Hamilton County Recorder: Free DD-214 Recording and Veteran ID Card
The Recorder records a discharge free and issues a free veteran ID card by appointment, but asks for an "honorable" discharge where the statute bars only a dishonorable one, and leaves the DD-214 itself off its list of accepted identification.
Also called: DD-214, DD214, county recorder, veteran ID card, veterans identification card, discharge, veteran discounts.
Recording. The Hamilton County Recorder, County Administration Building, 138 East Court Street, Room 205, Cincinnati, never charges to record a military discharge, as Revised Code 317.24 requires; see the Ohio entry on county recorders. The office has recorded discharges since 1862.
The ID card. A veteran who has recorded the discharge there can have a free veteran ID card with photograph, service dates and the document number, by appointment on the quarter hour, weekdays 8 a.m. to 3:45 p.m. (Tammy, 513-946-4567). The Recorder also lists businesses that give veteran discounts.
Where the page narrows the statute. It says the veteran must have recorded a "military honorable discharge". Section 317.241 refuses the card only where the discharge is dishonorable, so a veteran with a general or other than honorable discharge is eligible and should cite the section. The page also says "the only forms of identification the State will allow" are a birth certificate, VA or military ID, Social Security card, concealed carry licence, driver's licence, state ID or passport, two of which are needed. The statute's list, 317.241(D), also includes the armed forces discharge record itself, so a recorded DD-214 and one of the others are enough.
