Loading the county list.

Choose a level. State is what this state provides everywhere. A county or city page adds its own level. Federal is always last.

A filter hides a benefit only when that benefit has a rating gate and the rating you set misses it. A benefit with no rating gate stays on the list. Who it is for means who can receive the benefit in their own right; a survivor is the family of a veteran or service member who died, and a child of one is listed under both. This is not an eligibility decision.

Illinois County Veterans Assistance Commissions

MiscellaneousIllinois · State

In a county with two or more veterans organizations, those posts can form a Veterans Assistance Commission that the county must house and fund, which pays "just and necessary" assistance to veterans with an honorable or general discharge and their families, and to families of deceased veterans, from a county levy, the general fund or State money.

Honorable or general discharge, or the family of a deceased veteran. The Act serves veterans whose last discharge was honorable or general under honorable conditions, their families, and families of deceased veterans, who need assistance. No rating is needed.

Illinois Educational Opportunities Grant for Children of Veterans

Death & Survivor BenefitsIllinois · State

Up to $250 a school year toward tuition, fees, board, room, books and supplies for a child aged 10 to 18 (to 19 to finish high school) whose veteran parent is missing in action, a prisoner of war, died of a service-connected cause, or is 100% permanently disabled from service-connected causes.

100% permanently disabled from service-connected causes. One qualifying path is a parent with a permanent service-connected disability with 100 percent disability. The other paths, missing in action, prisoner of war, and death from a service-connected cause or on active duty, involve no rating.

Illinois Free Hunting and Fishing Licenses for Disabled Veterans

MiscellaneousIllinois · State

Free hunting and fishing licenses, and exemption from the habitat stamp, for a veteran receiving compensation at 10% or more or a total disability pension. Residency does not matter, which is rare.

Compensation at 10% or more. The exemption requires receipt of service-connected compensation at 10 percent or greater, or a total disability pension. That is the lowest rating floor for a hunting and fishing benefit in this catalog, and state residency is not required.

Illinois MIA and POW Scholarship

Death & Survivor BenefitsIllinois · State

Full tuition and mandatory fees for the equivalent of four years at an Illinois state university or community college, for the spouse and children of a veteran or service member who is missing in action, a prisoner of war, died of a service-connected cause, or is 100% permanently disabled from service-connected causes.

100% permanently disabled from service-connected causes. One qualifying path is a veteran with a permanent disability from service-connected causes with 100 percent disability, which the Department reads as a 100% permanent and total rating, by the schedule or for unemployability. The other paths, missing in action, prisoner of war, and death from a service-connected cause or on active duty, involve no rating.

Illinois Military Family Relief Fund

MiscellaneousIllinois · State

Grants to the families of Illinois National Guard members and Illinois residents in the Reserve called to federal active duty. Separate grant types cover status, need, casualty, and state active duty.

Mobilization of an Illinois Guard or Reserve member. The gate is the service member being an Illinois National Guard member or an Illinois resident in a Reserve component called to federal active duty during a declared emergency. No disability rating is involved, so the rating filter never hides this benefit.

Illinois Military Pay and Retirement Income Tax Treatment

MiscellaneousIllinois · State

Illinois taxes neither military pay nor military retired pay. Active duty pay is subtracted on Schedule M; retired pay and Survivor Benefit Plan annuities come off as retirement income on the return itself.

No eligibility test. Neither the military pay subtraction nor the retirement income treatment depends on a disability rating, an age, or an income level. The rating filter never hides this entry.

Illinois National Guard Grant

Education & EmploymentIllinois · State

Tuition and certain fees at Illinois public universities and community colleges for a member of the Illinois National Guard or Naval Militia with at least one year of service, while a member: up to four years of full-time enrollment, and two more after more than ten years in the Guard.

Current service in the Illinois National Guard. The gate is membership in the Illinois National Guard, with the duration of the benefit scaling at ten years of service. No disability rating is involved, so the rating filter never hides this benefit.

Illinois Returning Veterans Homestead Exemption

HousingIllinois · State

A $5,000 cut in equalized assessed value for a veteran returning from active duty in an armed conflict, in the year of return and the year after. No disability rating is involved, and it has to be claimed on getting home.

Return from active duty in an armed conflict, as an Illinois resident. The gates are Illinois residence, service in the U.S. Armed Forces, Illinois National Guard, or Reserve Forces, return from active duty in an armed conflict, and owning or leasing the property as a primary residence. No disability rating is involved, so the rating filter never hides this benefit.

Illinois Specially Adapted Housing Exemption for Veterans with Disabilities

HousingIllinois · State

Up to $100,000 off the assessed value of a home bought or built with federal funds because of a service-connected disability. It runs for as long as the veteran, the spouse, or an unmarried surviving spouse lives there, and it covers mobile homes.

Federal funds used to buy or build the housing because of the disability. The gate is federal assistance toward purchasing or constructing the housing on account of a service-connected disability, which in practice means a VA Specially Adapted Housing or Special Home Adaptation grant. That is a VA determination about specific severe disabilities rather than a rating percentage, so the rating filter cannot test it and never hides this benefit.

Illinois Standard Homestead Exemption for Veterans with Disabilities

HousingIllinois · State

A graduated cut in equalized assessed value: $2,500 at 30% to 49%, $5,000 at 50% to 69%, and at 70% or more the first $250,000 of EAV is exempt outright. It has to be refiled every year.

30% opens the exemption, 50% and 70% raise it. The exemption is a step function of the rating: $2,500 in EAV at 30 to 49 percent, $5,000 at 50 to 69 percent, and the first $250,000 of EAV exempt at 70 percent or more. A rating below 30 percent receives nothing under this section.

Illinois Veteran Designation on a Driver License

MiscellaneousIllinois · State

The word "Veteran" is added free to an Illinois driver license or ID card at an original or renewal for a veteran discharged under honorable conditions; adding it between renewals costs the corrected-card fee, $5 for a licence and $10 for an ID card (free for an ID card at 65). Gold Star families can have their own designation.

A discharge under honorable conditions, with no rating. The designation requires proof of service and a discharge under honorable conditions, and no disability rating. The Chicago Transit Authority Military Service Pass asks for a qualifying service-connected disability, but it is a separate program run by the transit agency.

Illinois Veteran Grant

Education & EmploymentIllinois · State

Pays tuition and mandatory fees at every Illinois public college, university, and community college, with no cap on the amount and no disability requirement. One year of federal active duty and an Illinois connection are the tests.

One year of federal active duty and an Illinois connection. The gates are at least one year of federal active duty service, or service during hostilities, an honorable discharge, and one of three Illinois residency paths. No disability rating is required, so the rating filter never hides this benefit.

Illinois Veteran and Disabled Veteran License Plates

MiscellaneousIllinois · State

The Service-Connected Disabled Veteran plate waives the registration fee on one vehicle at a 50% rating. Medal of Honor and Purple Heart plates are free, and 44 military designs are available in all.

50% or more for the fee-free ISERVE plate. The Service-Connected Disabled Veteran plate requires proof of a 50 percent or greater service-connected disability and waives the registration fee on one qualifying vehicle. A veteran below 50 percent does not qualify for that plate.

Illinois Veterans Business Program

Education & EmploymentIllinois · State

Certification by the Commission on Equity and Inclusion and the Department of Veterans' Affairs that counts an Illinois veteran-owned small business toward the State's goal of at least 3% of contract dollars: 51% owned and controlled by veterans living in Illinois, a home office in Illinois and gross sales under $150 million; the service-disabled category needs a 10% rating.

51% ownership and control by veterans living in Illinois, an Illinois home office and gross sales under $150 million. The gates are at least 51 percent ownership and real, continuing control by one or more qualified veterans living in Illinois, a home office in Illinois and gross sales under $150 million. No rating is needed for the veteran-owned category, so the rating filter never hides this benefit; the service-disabled category needs a 10% rating.

Illinois Veterans Homes

Health careIllinois · State

Five state veterans homes, at Anna, Chicago, LaSalle, Manteno, and Quincy, offering skilled nursing and memory care. Admission is not based on ability to pay, and the monthly contribution is capped at $1,659.

One day of wartime service, or one year in peacetime. The gates are an honorable discharge with at least one day of service during a recognized war period, or service in a hostile fire environment with a campaign or expeditionary medal, or one year of honorable peacetime service. No disability rating is required for admission, so the rating filter never hides this benefit.

Illinois Veterans Preference Points for State Employment

Education & EmploymentIllinois · State

Points added to a passing state employment score: 3 for six months of service, 5 for service during hostilities, and 10 for a service-connected disability, a Purple Heart, or being the spouse or parent of a deceased or disabled veteran.

Six months of service for 3 points, hostilities for 5, a rating or Purple Heart for 10. The ten-point tier requires a service-connected disability rating or a Purple Heart, without naming a minimum percentage, and also covers the spouse or parent of a veteran who died of or is disabled by a service-connected condition. The lower tiers test only length and period of service, so the rating filter never hides this benefit.

Illinois Veterans and Servicemembers Courts

MiscellaneousIllinois · State

Each judicial circuit's chief judge may run a veterans and servicemembers court for anyone who served or is serving, Guard and reserves included, with no discharge test. The statute bars crimes of violence and a violent conviction within five years, and needs the prosecutor's agreement only for certain Class 2 or higher drug felonies; each court sets the rest of its criteria.

Veteran or current servicemember. Anyone who served or is serving, Guard and reserves included. No rating or discharge test applies.
