Cities and towns

In Rhode Island the city or town, not the county, sets local veteran benefits such as the property tax exemption, so this board is drawn by city and town.

Choose a level. State is what this state provides everywhere. A city or town page adds its own level. Federal is always last.

A filter hides a benefit only when that benefit has a rating gate and the rating you set misses it. A benefit with no rating gate stays on the list. Who it is for means who can receive the benefit in their own right; a survivor is the family of a veteran or service member who died, and a child of one is listed under both. This is not an eligibility decision.

State

Rhode Island Academic Credit and Priority Registration for Combat Veterans

Education & EmploymentRhode Island · State

State institutions must award academic credit for military training or service where academically appropriate, and must let combat veterans register first for all classes, ranked by combat tours and service awards.

Combat veteran status, defined by rule rather than statute. The chapter names no disability rating, residency requirement, or discharge characterization. It turns on combat veteran status, which the commissioner of higher education and the adjutant general define by rule. The rating filter never hides this benefit.

Rhode Island Burial at Public Expense

Death & Survivor BenefitsRhode Island · State

A city or town pays the funeral of a wartime veteran who dies without means, but the statutory ceiling is $55 and the claim must be made within 60 days. The burial may not be in a pauper cemetery.

Wartime service, an honorable discharge, and death without means. The person must have served during any period of war, been honorably discharged, died within Rhode Island, and left insufficient means to defray necessary funeral expenses. No disability rating is involved, so the rating filter never hides this benefit.

Rhode Island Civil Service Veterans Preference

Education & EmploymentRhode Island · State

Five points added to a passing examination score for a veteran and ten for a disabled veteran, for entrance into the classified service only and never for promotion. Twenty years in the Guard or Reserve counts as veteran status.

Disabled veteran status, with no percentage named. Ten points go to disabled veterans and five to veterans. The section states no disability percentage and does not define disabled veteran in its own definitions subsection, so the rating filter does not hide this benefit.

Rhode Island Counts Merchant Mariners as Veterans

MiscellaneousRhode Island · State

Rhode Island extends state veterans benefits to American merchant marine members who were legal residents at enlistment with six months of service, and names the merchant marine in the veterans home, the disabled veteran plate and the sportsman statutes.

Rhode Island residence at enlistment and six months of service. Section 30-22-2 requires the merchant marine member to have been a legal resident of Rhode Island at the date of enlistment and to have served at least six months, with an exception where the member died before completing six months. No disability rating is involved, so the rating filter never hides this benefit.

Rhode Island Dependents’ Education Fund

Education & EmploymentRhode Island · State

Tuition and books for a child or surviving spouse of a veteran who died of a service-connected disability, or died of any cause while one was in existence, and for families of those missing or held prisoner. A child must enter between 16 and 26.

Death from a service-connected disability, or from any cause while one existed. The fund reaches families of a veteran who died from hostile action, from a service-connected disability, or from any cause while such a disability was in existence. That third limb does not require the disability to have caused the death. No disability rating applies to the student, so the rating filter never hides this benefit.

Rhode Island Disabled Veteran Registration, License Fee Exemption and Plate

MiscellaneousRhode Island · State

No annual registration fee and no driver license fee, plus a Disabled Veteran plate, on four alternative gates: amputation, loss of use of a limb, a VA vehicle grant, or a 100 percent rating or individual unemployability.

Individual unemployability, as an express alternative. The statute accepts VA documentation that the veteran is considered individually unemployable due to a service-connected disability as an equal alternative to a combined rating of one hundred percent. A veteran paid at the total rate through unemployability qualifies on the statute rather than on a policy.

Rhode Island Family Military Leave

Education & EmploymentRhode Island · State

Up to 30 days of unpaid leave for the spouse or parent of a person called to service for more than 30 days, at employers with more than 50 staff, and 15 days at employers with 15 to 50. Accrued vacation has to be used first.

Spouse or parent of a person called up for more than thirty days. The leave runs to an employee who is the spouse or parent of a person called to military service lasting longer than thirty days under orders of the Governor or the President. Children, siblings and domestic partners are outside it. No disability rating is involved, so the rating filter never hides this benefit.

Rhode Island Hunting and Fishing Licenses for Veterans and Service Members

MiscellaneousRhode Island · State

A free continuing license for a 100 percent disabled veteran, at the licensing authority’s discretion, once applied for and never renewed. A serving member’s existing license runs six months past discharge, and members buy at resident rates.

A 100 percent disabled veteran. The free continuing license goes to a person who was part of the armed forces and is now a one hundred percent disabled veteran, or to any person who is one hundred percent permanently disabled. Unlike 31-6-8, the section does not name individual unemployability, so a veteran paid at the total rate through unemployability should ask the department rather than assume either answer.

Rhode Island In-State Tuition for Service Members, Veterans and Families

Education & EmploymentRhode Island · State

Resident tuition rates without any waiting period for active duty members with more than 30 days of service, their spouses and dependents, any veteran eligible for the GI Bill, and transferees and Fry Scholarship recipients living in the state.

Thirty days of active duty, or injury before thirty days. An active duty member of the uniformed services with more than thirty days of service qualifies, as does a member whose injury on active duty caused their service to be shorter than thirty days. Spouses and dependents of the first group are included. No disability rating is involved, so the rating filter never hides this benefit.

Rhode Island Military Funeral Honors

Death & Survivor BenefitsRhode Island · State

The adjutant general furnishes a firing squad on the family’s request for a wartime veteran’s funeral, and where possible a bugler to play Taps live. The statute forbids a recording.

Wartime service and an honorable discharge, on request. The duty arises on request by the family or by a veterans’ organization authorized to conduct the funeral, for an honorably discharged deceased member of any of the wars in which the United States has been engaged. No disability rating is involved, so the rating filter never hides this benefit.

Rhode Island Military Service Pension Income Exemption

MiscellaneousRhode Island · State

Military service pension income is subtracted from Rhode Island taxable income in full, with no income cap, no age test and no dollar ceiling, for tax years beginning January 1, 2023 and after.

No income limit and no ceiling. The military service pension modification has no adjusted gross income cap, no age requirement, and no dollar ceiling, unlike the general retirement modification in 44-30-12(c)(9). Subsection (c)(11)(iii) caps the modification alone or together with (c)(9) at the amount of the military pension received.

Rhode Island National Guard Tuition Waiver

Education & EmploymentRhode Island · State

Five courses a semester waived at any Rhode Island state college or university for a Guard member in good standing, through a master’s degree. The whole program is capped at $100,000 a fiscal year for the entire state.

Active Rhode Island National Guard membership in good standing. The member must be actively and satisfactorily participating in all unit training assemblies and annual training periods as certified by the adjutant general, and be a student in good standing. No disability rating is involved, so the rating filter never hides this benefit.

Rhode Island Prisoner of War Property Tax Exemption

HousingRhode Island · State

A further $15,000 exemption, by town ordinance, for a veteran VA has classified as a prisoner of war and for the unmarried widow or widower. Westerly runs to $68,000. No disability rating is involved.

A VA prisoner of war classification. The gate is classification or determination as a prisoner of war by VA. There is no disability rating and no minimum length of captivity, so the rating filter never hides this benefit.

Rhode Island Property Tax Exemption for a Surviving Spouse of a Veteran

Death & Survivor BenefitsRhode Island · State

The veterans exemption runs in terms to the unmarried widow or widower, and Rhode Island defines unmarried generously: a remarriage that was void, ended in death, or was annulled or dissolved does not bar the benefit.

Unmarried widow or widower of a qualifying veteran. The survivor holds the exemption in their own right on property they own. No disability rating is involved anywhere in the section, so the rating filter never hides this benefit.

Rhode Island Reemployment Rights and Seniority Credit for Time Served

Education & EmploymentRhode Island · State

A former employer must reinstate a veteran who asks within 40 days of discharge, on penalty of a fine, and a veteran reemployed within a year receives additional seniority equal to the whole time served.

Request reinstatement within forty days of discharge. Section 30-21-1 conditions the state reinstatement right on a request made within forty days after honorable discharge, by an employee still qualified to perform the duties. No disability rating is involved, so the rating filter never hides this benefit.

Rhode Island Specially Adapted Housing Property Tax Exemption

HousingRhode Island · State

Two different exemptions for a VA specially adapted housing grant. One gives $10,000 of value. The other exempts the homestead from all taxation, and the difference between them is whether the total disability is also permanent.

A VA specially adapted housing grant. Both exemptions require that the veteran received assistance from VA in acquiring specially adapted housing. Subsection (i) also reaches a homestead acquired or modified with the proceeds of selling a previous grant-assisted homestead. No combined rating percentage appears, so the rating filter does not hide this benefit.

Rhode Island Totally Disabled Veteran Property Tax Exemption

HousingRhode Island · State

A further $10,000 exemption for a veteran VA-determined totally disabled through a service-connected disability, but only where the city or town has passed an ordinance. Cranston runs to $250,000 of value; a town that has adopted nothing gives none of it.

VA-determined total disability through service connection. The gate is a VA determination under applicable federal law that the veteran is totally disabled through a service-connected disability. The section names no percentage and does not address individual unemployability, and separate town provisions in Bristol, Warren, Barrington and Warwick reach partial disability, so the rating filter does not hide this benefit.

Rhode Island Tuition Waiver for Disabled Veterans

Education & EmploymentRhode Island · State

Free tuition at any public institution of higher education in Rhode Island for a permanent resident veteran rated between 10 and 100 percent disabled. The 10 percent floor is the lowest disability gate in this catalog.

A VA-rated disability of 10 percent to 100 percent. The statute requires proof of a VA-rated ten percent to one hundred percent disability as a result of military service. A non-compensable zero percent rating is outside it. This is the lowest disability tuition gate in this catalog.

Rhode Island Veteran Designation on a License, and the Retail Discount Right

MiscellaneousRhode Island · State

A "veteran" marking on a Rhode Island license or ID, which the statute gives the same validity as a military identification card for preferential treatment in retail establishments, and which waives public animal shelter adoption fees.

A DD214 and verification of an honorable discharge. The designation requires a DD Form 214 or other acceptable documentation of military service plus verification of an honorable discharge. The statute opens no route for a general discharge. No disability rating is involved, so the rating filter never hides this benefit.

Rhode Island Veterans Memorial Cemetery

Death & Survivor BenefitsRhode Island · State

Burial at Exeter at no cost to the veteran, with two years of service enough on its own and six years in the Guard or Reserve enough for a member and spouse. The State pays the bridge tolls for a funeral procession from Aquidneck Island.

Two years of honorable service, or federal national cemetery eligibility. The statute makes eligible any person who served at least two years in the Army, Navy, Air Force, Coast Guard, Space Force, or Marine Corps whose service terminated honorably, on top of rules that must be consistent with 38 U.S.C. § 2402. No disability rating is involved, so the rating filter never hides this benefit.

Rhode Island Veterans Property Tax Exemption

HousingRhode Island · State

A statutory $1,000 exemption, and a further $1,000 for a totally disabled veteran, which roughly three dozen cities and towns replace with their own figure, from a $182.90 tax credit to $40,500 of value. Cold War service with no war or conflict qualifies.

Wartime or Cold War service, including peacetime. The section covers the named wars and conflicts, service in uniform during the Cold War between 1947 and 1991 including members who did not serve in a declared war or conflict, and service in any conflict or undeclared war. No disability rating is required, so the rating filter never hides this benefit.

Rhode Island Veterans Transitional Supportive Program for Homeless Veterans

HousingRhode Island · State

Domiciliary care for homeless veterans at the Bristol home at a maintenance fee of 10 percent of monthly gross income instead of the usual 80 percent of net, with extended beds at 30 percent for up to four months.

Ten percent of monthly gross income, or thirty percent for an extended bed. A veteran in the program pays ten percent of monthly gross income from whatever source derived, taxable or not, in place of the ordinary eighty percent of net income fee. Extended V.T.S.P. beds carry thirty percent and may not be occupied for more than four months.

Rhode Island Veterans’ Assistance Fund

MiscellaneousRhode Island · State

State assistance for worthy dependent veterans and for widows, widowers and dependent children of deceased veterans, plus free preparation of VA claims. The director may require a veteran with no dependents to enter the Bristol home to receive it.

An honorably discharged veteran, or the family of a deceased one. The fund assists worthy dependent veterans, the dependent-worthy families of veterans, and the widows, widowers and dependent children of deceased veterans, where the veteran served and was honorably discharged. No disability rating is required, so the rating filter never hides this benefit.

Rhode Island Veterans’ Home

Health careRhode Island · State

Nursing and assisted living at Bristol for a wartime or campaign veteran with 90 days of service who entered from Rhode Island or has lived there two years. The maintenance fee is 80 percent of net income, and an intestate resident’s estate goes to the State.

Ninety days spanning a war or a campaign, or a shorter tour with a service-connected condition. Ninety days or more of service that began or ended during a foreign war or a campaign for which a campaign medal is issued, with an honorable discharge. Less than ninety days qualifies where the veteran was honorably discharged and acquired a service-connected disability or disease as a result. No rating percentage applies, so the rating filter never hides this benefit.
