The annual vehicle licence and registration fee is waived for a veteran at one hundred percent or individually unemployable, for any registered World War II, Korean War or Vietnam War veteran regardless of disability, and for holders of named valor decorations.
One hundred percent or unemployable is one route. 16 GCA § 7160(e)(1)(A) waives the fee for a veteran determined by VA to be one hundred percent disabled or individually unemployable due to service-connected injuries, certified by the Guam Office of Veterans Affairs. It is recorded as a note rather than a gate because the era and decoration routes need no rating.
The driver license fee is waived outright for veterans, serving members, reservists and retirees, and for a spouse, legal guardian, surviving spouse or Gold Star parent. No rating is required.
No rating requirement for the veteran. 16 GCA § 3102.1 waives the driver licence fee for veterans as defined in § 7120.2(b), including those serving or who have served on active duty, reserve component members and retirees. No disability percentage is involved.

100% disabled veteran per the S5 and SD rows. One path to the county’s $121,812 exemption is a 100% rating; the age-65 SD row adds the state’s 100-percent home-and-ten-acres rule. Statutory awards for loss of limbs or sight are other paths the filter does not test.
