New Jersey Professional Licences for Military Spouses and Veterans

Every New Jersey licensing board must license a military spouse transferred here by endorsement or with a one-year temporary courtesy licence, teachers get a 180-day temporary certificate, boards must credit equivalent military training toward a veteran's licence, and Gold Star family members pay no licence fee.

Where it applies

Written for the jurisdictions listed here.

Military spouses. N.J.S.A. 45:1-15.5 requires each professional and occupational board under the Division of Consumer Affairs to issue a licence to a "nonresident military spouse", the spouse of an active duty member transferred to New Jersey, by endorsement or reciprocity or as a temporary courtesy licence. The spouse is entitled to the courtesy licence if he or she holds a current licence in a jurisdiction with equivalent requirements, has practised for two of the last five years, has a clean disciplinary record, and pays the fee and any background check. It lasts one year and the board may extend it for another. Federal law now does more than the courtesy licence for a family on orders. Under 50 U.S.C. 4025a, as rewritten by Public Law 118-159 in December 2024, a service member or the spouse of one who relocates to New Jersey because of military orders and holds a licence in good standing elsewhere has that licence "considered valid for the scope of practice" here once they apply with the orders, a marriage certificate for a spouse and a notarized affidavit. It asks for no equivalence finding and no two years of practice, it has no one-year limit, and a board that cannot act within 30 days may issue a temporary licence with the same rights. Licences held through an interstate compact follow the compact. The New Jersey courtesy licence still matters to a spouse whose move was not on orders, and the military training credit below is the veteran's route. Teachers. N.J.S.A. 18A:26-2.14 has the State Board of Education issue a temporary instructional certificate to a military spouse who left a job in another state, holds a valid teaching certificate there with an equivalent New Jersey endorsement and shows competence, for example three years of successful teaching. It lasts 180 days and can be extended for another 180 while the spouse completes any New Jersey requirements. Veterans. N.J.S.A. 45:1-15.3 requires every licensing board to credit training, education and experience received in the Armed Forces that is substantially equivalent to its requirements, and to issue the licence to an honorably discharged applicant whose military and civilian training together meet them and who passes any examination. Submit the Verification of Military Experience and Training, DD Form 2586. Gold Star families. N.J.S.A. 45:1-15.6 bars any professional or occupational board from charging a licence fee to someone whose driver licence or ID carries the Gold Star Family designation.

Expands benefits Requires a state to treat a service member or spouse on military orders as licensed there on the strength of a licence held elsewhere.

Amended 50 U.S.C. 4025a generally, effective December 23, 2024. A service member or spouse who relocates on military orders and holds a licence in good standing elsewhere has it treated as valid for its scope of practice in the new state on application with the orders, a marriage certificate for a spouse and a notarized affidavit; a board that cannot act within 30 days may issue a temporary licence with the same rights. Licences held under an interstate compact follow the compact. State military spouse licensing entries that describe only the state procedure understate what a family on orders is owed. Veterans are outside the section.
