Choose a level. State is what this state provides everywhere. A county or city page adds its own level. Federal is always last.

A filter hides a benefit only when that benefit has a rating gate and the rating you set misses it. A benefit with no rating gate stays on the list. Who it is for means who can receive the benefit in their own right; a survivor is the family of a veteran or service member who died, and a child of one is listed under both. This is not an eligibility decision.

CalVet Home Loan

HousingCalifornia · State

A home loan the state originates and services itself, for a home in California, open after 90 days of active duty (not training) with a discharge under honorable conditions and no prior California residency requirement; manually underwritten with no minimum credit score, and CalVet keeps the servicing for the life of the loan.

90 days of active duty and a discharge under honorable conditions. Any rating, including none, qualifies for the loan itself. On a CalVet/VA loan the federal VA funding fee is not collected from a veteran receiving VA compensation. The rating filter does not hide this benefit.

California College Fee Waiver for Veteran Dependents

Education & EmploymentCalifornia · State

Mandatory systemwide tuition and fees waived at any California Community College, California State University, or University of California campus, for the child, spouse, or unmarried surviving spouse of a veteran with a service-connected disability. Four plans, and only one of them has an income limit.

Plan A needs a total disability, Plan B accepts any service-connected disability. Plan A requires a total service-connected disability or death from service-related causes, plus wartime or campaign service. Plan B accepts any service-connected disability and adds an income test on the child. Because Plan B has no rating floor, the rating filter does not hide this benefit.

California County Burial of Indigent Veterans

Death & Survivor BenefitsCalifornia · State

Each county must designate a veteran or veterans remains organization to give a decent burial, outside any pauper section, to an indigent, abandoned or unclaimed veteran or dependent who dies in the county, and must keep the grave up. The county pays at most $350 a burial.

Honorably discharged veteran, spouse or dependent without means. The deceased must be an honorably discharged veteran, or a spouse or eligible dependent, who was indigent, abandoned or unclaimed or left too little for burial. No rating is needed.

California County Veterans Service Offices

MiscellaneousCalifornia · State

Every county can appoint a county veterans service officer, paid partly by CalVet, who must help any veteran or dependent with a federal or state claim for free. From January 1, 2027 a vacancy must be filled within 12 months and the officer accredited within nine.

Veteran, qualified former member, or dependent. Any veteran, any former member eligible for a federal veterans benefit, and the dependents of a deceased one can use the office. No rating is needed.

California Disabled Veteran Business Enterprise Program

Education & EmploymentCalifornia · State

State departments carry a participation goal of at least 3% of annual contract dollars for certified disabled veteran business enterprises, and bids that propose DVBE participation get an incentive. Certification needs a 10% or higher rating, California domicile, and 51% ownership plus daily control by disabled veterans.

At least a 10% service-connected disability, domiciled in California. The owner has to have at least a 10% service-connected disability and be domiciled in California. Ownership of at least 51% and control of daily operations by disabled veterans are separate gates the rating filter does not test.

California Disabled Veteran License Plates and Registration Fee Exemption

MiscellaneousCalifornia · State

Disabled Veteran plates on one vehicle, with registration and license fees waived on that vehicle, plus disabled parking privileges. The test is a 100% rating for a condition that impairs mobility, or loss of use of a limb, or permanent blindness.

100% rated for a condition that impairs mobility. One path is a 100% rating from VA or the discharging service, for a diagnosed disease or disorder that substantially impairs or interferes with mobility. The exemption covers one vehicle at a time.

California Disabled Veterans' Property Tax Exemption

HousingCalifornia · State

For the January 1, 2026 lien date, $180,671 comes off the assessed value of the home a disabled veteran lives in, or $271,009 when household income is $81,131 or less. From the January 1, 2027 lien date through 2031, SB 296 replaces that with 50% of the first $1,000,000 of the home's full value, or 100% of it at the income limit.

100% service-connected. The exemption is a dollar amount off the assessed value of the principal residence, not the entire tax bill. One path is a VA rating of 100%.

California Distinguished Veteran Pass

MiscellaneousCalifornia · State

A free pass covering vehicle day use, family camping, and boat use at over 100 California State Parks units, for a California resident veteran with a 50% or higher wartime service-connected rating, a former prisoner of war, or a Medal of Honor recipient. Valid five years.

Combined rating of 50% or greater, incurred during wartime. The rating path is an overall combined service-connected rating of 50% or greater, incurred during wartime or during operations against a foreign power. A peacetime 50% rating does not qualify, and the rating filter cannot test when the disability was incurred.

California Free Recording and Copies of Discharge Papers

MiscellaneousCalifornia · State

No public office in California may charge to record, index or certify a DD-214 or other discharge document, or for a certified record used in a VA or state veterans benefit claim. Only the veteran, family, a representative, a veterans office or a federal official can get a copy.

Discharge papers. Any veteran can record a discharge free. Copies go only to the people the statute names.

California Military Diversion and Veterans Sentencing

MiscellaneousCalifornia · State

A current or former service member charged with a crime and suffering from PTSD, TBI, military sexual trauma, substance abuse or a mental health problem from service can get up to two years of pretrial diversion and a dismissal, or treatment on probation with a path to early termination and dismissal. No discharge test applies.

Current or former service member with a service-related condition. The defendant must be or have been a member of the U.S. military and may be suffering from a qualifying condition as a result of service. No rating or discharge test applies.

California Military Retirement and Survivor Benefit Income Exclusion

MiscellaneousCalifornia · State

For tax years 2025 through 2029, up to $20,000 of uniformed-services retired pay or Survivor Benefit Plan annuity income is excluded from California taxable income, for a filer with federal adjusted gross income up to $125,000, or $250,000 on a joint return. Before 2025 California taxed all of it.

Federal adjusted gross income under $125,000, or $250,000 filing jointly. The only eligibility gate is the federal adjusted gross income cap. There is no disability rating test. The rating filter does not hide this benefit.

California Pets for Vets: No Adoption Fee at Public Shelters

MiscellaneousCalifornia · State

Every California public animal shelter must waive the adoption fee for a dog or cat when the adopter shows a driver licence or ID card marked VETERAN. A shelter may limit it to one dog and one cat every six months.

VETERAN on a California licence or ID. The only test is a California driver licence or ID card marked VETERAN. No rating is needed.

California Reduced-Fee Hunting and Fishing Licenses for Disabled Veterans

MiscellaneousCalifornia · State

A 365-day sport fishing license for $10.54 in 2026, against $64.54 for a resident license, plus a matching reduced-fee hunting license, for a veteran with a 50% or higher service-connected rating. A recovering service member pays the same.

Service-connected rating of 50% or greater. The veteran path is an honorable discharge plus a service-connected disability rating of 50% or greater. Prequalification with the department is required before the reduced fee can be charged.

California Veteran Business License Fee Exemptions for Vendors and Sole Proprietors

MiscellaneousCalifornia · State

A veteran with an honorable discharge, or a release from active duty under honorable conditions, can hawk, peddle and vend goods the veteran owns without paying any license, tax or fee, city, county or State, and an honorably discharged California veteran who is the sole proprietor of a business selling goods or services pays no local business license fee, charter cities included.

California Veterans' Preference for State Civil Service Jobs

Education & EmploymentCalifornia · State

Passing an open state civil service examination places an eligible veteran in rank 1 of the eligibility list, whatever the score. It applies only on first entry into state service and stops once the person holds permanent civil service status.

Veteran status, an open exam, and no permanent civil service status. No rating is required for the preference. The spouse path requires a 100% disabled veteran. The gates the rating filter cannot test are the open-exam requirement and the bar on anyone who already holds permanent civil service status.

California Veterans' Property Tax Exemption

HousingCalifornia · State

A $4,000 exemption for a wartime or campaign veteran, a surviving spouse, or a qualifying parent. The claimant may not own more than $5,000 of property in total, or $10,000 if married, which is why almost nobody can use it.

Wartime or campaign service, plus a $5,000 or $10,000 property cap. No disability rating is required. The gates are the service period, California residence on the lien date, and an aggregate property cap of $5,000 for a single claimant or $10,000 for a married couple. The rating filter does not test any of those.

Veterans Homes of California

Health careCalifornia · State

Eight state veterans homes running independent living, assisted living, memory care, and skilled nursing. Admission needs an other-than-dishonorable discharge, eligibility for VA care, California residency at the time of application, medical insurance, and age 55, homelessness or a disability. A 70% or higher rating may move an applicant up the priority list.

Service, discharge, California residence, and need for care. Admission does not require a rating. A rating of 70% or more is a discretionary priority category under Military and Veterans Code section 1012, behind Medal of Honor recipients and former prisoners of war. The rating filter does not hide this benefit.
