Hampton taxes one vehicle of a veteran with limb loss, blindness, or a permanent and total service-connected disability at $0.000001 per $100. The limb loss and blindness routes need no rating.

Also called: car tax, reduced rate, personal property, amputee, blind.

For: Veteran or service member.

Where it applies

Written for the jurisdictions listed here.

Hampton uses the local option in Code of Virginia section 58.1-3506(A)(19), in sections 37-161 to 37-163 of the City Code. The Commissioner of the Revenue's page gives the rate as $0.000001 per $100 of assessed value on one motor vehicle owned and regularly used by the veteran. The class is stated as alternatives: a veteran who has lost, or lost the use of, one or both legs, or an arm or a hand, or who is blind, or who is permanently and totally disabled due to a service-connected disability. Limb loss or blindness qualifies at any rating. The city code follows the statute and asks for a written statement from the Virginia Department of Veterans Services. The Commissioner's page instead asks for VA certification and a Summary of Benefits letter, a Department of Defense or VA identification card, and a driver's license. A veteran with no DoD or VA ID card, or whose VA letter does not describe the limb loss or blindness, should bring the DVS statement the code names. The statewide exemption for one vehicle of a veteran rated 100% permanent and total is on the same page, with the same documents.
