Benefits written for American Samoa are first. Federal benefits that apply here follow.

A filter hides a benefit only when that benefit has a rating gate and the rating you set misses it. A benefit with no rating gate stays on the list. Who it is for means who can receive the benefit in their own right; a survivor is the family of a veteran or service member who died, and a child of one is listed under both. This is not an eligibility decision.

Benefits written for American Samoa

American Samoa Government Career Service Veterans Preference

Education & EmploymentAmerican Samoa · Territory

Ten points for a disabled veteran, five for a veteran, on open competitive examinations. The points are the small part: three preference eligibles on the list and the appointing authority may appoint only a preference eligible, and a veteran passed over is entitled to a copy of the written reasons.

Any service-connected disability reaches the ten-point category. Code 7.0202(a) defines a disabled veteran as one who has established the present existence of a service-connected disability, or who receives compensation, disability retirement benefits, or a pension from VA or a military department. A zero percent rating establishes that. There is no percentage floor, so a rating filter never hides this benefit.

American Samoa Government Office of Veterans and Military Affairs

MiscellaneousAmerican Samoa · Territory

The territory’s veterans office, created by a governor’s mandate in 1999 rather than by statute. It is the on-island help desk for claims, funerals, and the suicide prevention coordination the territory leads.

No statute behind it. The American Samoa Code Annotated contains no veterans title or chapter. The office rests on a 1999 governor’s mandate and on general memoranda, not on legislation, so its authority and leadership can change without a bill.

American Samoa Has No Real Property Tax

HousingAmerican Samoa · Territory

The benefit most veterans search for first does not exist here, and does not need to. American Samoa levies no tax on real property, so there is no assessment to be exempted from.

Nothing to apply for. There is no property tax assessment in American Samoa and therefore no exemption application, no filing deadline, and no rating threshold. A veteran should not spend time looking for one.

American Samoa Import Excise Exemption for a Specially Equipped Vehicle

MiscellaneousAmerican Samoa · Territory

Code 11.1003-1 exempts a specially equipped motor vehicle imported by and for the personal use of a severely disabled individual from the import excise tax. On an island where every vehicle is imported, that is the vehicle tax.

The test is severe disability, not a VA percentage. Code 11.1003-1 applies to a severely disabled individual and sets no rating threshold. The term is undefined in the section, so what proof the ASG Tax Office and Customs will accept is an administrative question to settle in writing before shipping the vehicle.

American Samoa Income Tax and Military Pay

MiscellaneousAmerican Samoa · Territory

American Samoa taxes income under the U.S. Internal Revenue Code as it stood on December 31, 2000. VA compensation is not taxed. Military retired pay is, and every federal military tax break enacted after 2000 has to be checked rather than assumed.

VA compensation and DIC are not taxed. Internal Revenue Code section 104(a)(4), which was in force on December 31, 2000 and so is part of the adopted Samoan income tax, excludes amounts received as a pension, annuity, or similar allowance for personal injuries or sickness resulting from active service in the armed forces. VA disability compensation, DIC, and VA pension are not taxable in American Samoa.

American Samoa Vet Center

Health careAmerican Samoa · Territory

Readjustment counseling on Ottoville Road in Pago Pago. Separate from the VA clinic, with its own eligibility that needs no rating, no enrollment in VA health care, and no service connection.

No rating and no VA health care enrollment required. Vet Center eligibility does not depend on a service-connected disability rating or on being enrolled in VA health care. A veteran who qualifies for nothing else in this catalog may still qualify here.

Beneficiary Travel from American Samoa

Health careAmerican Samoa · Territory

Whether VA pays your airfare to Honolulu is the most consequential eligibility question a veteran in American Samoa faces. Thirty percent is the usual floor, and about a third of enrolled veterans here do not meet any route to it.

Thirty percent or more qualifies for travel to any VA care. A service-connected rating of thirty percent or more is the general route to beneficiary travel under 38 U.S.C. 111. It is recorded here as a note rather than a gate, because the statute has real routes below thirty and hiding this entry from a lower rating would mislead.

Burial for a Veteran in American Samoa

Death & Survivor BenefitsAmerican Samoa · Territory

There is no national cemetery and no VA grant-funded veterans cemetery in American Samoa, unlike Guam and the Northern Mariana Islands. The portable federal benefits still apply: a headstone or marker, a burial flag, a Presidential Memorial Certificate, and burial allowances.

No cemetery here, so no interment benefits. American Samoa has no VA national cemetery and is not on the National Cemetery Administration’s list of VA grant-funded cemeteries, unlike Guam and the Northern Mariana Islands. Grave site, opening and closing, vault, and perpetual care are unavailable because there is no facility to provide them.

Education Benefits for Veterans in American Samoa

Education & EmploymentAmerican Samoa · Territory

American Samoa Community College must charge GI Bill users the resident rate under 38 U.S.C. 3679(c), with no window after discharge since 2021. There is no territorial veterans tuition waiver, and the territory’s own student aid has no veterans preference.

No rating requirement anywhere in this entry. Section 702 resident tuition, territorial student financial aid, and the federal GI Bill programs all turn on service, enrollment, and residency rather than on a disability percentage. Veteran Readiness and Employment is the one federal program here where a rating matters, and it has its own federal rules.

Faleomavaega Eni Faʻauaʻa Hunkin VA Clinic

Health careAmerican Samoa · Territory

The one VA facility on the island: a community-based outpatient clinic in Pago Pago running primary care, labs, mental health, and telehealth. Specialty care generally means Honolulu.

Ordinary VA health care enrollment. There is no American Samoa-specific enrollment. Eligibility and priority group are the usual federal rules, and a service-connected rating changes priority and copays rather than opening or closing the door.

Filing a VA Disability Claim from American Samoa

VA Disability CompensationAmerican Samoa · Territory

The claim is the same claim; the examination is the bottleneck. Contract examiners fly in, and American Samoa claims needing an exam averaged 233 days in fiscal year 2023 against VA’s 125-day goal.

The claim rules are federal and unchanged. Living in American Samoa changes no part of the eligibility test, the rating schedule, or the appeal routes. Only the logistics differ.

Military Service Credit for American Samoa Government Annual Leave

Education & EmploymentAmerican Samoa · Territory

Active duty counts toward the service tiers that set your leave accrual rate. Military retirees are excluded unless one of three exceptions applies, and the campaign badge exception is the one that reaches most modern retirees.

A campaign badge restores a retiree’s full active duty credit. Code 7.1203(b)(3) counts service performed in the armed forces during any war, or in any campaign or expedition for which a campaign badge has been authorized. Campaign and expeditionary medals for named operations qualify. This is the exception most military retirees in American Samoa will meet and the one most summaries omit.

Restoration to an American Samoa Government Job After Active Duty

Education & EmploymentAmerican Samoa · Territory

Code 7.0208 gives a career service employee ordered to active or reserve duty the right to be restored to their position, exercised within 120 days of release. USERRA sits over the top of it and is usually more protective.

The 120 days is yours to use, not theirs to take. Code 7.0208 entitles the employee, within 120 days after release from duty under honorable conditions, to be restored to the position held when ordered to duty. It is the window for claiming the right. Apply in writing as soon as you return rather than treating 120 days as time in hand.

Separating a House from Communal Land in American Samoa

HousingAmerican Samoa · Territory

The recorded agreement under Code 37.1502 that makes a house on family land something a lender can take a lien on. It is the step that turns a VA home loan from impossible into possible.

The family decides, under 37.1502. The agreement is made by the senior matai in charge of the communal lands, or by the male members of the family owning and residing on them, or by the owner of individually owned or freehold land. A veteran cannot make it alone.

U.S. National Status and Veterans Benefits in American Samoa

MiscellaneousAmerican Samoa · Territory

People born in American Samoa are U.S. nationals, not citizens. No VA benefit depends on citizenship. Territorial career service does depend on nationality and ancestry, and the words there are doing work they do nowhere else.

Federal VA benefits have no citizenship test. Disability compensation, health care, education, home loans, and burial benefits depend on service and discharge, not on whether the veteran is a U.S. citizen or a U.S. national. A U.S. national veteran is fully eligible.

VA Native American Direct Loan in American Samoa

HousingAmerican Samoa · Territory

The home loan that actually works in American Samoa. VA lends directly, because land here is communally owned and the ordinary VA guaranty has no collateral to attach to. Zero American Samoa veterans used the guaranty in 2021, 2022, or 2023.

No rating requirement at all. The Native American Direct Loan turns on a Certificate of Eligibility, credit, income, and land, not on a disability percentage. A veteran with a zero percent rating and a veteran at one hundred percent face the same test. A service-connected rating of ten percent or more does waive the VA funding fee, which is the only place a rating touches this loan.

Veterans Day as an American Samoa Government Holiday

MiscellaneousAmerican Samoa · Territory

Code 1.0501 puts Veterans Day on 11 November. The personnel rules still put it on the fourth Monday in October, a date federal law abandoned in 1978. Practice follows the statute, by annual proclamation.

The statute controls: 11 November. Code 1.0501(9) makes 11 November a public holiday in American Samoa. The Governor’s office confirms the observance each year by general memorandum.
