10 combined hunting licence for a resident veteran at 50 percent or more. A resident on active duty and on leave may hunt small game, fish or trap with no licence at all.

Fifty percent for the discounted licences. Both the $10 resident fishing licence and the $10 combined general game, habitat stamp, small game and fur-bearer licence require a resident disabled veteran with at least a fifty percent service-connected disability. The figure is fifty, not one hundred.

North Dakota Income Tax Exemption for Military Pay

MiscellaneousNorth Dakota · State

Military pay is subtracted from North Dakota taxable income, and the definition reaches pay for training, education, mobilization, bonuses, and state pay for emergency state active duty.

Training, education, mobilization, bonuses and emergency state duty. The statutory definition of military pay covers all federal pay for training, education, mobilization and bonuses, plus state pay when called to support an emergency on state active duty. Drill pay, annual training and enlistment bonuses are inside it.

North Dakota Military Leave and Reemployment Rights

Education & EmploymentNorth Dakota · State

Twenty paid workdays a year for a public employee, and thirty paid days for a mobilization or emergency state active duty. Reemployment carries a year of protection from discharge except for cause, and a violation is an infraction.

Twenty paid workdays a year, thirty for a mobilization. A state or political subdivision employee who was employed immediately before the leave gets twenty workdays a calendar year without loss of pay. A leave necessitated by a full or partial mobilization or by emergency state active duty is without loss of pay for the first thirty days, less other paid military leave already taken that year.

North Dakota Military Retirement Income Exemption

MiscellaneousNorth Dakota · State

Military retired pay is subtracted from North Dakota taxable income in full, with no cap, no age test, no residency window and no sunset. The same subtraction covers a survivor annuity.

No cap, no age test, no years limit. Section 57-38-30.3(2)(r) subtracts retired military personnel benefits in full to the extent included in federal taxable income. There is no percentage, dollar ceiling, age threshold, earned-income condition, residency window or termination date.

North Dakota Motor Vehicle Excise and Registration Exemption

No registration fee on two vehicles and no motor vehicle excise tax for a veteran at 100 percent or paid at the 100 percent rate. The veteran may take a plain plate that does not identify them as disabled.

A 100 percent service-connected disability. One route is a one hundred percent service-connected disability as determined by VA. A second is a disabled veteran under Public Law 79-663, the federal automobile grant provision at 38 U.S.C. 3901, which carries its own qualifying conditions rather than a combined rating.

North Dakota National Guard Death Benefit for State Active Duty

Death & Survivor BenefitsNorth Dakota · State

The ceiling on the state death benefit for a Guard member who dies on state active duty rose from $15,000 to $100,000 in 2025. It is discretionary and subject to available funds.

State active duty, not federal orders. The benefit reaches a Guard member who died while serving in a state active duty status under chapter 37-01. A death on federal Title 10 orders is covered by the federal death gratuity and SGLI instead.

North Dakota National Guard Tuition Waiver and Grants

Education & EmploymentNorth Dakota · State

A 35 percent tuition waiver at state schools, a 25 percent waiver plus a grant at private ND schools, and a grant of up to 100 percent for out-of-state and online study. All of it depends on the appropriation holding.

Thirty-five percent at a state-controlled school. Section 37-07.1-03 entitles a qualifying Guard member at a state-controlled school to a thirty-five percent waiver of tuition. Published guidance that says twenty-five percent is describing either an earlier version or the separate private-institution provision.

North Dakota Occupational Licensing for Military Members and Spouses

Education & EmploymentNorth Dakota · State

A board that does not decide within thirty days must automatically issue a provisional licence, free of charge, valid up to two years. Boards must ask about military status on every application and act immediately.

Thirty days of silence issues the licence. Section 43-51-11.1(5) requires a board that has not granted, denied or provisionally licensed within thirty days of a completed application to issue a provisional licence or temporary permit automatically, valid until the board finally acts.

North Dakota Private Employer Veteran Preference

Education & EmploymentNorth Dakota · State

A private employer may prefer a veteran in hiring, and may prefer the spouse of a veteran with a permanent and total service-connected disability. The statute says this is not an equal employment violation.

Permission for the employer, not a right for the applicant. The section authorises a private, nonpublic employer to prefer a veteran, and to prefer the spouse of an honorably discharged veteran with a service-connected permanent and total disability. It requires nothing and creates nothing an applicant can enforce.

North Dakota Property Tax Credit for a Surviving Spouse

Death & Survivor BenefitsNorth Dakota · State

A surviving spouse receiving DIC gets the full 100 percent credit on the first $9,000 of taxable valuation. A rating decided after the veteran died is treated as if it had come first.

DIC converts the credit to the full 100 percent. A surviving spouse receiving Dependency and Indemnity Compensation receives a one hundred percent credit on the first $9,000 of taxable valuation regardless of the rating the veteran held. A surviving spouse not receiving DIC claims at the veteran’s certified percentage.

Education & EmploymentNorth Dakota · State

A veteran, a serving member, a Guard or reserve member, and their spouses and dependents are resident students for tuition purposes immediately. There is no waiting period and no requirement to have lived in the state.

No waiting period for the military limbs. A full-time active duty member, a national guard member, an armed forces reserve component member, and a veteran as defined in 37-01-40 are resident students immediately. The twelve-month and three-of-six-years rules that apply to other students do not apply to them.

North Dakota State Park Entrance Permit for Disabled Veterans

MiscellaneousNorth Dakota · State

A free lifetime park pass for a resident veteran at 50 percent or more and for a former prisoner of war, and a $28 annual pass for a resident veteran with any service-connected disability.

Fifty percent for the free lifetime pass. A North Dakota veteran with a service-related disability of fifty percent or greater is eligible for a free annual lifetime state park entrance pass, on a current VA Summary of Benefits letter.

North Dakota Veteran License Plates and Driver’s License Indicator

MiscellaneousNorth Dakota · State

The veterans plate is gated on cemetery eligibility, not on the general veteran definition, and costs $15 plus $10 a year that funds the cemetery. A Purple Heart recipient pays neither.

The plate follows cemetery eligibility. The veterans’ number plate goes to individuals eligible for interment in the North Dakota veterans’ cemetery under 37-03-14, which names national guard and other reserve component members in their own right, rather than to the general definition of veteran in 37-01-40.

North Dakota Veterans Aid Loan

MiscellaneousNorth Dakota · State

A loan of up to $8,000 from a permanent state trust fund at 8 percent over up to four years, with half the interest refunded if it is repaid on time. Current Guard and reserve members qualify.

A serving Guard or reserve member qualifies. Chapter 37-14 defines veteran to include a veteran under 37-01-40(1), anyone VA has assigned a service-connected disability rating, current members of the national guard or reserve, and former members discharged under other than dishonorable conditions.

North Dakota Veterans Cemetery

Death & Survivor BenefitsNorth Dakota · State

One state cemetery, at Mandan beside Fort Abraham Lincoln State Park. Burial of the veteran is free, and the statute names Guard and reserve members without requiring federal service.

Guard and reserve members are named in the statute. Section 37-03-14 provides lots for deceased members of the national guard, other reserve components and veterans, without the federal requirement of a qualifying period of active duty or a reserve retirement.

North Dakota Veterans Home

Health careNorth Dakota · State

Basic and skilled care at Lisbon, with fees capped at 49 percent of the average daily cost per member and set on adjusted income. Dying without a will hands the estate to the home.

Wider than the general veteran definition. Admission reaches veterans under 37-01-40, members of the armed forces, guard or reserve discharged under other than dishonorable conditions who are or may become permanently disabled from any cause in the line of duty and are enrolled in VA health care before admission, and spouses and surviving spouses of either.

North Dakota Veterans’ Bonus Programs Are Closed

MiscellaneousNorth Dakota · State

Three adjusted compensation chapters are still printed in the Century Code and all three application windows have shut, the last on June 30, 2021. Nobody can apply for any of them now.

All three application windows have closed. Chapter 37-27 closed on December 31, 1994. Chapter 37-26 closed six months after the end of its period of service. Chapter 37-28 closed on June 30, 2021, with a six-month extension only for a soldier mobilized on that date. The chapters remain printed in the Century Code.

North Dakota Veterans’ Employment Preference

Education & EmploymentNorth Dakota · State

Outside a competitive system a qualified veteran must be hired unless the agency documents justifiable cause in writing. The remedy on appeal is the job itself, with backpay, and the agency carries the burden.

A qualified veteran must be hired, absent written justifiable cause. Outside a competitive personnel system the employing authority must employ a qualified veteran, disabled veterans first, unless it documents justifiable cause in writing. Justifiable cause must be something specific to that individual that renders them unsuitable for the position.

Who Counts as a Veteran in North Dakota

MiscellaneousNorth Dakota · State

The core definition is 180 days, but a discharge for expiration of term of service qualifies a shorter tour. Three chapters widen it, one section hands out the title with no benefits at all, and in 2025 it grew to the uniformed services.

180 days, or a shorter tour ended by expiration of term of service. Section 37-01-40(1) requires 180 days of continuous federalized active uniformed services duty or the full period called, other than for training, with a discharge under other than dishonorable conditions. A discharge reflecting expiration of term of service or completion of required service qualifies a shorter tour.
