Every jurisdiction in this catalog has entries whose figures move when a bill passes, whose act takes effect on a later date, or whose program is repealed while its agency keeps advertising it. This page watches each jurisdiction's law, follows a bill through its own jurisdiction's process where its stages are recorded, and names the catalog entries each instrument touches.
4 instruments in Federal. Tracked across 51 jurisdictions. Every other jurisdiction on the board is still watched by hand.
A bill that died is listed only where a guide, an agency, or a news story has described it as current law. That is the failure that puts a number in front of a veteran which no assessor, registrar, or school will honor.
▲Expands benefitsAdds Montgomery GI Bill Selected Reserve users under chapter 1606 to the veterans a public school must charge in-state tuition.
Signed December 12, 2025. Adds users of the Montgomery GI Bill Selected Reserve under 10 U.S.C. chapter 1606 to the covered individuals in 38 U.S.C. 3679(c), for academic periods beginning on or after August 1, 2026.
▲Expands benefitsRequires a state to treat a service member or spouse on military orders as licensed there on the strength of a licence held elsewhere.
Amended 50 U.S.C. 4025a generally, effective December 23, 2024. A service member or spouse who relocates on military orders and holds a licence in good standing elsewhere has it treated as valid for its scope of practice in the new state on application with the orders, a marriage certificate for a spouse and a notarized affidavit; a board that cannot act within 30 days may issue a temporary licence with the same rights. Licences held under an interstate compact follow the compact. State military spouse licensing entries that describe only the state procedure understate what a family on orders is owed. Veterans are outside the section.
▲Expands benefitsCreated presumptions of service connection for burn pit and other toxic exposures and added Agent Orange conditions.
Created the toxic exposure presumptions: burn pit and airborne hazard conditions, added cancers, and further Agent Orange conditions. A veteran who was denied before the presumption existed can be granted now, and a survivor can qualify on cause of death alone. The federal entries in this catalog describe compensation, health care, and DIC without describing the presumptive list, so a reader cannot tell from them that the gate moved.
▲Expands benefitsRemoved the three-year window after discharge from the rule that public schools charge covered veterans in-state tuition.
Struck "less than three years before the date of enrollment in the course concerned" from 38 U.S.C. 3679(c)(2)(A), for terms beginning on or after August 1, 2021. A veteran with ninety days of active service using a covered VA education benefit and living in the state must be charged the resident rate at a public institution however long ago the discharge was. State guides and at least one catalog entry still described the old window.
