The Nolan County Commissioners Court (County Judge Whitley May) heard the Veterans Service Office in its July 7-8, 2026 budget workshop and adopted, with every member voting for it, a 2027 budget with $141,628.80 for the office on August 24, 2026; its 35 minutes of August 2025 to October 2026 record no other veterans item. No benefit was adopted, narrowed or repealed.
No eligibility - a board record. The record documents the county’s veterans-services administration; it grants no individual entitlement.
A Norfolk Circuit Court treatment docket for a justice-involved veteran. It is not a general disability benefit.
Justice-involved veteran. The docket is for a veteran with a case in the Norfolk Circuit Court who is accepted into it. A disability rating is not the test.
Norfolk exempts one vehicle of a veteran who meets the statewide 100% permanent and total test. Its page borrows the limb loss and blindness wording of a separate state option the city has not adopted, so those veterans below 100% get nothing extra.
100% permanent and total. One vehicle owned and regularly used by the veteran or spouse, where the veteran meets Code of Virginia § 58.1-3668: 100% service-connected, permanent, and total. One path is a VA rating of 100% that is service-connected, permanent, and total.
Free parking at Norfolk on-street meters for a vehicle with Purple Heart, valor medal, Medal of Honor, Prisoner of War, or Pearl Harbor Survivor plates, and for an unremarried surviving spouse with most of those plates. Disabled Veteran plates are not on the list.
Medal, Prisoner of War, or Pearl Harbor plates. The vehicle displays one of the listed plates issued to the veteran or an unremarried surviving spouse. No disability rating is involved.
A retiree with five or more years of creditable service as of August 12, 1989 pays no North Carolina income tax on their federal or military retirement benefits. It comes from a court settlement rather than a tax break, and it has no service-length or rating condition.
Five or more years of creditable service as of August 12, 1989. The exemption turns entirely on having vested by that date. There is no disability rating test, no minimum career length, and no income test, so the rating filter never hides this benefit.
North Carolina counties may run a veterans services programme, affiliated with the State Department of Military and Veterans Affairs and partly paid for by it. Accredited service officers file and appeal VA claims and certify State benefits such as the property tax exclusion, free of charge.
Veteran, service member or family member in North Carolina. No rating, discharge or fee test. Each county decides whom its office serves, usually its own residents.
Every Register of Deeds in North Carolina has to record a military discharge and provide certified copies to the veteran free of charge. It is small, it is universal, and it solves the problem of a lost DD-214.
Possession of a discharge document. Any veteran with a discharge document may have it recorded and obtain free certified copies. No rating, fee, or deadline applies, so the rating filter never hides this entry.
A lifetime hunting and fishing license for a resident veteran rated 50% or more, for a one-time nominal fee instead of an annual one. It stays valid for life, as long as the rating stays at 50% or above.
Service-connected rating of 50% or more. The license requires a VA rating of fifty percent or more and North Carolina residency. The license is lifetime in duration but stays valid only so long as the rating remains at 50 percent or above.
Military retired pay is fully deductible from North Carolina taxable income for a retiree with 20 or more years of service or who was medically retired, and for a Survivor Benefit Plan beneficiary of such a retiree. Effective from the 2022 tax year.
20 years of service, or medical retirement under 10 U.S.C. Chapter 61. The deduction tests length of service or the basis of retirement, not a disability rating percentage. A medically retired service member qualifies whatever their rating, and a 20-year retiree with no rating qualifies too. The rating filter never hides this benefit.
A state pension of $105 a month at 20 years of creditable service, rising $10.50 for each additional year to a $210 ceiling, from age 60, for a Guard member with 15 years in the North Carolina Guard. It is paid on top of federal reserve retired pay, but not to anyone drawing regular-component retired pay.
20 years of creditable service, 15 in the North Carolina Guard, and age 60. G.S. 127A-40: age 60 or older, 20 or more years of creditable service under the non-regular retirement test, at least 15 years in the North Carolina National Guard, an honorable discharge from it, and no regular-component retired pay. No disability rating is involved, so the rating filter never hides this benefit.
A disabled veteran's vehicle altered with special equipment for a service-connected disability is exempt from North Carolina's vehicle property tax, if the veteran is entitled to VA automotive adaptive equipment. Apply to the county assessor on form AV-10V within 30 days of the date the tax is due. A 2025 bill to exempt any vehicle of a 100% rated veteran has not passed.
Entitled to VA automotive adaptive equipment, on an altered vehicle. The veteran must be entitled to special automotive equipment for a service-connected disability under 38 U.S.C. 3901, and the vehicle must be altered with special equipment. No rating percentage is tested, so the rating filter never hides this entry.
Six dollars off a state park campsite per night for any veteran or service member, a discounted entrance fee at the Falls, Jordan and Kerr Lake recreation areas, and, since Session Law 2024-45, a free annual pass for a veteran with a service-connected disability.
Veteran status for the discount; a service-connected disability for the free pass. The camping and entrance discounts test veteran or military status only; the free annual pass needs an honorable or under honorable conditions separation and a VA-certified service-connected disability at any rating, or specially adapted housing. The rating filter never hides this benefit.
A free VETERAN designation on a driver license or identification card with proof of an honorable discharge. An active-duty member stationed outside the state can renew a military-designation licence by mail twice, and a commercial licence test can be waived for recent military truck driving.
A discharge document. The designation requires a discharge document showing an honorable discharge. No disability rating is involved, so the rating filter never hides this benefit.
A free 100% Disabled Veteran plate, for a car and a motorcycle, at a 100% rating or individual unemployability paid at 100%, and a Partially Disabled Veteran plate below it at no extra fee. Legion of Valor (Medal of Honor), Ex-POW, Silver Star and Bronze Star with V plates are free too; Purple Heart and Gold Star plates carry no extra fee but pay the regular registration.
100% service-connected, for the free Disabled Veteran plate. The free 100% Disabled Veteran plate requires a combined rating of 100 percent, or individual unemployability paid at the 100 percent rate, shown on a VA letter no more than a year old. A veteran below 100 percent takes the Partially Disabled Veteran plate, which carries no additional fee.
Every county must appoint and pay a service officer, accredited within twelve months. They are the front door to every state grant and loan North Dakota offers, and they cost nothing.
Every county must have one. Section 37-14-18 requires each county’s board of commissioners to appoint, employ and pay a county veterans’ service officer, full-time or part-time. One individual may serve more than one county, and the appointment follows the veterans’ preference.
Needs-based grants paid straight to the provider for dental, optical, hearing, medical travel and housing costs, capped at $5,000 a year. Funded by the interest on a permanent trust fund rather than an appropriation.
Income and asset limits set by policy, not by statute. Eligibility turns on veteran status, North Dakota residency, income and asset limits set by the administrative committee on veterans’ affairs, and documented need. The limits are not in the Century Code, so ask a county veterans’ service officer for the current figures.
A $10 fishing licence and a $10 combined hunting licence for a resident veteran at 50 percent or more. A resident on active duty and on leave may hunt small game, fish or trap with no licence at all.
Fifty percent for the discounted licences. Both the $10 resident fishing licence and the $10 combined general game, habitat stamp, small game and fur-bearer licence require a resident disabled veteran with at least a fifty percent service-connected disability. The figure is fifty, not one hundred.
Military pay is subtracted from North Dakota taxable income, and the definition reaches pay for training, education, mobilization, bonuses, and state pay for emergency state active duty.
Training, education, mobilization, bonuses and emergency state duty. The statutory definition of military pay covers all federal pay for training, education, mobilization and bonuses, plus state pay when called to support an emergency on state active duty. Drill pay, annual training and enlistment bonuses are inside it.
Military retired pay is subtracted from North Dakota taxable income in full, with no cap, no age test, no residency window and no sunset. The same subtraction covers a survivor annuity.
No cap, no age test, no years limit. Section 57-38-30.3(2)(r) subtracts retired military personnel benefits in full to the extent included in federal taxable income. There is no percentage, dollar ceiling, age threshold, earned-income condition, residency window or termination date.
No registration fee on two vehicles and no motor vehicle excise tax for a veteran at 100 percent or paid at the 100 percent rate. The veteran may take a plain plate that does not identify them as disabled.
A 100 percent service-connected disability. One route is a one hundred percent service-connected disability as determined by VA. A second is a disabled veteran under Public Law 79-663, the federal automobile grant provision at 38 U.S.C. 3901, which carries its own qualifying conditions rather than a combined rating.
A free lifetime park pass for a resident veteran at 50 percent or more and for a former prisoner of war, and a $28 annual pass for a resident veteran with any service-connected disability.
Fifty percent for the free lifetime pass. A North Dakota veteran with a service-related disability of fifty percent or greater is eligible for a free annual lifetime state park entrance pass, on a current VA Summary of Benefits letter.
The veterans plate is gated on cemetery eligibility, not on the general veteran definition, and costs $15 plus $10 a year that funds the cemetery. A Purple Heart recipient pays neither.
The plate follows cemetery eligibility. The veterans’ number plate goes to individuals eligible for interment in the North Dakota veterans’ cemetery under 37-03-14, which names national guard and other reserve component members in their own right, rather than to the general definition of veteran in 37-01-40.
A loan of up to $8,000 from a permanent state trust fund at 8 percent over up to four years, with half the interest refunded if it is repaid on time. Current Guard and reserve members qualify.
A serving Guard or reserve member qualifies. Chapter 37-14 defines veteran to include a veteran under 37-01-40(1), anyone VA has assigned a service-connected disability rating, current members of the national guard or reserve, and former members discharged under other than dishonorable conditions.
Three adjusted compensation chapters are still printed in the Century Code and all three application windows have shut, the last on June 30, 2021. Nobody can apply for any of them now.
All three application windows have closed. Chapter 37-27 closed on December 31, 1994. Chapter 37-26 closed six months after the end of its period of service. Chapter 37-28 closed on June 30, 2021, with a six-month extension only for a soldier mobilized on that date. The chapters remain printed in the Century Code.
A disabled veteran rated 50 percent or more who owns property or lives in the North Peninsula Recreation Service Area (Nikiski) can use the Nikiski Pool and the NPRSA exercise room free during open hours, on a VA letter approved by the Recreation Director. Rentals, courts and the waterslide are excluded.
50 percent or more, on a VA letter. The VA letter must state an honorable discharge, a rating of 50 percent or more, a line-of-duty disability and whether it is permanent; a letter for a disability that is not permanent is renewed every year.

In Northampton County the Office of Veterans Affairs, not the Recorder of Deeds, records a veteran's discharge free and gives certified copies at any time. Nuckolls County keeps no section 80-102 aid fund; it budgets veterans aid as a $5,000 general fund line ($639.67 spent in 2024-2025) and a $500 line in the office budget, and its page still asks for wartime service and an honorable discharge, tests the 2024 amendment changed.
Veteran, spouse, surviving spouse or minor child in need. Section 80-102 as amended in 2024: honorable or general service, a year in Nebraska and six months in Nuckolls County, and need the committee assesses; the county page’s wartime test no longer applies. No rating is required.
Nuckolls County’s Veterans Service Office in the Nelson courthouse, open Mondays and Tuesdays under Veterans Service Officer Kady Schnitker, files VA claims, places a bronze flag holder on veterans’ graves, records DD-214s and orders a Presidential Memorial Certificate for every deceased county veteran.
Any Nuckolls County veteran or dependent. Claims help, grave flag holders and DD-214 registration need no rating; the rating filter never hides this entry.
