Counties

Loading the county list.

Choose a level. State is what this state provides everywhere. A county or city page adds its own level. Federal is always last.

A filter hides a benefit only when that benefit has a rating gate and the rating you set misses it. A benefit with no rating gate stays on the list. Who it is for means who can receive the benefit in their own right; a survivor is the family of a veteran or service member who died, and a child of one is listed under both. This is not an eligibility decision.

Keeping the Michigan Disabled Veteran Exemption: Audits, Rescission and Clawback

HousingMichigan · State

The price of not reapplying each year is a mandatory local audit program, a duty to rescind within 45 days, and an assessor who can deny the current year plus the three before it with interest at 1 percent a month.

Rescind within 45 days of losing eligibility. A rescission form must be filed with the local assessing unit within 45 days after the individual ceases to use and own the property as a homestead or no longer meets the 211.7b qualifications, including a VA rating change.

Michigan Children of Veterans Tuition Grant

Death & Survivor BenefitsMichigan · State

Killed in action or died from another cause while serving in a war or war condition; determined by VA to have died or to be totally and permanently disabled from a service-connected illness or injury; determined permanently and totally disabled before death and died from any cause; or officially listed as missing in action.

Michigan County Burial Allowance for a Veteran

Death & Survivor BenefitsMichigan · State

A county pays $300 toward the burial of a wartime veteran or their spouse whose estate is under $40,000, with the homestead excluded from the count. A county may opt out down to $25,000 by resolution.

Ninety days of wartime service, honorable conditions. A veteran under 35.61 discharged under honorable conditions after not less than 90 days of active service during a period of war, or after less than 90 days because of a service-connected disability. The spouse or surviving spouse of such a veteran also qualifies.

Michigan County Departments of Veterans Affairs

MiscellaneousMichigan · State

A county may, but need not, create a department of veterans affairs. A state grant of $50,000 plus a per veteran amount is what pushes them to, on conditions including 20 hours a week of service and a maintenance-of-effort floor.

The county may create one, and is not required to. Section 35.621(1) is permissive. Coverage depends on the county board of commissioners having acted.

Michigan County Veterans Relief Fund

MiscellaneousMichigan · State

Every county must levy up to a tenth of a mill for the relief of indigent wartime veterans and their families, administered by a soldiers relief commission of three veterans appointed by the probate judge.

Honorably discharged, wartime service, and indigent. The fund relieves honorably discharged indigent members of the armed forces who served during a period of war as described in 38 CFR 3.2, with Michigan’s Vietnam era dates, and their indigent spouses, minor children and parents.

Michigan Deduction for Military Pay and Military Retirement

MiscellaneousMichigan · State

Compensation for service in the armed forces, including military retired pay, is deducted from Michigan taxable income in full. No cap, no age test, no birth year rule, and it sits outside the tangle that governs every other pension.

No cap, no age test, no birth year rule. The deduction sits in 206.30(1)(e), which the limitations in subsections (9), (10) and (11) do not reach. Those subsections restrict the ordinary retirement deduction by year of birth and by dollar ceilings; none of it applies here.

Michigan Deduction for a Discharged Student Loan

MiscellaneousMichigan · State

From the 2025 tax year, a disabled veteran deducts the cancelled debt reported on a 1099-C when the Department of Education discharges a student loan under the total and permanent disability program.

Permanently and totally disabled at the 100% rate. Section 206.30(1)(aa) uses the same two rating routes as the property tax exemption, without the specially adapted housing route. The first route is a VA determination of permanent and total disability from military service with entitlement to benefits at the 100% rate.

Michigan Disabled Veteran Property Tax Exemption

HousingMichigan · State

The entire homestead comes off the tax roll, with no ceiling on value. Three routes in, and since taxes levied on or after January 1, 2025 the exemption continues without reapplying.

Permanently and totally disabled at the 100% rate. Section 211.7b(4)(a) gives three routes and this catalog can test two of them. The first route is a VA determination of permanent and total disability from military service with entitlement to benefits at the 100% rate.

Michigan Disabled Veteran Registration Plate

MiscellaneousMichigan · State

Since April 2025 a veteran rated 50 percent or more can hold the DV plate, and a surviving spouse can keep it. Only a totally disabled veteran gets the registration tax waived; at 50 percent only the service fee goes.

Fifty percent for the plate itself. A partially disabled veteran qualifies on a VA service-connected disability rating of not less than 50 percent. The two other routes are a service-connected total or permanent total rating for compensation, or such a rating together with armed forces disability retirement pay, and both of those sit above 50 percent.

Michigan Discharge Records at the County Clerk

MiscellaneousMichigan · State

A discharge recorded with the county clerk is confidential for 70 years, free to the veteran and to a service officer, and a certified copy is admissible as evidence of the original.

Michigan Ex-Prisoner of War, Medal of Honor and Other Military Plates

MiscellaneousMichigan · State

Ex-POW, Medal of Honor, Purple Heart, Pearl Harbor survivor, World War I, Gold Star and Blue Star plates. Only the ex-POW and Medal of Honor plates escape the registration tax, and only one per household.

Prisoner of war status, or being the spouse of one. A person who was a prisoner of war, or whose spouse was a prisoner of war, may apply for the EX-POW plate. One per household is exempt from the registration tax; a second is taxed.

MiscellaneousMichigan · State

A resident veteran rated permanently and totally disabled at the 100 percent rate, or individually unemployable, gets any resident hunting or fishing license free, except those that require a lottery.

Permanently and totally disabled at the 100% rate. Section 324.43537(5) gives two routes and this catalog can test both. The first route is a VA determination of permanent and total disability from military service with entitlement to benefits at the 100% rate.

Michigan High School Diploma for a Veteran Who Left School to Serve

Education & EmploymentMichigan · State

A school district may award a diploma to a veteran of the Second World War, Korea or Vietnam who was enrolled in that district and left before graduating. The district chooses whether to do it.

Enlisted or drafted before graduating, in one of three windows. December 16, 1940 to December 31, 1946; June 27, 1950 to January 31, 1955; or February 28, 1961 to May 7, 1975. Service falling only between February 1955 and February 1961 does not qualify.

Michigan Homestead Property Tax Credit for Veterans

HousingMichigan · State

An alternative credit computed from a taxable value allowance of $2,500 to $4,500 set by a table last updated in 1996. It reaches veterans with any compensable rating, and it is worth much less than it sounds.

Ten percent is enough, and the allowance rises in bands. A service-connected rating of 10 to 50 percent gives a $3,500 taxable value allowance, 60 to 80 percent gives $4,000, and 90 or 100 percent gives $4,500. A pensioned veteran, a current serviceperson and a widow or widower reach the table without any rating, so this figure is recorded rather than enforced.

Michigan Income Tax Exemption for a Disabled Veteran

MiscellaneousMichigan · State

An extra personal exemption, $500 for the 2025 tax year, for each taxpayer and each dependent who is a veteran with any service-connected disability. A 0 percent rating qualifies, and a general discharge does too.

Any service-connected disability, including a 0 percent rating. A qualified disabled veteran is a veteran with a service-connected disability, defined by reference to 38 USC 101(16). No percentage appears in the subdivision, so a noncompensable 0 percent service connection qualifies.

Michigan Private Employer Veterans Preference

Education & EmploymentMichigan · State

A private employer of any size may adopt a veterans preference for hiring, promotion or retention in a layoff. It has to be written down and applied uniformly, and the veteran definition needs 180 days or a service-connected disability.

180 days of active duty, or a service-connected disability. The veteran must be a veteran under 35.61 and have served at least 180 days of active duty or have a service-connected disability from that service. This is narrower than 35.61 alone.

Michigan Professional License Status During Military Service

Education & EmploymentMichigan · State

A Michigan professional or occupational license held at the time of entering service stays in full force without any further action until discharge, and the act overrides anything to the contrary.

Michigan Property Tax Exemption for a Surviving Spouse

Death & Survivor BenefitsMichigan · State

The full exemption passes to an unremarried surviving spouse and, unusually, follows them to a house bought after the veteran died. The veteran must have been eligible immediately before death.

Michigan State Veterans Cemetery

Death & Survivor BenefitsMichigan · State

Authorised in 2022, Michigan’s first state-run veterans cemetery is identified in statute only by a county population bracket of 12,500 to 13,500, and the department must apply for the federal grant.

Federal eligibility rules will govern. The act sets no eligibility criteria. Section 35.1257 requires the director to comply with federal laws and regulations in administering the cemetery, so National Cemetery Administration rules apply.

Michigan Veteran Designation on a Driver License

MiscellaneousMichigan · State

A veteran of this state, another state, or the United States may ask for the designation. It uses the wide 35.61 definition, and the Secretary of State may pass the applicant’s details to the state and county veterans agencies for referral.

The wide definition, including state forces. Section 257.310 uses the MCL 35.61 definition, so there is no minimum service, reserve components count, and the discharge floor is "other than dishonorable". A veteran of the armed forces of this state is expressly included.

Michigan Veteran Homes

Health careMichigan · State

Nursing and domiciliary care at Chesterfield Township, Grand Rapids and Marquette, run by a state authority. What is left of a resident’s money at death goes to the next of kin, not to the home.

Michigan Veterans Treatment Courts

MiscellaneousMichigan · State

A circuit or district court may run a veterans treatment court for a veteran with 180 days of active duty whose offense is generally related to service. Violent offenders are barred, the defendant pleads guilty, and the prosecutor must approve only where a dismissal or deferral is on offer.

A veteran under 35.61 with 180 days of active duty. Section 600.1200(h) requires a discharge other than dishonorable under MCL 35.61 and at least 180 days of active duty in the armed forces. No rating is needed.

Michigan Veterans Trust Fund Emergency Grants

MiscellaneousMichigan · State

A 1946 permanent fund whose earnings pay one-off grants for an unforeseen financial emergency, decided by a county committee of veterans, with an appeal to a state board whose decision is final.

Separation for a line-of-duty physical or mental disability before 180 days also qualifies.

Who Counts as a Veteran in Michigan

MiscellaneousMichigan · State

Section 35.61 is meant to be the uniform definition and is the widest in this catalog: no minimum service, reserve components included, and a discharge under conditions other than dishonorable. Five other acts then define the word again, each more narrowly.

No minimum service and no war period. Section 35.61 requires service in the United States Armed Forces, including the reserve components, with no minimum number of days and no qualifying period.
