Where it applies

Written for the jurisdictions listed here.

The Veterans Service Commission of Hamilton County is the county's commission under Revised Code chapter 5901; see the Ohio entry on county veterans service commissions. Since early 2026 it has been at Hamilton County Central, 1701 Patricia McCollum Way, Cincinnati 45237 (formerly 1701 Mercy Health Place, off Reading Road and the Norwood Lateral), 513-946-3300, [email protected]. Service hours are weekdays 8 a.m. to 3:30 p.m., and walk-ins are welcome. Its board has eight members rather than the usual five: Revised Code 5901.021 lets the commissioners of a county of more than 500,000 people add up to six members appointed by them, and Hamilton County's board has three commissioners at large beside the five named by veterans organizations. What it pays. Rent and mortgage, electric, gas and water bills, food and household needs, medical and prescription costs, and transportation, paid to the landlord, lender or vendor. Its 2026 minutes say the department now also offers credit and budget counselling, job readiness training, bus passes and limited legal aid, and no longer waits until a veteran faces eviction, foreclosure or a shut-off before helping. The commission's own rules, from its application packet. The applicant must have lived in the county 90 days, must show an "immediate, unexpected, financial hardship" such as a lost job, a death, an illness or an emergency repair, and must have household income at or below 250% of the federal poverty guideline (the packet lists $39,900 for one person and $54,100 for two). Its minutes of June and July 2026 say the commission has raised that ceiling to 300% of the guideline and that a refusal on income can be appealed, but the packet posted on October 2, 2026 still prints 250%; a household between the two figures should apply and cite the minutes. An application is good for 15 days. A landlord must be registered with the County Auditor and may not be a relative. Assistance is not an entitlement or a recurring income. How to apply. Apply online at hcvsc.org or bring the packet to an appointment with a government photo ID, every DD-214, proof of 90 days' county residence, 60 days of income for every adult in the home, 60 days of bank transaction history, the bill or notice, and for renters the landlord statement and W-9. A refusal can be appealed up the staff and then to the board at a regular meeting. Who qualifies. The packet states the statute's test: a veteran who served on active duty other than for training with a discharge under honorable conditions, an active-duty member, or the spouse, surviving spouse, dependent parent, minor child or ward of either (Revised Code 5901.01 and 5901.08). Its checklist asks for an honorable or general discharge on the DD-214. No rating is needed. The statute sets no income figure; the ceiling is the commission's.
