Where it applies

Written for the jurisdictions listed here.

The Northampton County Office of Veterans Affairs is the office every Pennsylvania county must have: a director of veterans affairs appointed by the county (16 Pa.C.S. 15524). See the Pennsylvania entry on county directors. It is part of Human Services. Director Alex Carrillo; Human Services Building, 2801 Emrick Boulevard, Bethlehem PA 18020; 610-829-4875. What it does. It takes applications for the State's Veterans' Temporary Assistance, up to $1,600 for the necessities of life, and for the disabled veterans' real estate tax exemption; pays the county burial allowance and arranges headstones and Memorial Day flags and markers (see that entry); records discharges (see that entry); and issues a free veteran ID card, accepted as proof of veteran status by participating Northampton County businesses. Human Services told County Council in January 2026 that the office would add the Columbia Suicide Severity Rating Scale to its screening this year. The tax exemption, as the page puts it. The page correctly says that since August 16, 2024 all veterans' benefits are left out of the income test, and a veteran previously denied on income should reapply. But it gives the presumption of need as $108,046; the figure from January 1, 2025 is $114,637, so an applicant earning between the two is presumed to need the exemption and should not be turned away. It lists the paths as 100% permanent and total, individual unemployability, or service-connected blindness, paraplegia or the loss of two or more limbs, which matches 51 Pa.C.S. 8902. See the Pennsylvania entry.
