Where it applies

Written for the jurisdictions listed here.

The Military Service Occupation, Education and Credentialing Act, Title 59, sections 4100 to 4100.8, binds every occupational licensing body in the state. Military training. Section 4100.4: each board "shall, upon presentation of satisfactory evidence of equivalent education, training and experience", accept training and experience from the armed forces, reserves or any state's Guard, "and apply it in the manner most favorable toward satisfying the qualifications". A board that fails to adopt rules for this "shall be deemed in violation of this act". Military spouses. Section 4100.5 requires every board to expedite endorsement for a military spouse whose service member is on active duty in Oklahoma or claims Oklahoma residence, by issuing the licence where the other state's requirements are substantially equivalent, or a temporary licence while the spouse completes anything Oklahoma requires that the other state did not. Moving here. Section 4100.8 lets an active duty member or spouse apply before transfer or discharge to Oklahoma, and requires the board to issue the licence "within thirty (30) days" if the other state's licence is in good standing and reasonably equivalent. Each board "shall waive the application fee" and the licence fees for the first period for the member and spouse. A member who works only on a base under a federal exemption does not need an Oklahoma licence. Deployment. Section 4100.6 lets a board keep a deployed member's licence in good standing, renew it "without... the payment of dues or fees" and waive continuing education where duty prevents it, for as long as the member is on active duty and at least a year after discharge. Several boards joined 2026 interstate compacts, including those for dentists and dental hygienists and for occupational therapists, which carry their own military spouse provisions. Federal law sets a floor under section 4100.8. For a service member or spouse who moves to Oklahoma because of military orders, 50 U.S.C. 4025a, as rewritten by Public Law 118-159 in December 2024, treats a licence in good standing from another state as valid for its scope of practice once the holder applies with the orders, a marriage certificate for a spouse and a notarized affidavit. It does not ask whether the other state's requirements are reasonably equivalent, and a board that cannot act within 30 days may issue a temporary licence with the same rights. Licences held through an interstate compact follow the compact. Veterans who have left service are outside the federal section and rely on the Oklahoma act.

Expands benefits Requires a state to treat a service member or spouse on military orders as licensed there on the strength of a licence held elsewhere.

Amended 50 U.S.C. 4025a generally, effective December 23, 2024. A service member or spouse who relocates on military orders and holds a licence in good standing elsewhere has it treated as valid for its scope of practice in the new state on application with the orders, a marriage certificate for a spouse and a notarized affidavit; a board that cannot act within 30 days may issue a temporary licence with the same rights. Licences held under an interstate compact follow the compact. State military spouse licensing entries that describe only the state procedure understate what a family on orders is owed. Veterans are outside the section.
