Indiana Resident Tuition for Veterans, Their Families and Guard Members

An honorably discharged veteran, and his or her spouse or children, pay in-state tuition at Indiana public colleges if they enrol within 12 months of discharge and show Indiana ties within a year. Veterans in neighbouring states using the GI Bill get in-state rates within three years of discharge, and nonresident Indiana Guard members pay in-state rates while serving.

Also called: IC 21-14-12.2, IC 21-14-12.3, IC 21-14-14, IC 21-14-9-3, in-state tuition, resident tuition, border states, GI Bill, Indiana National Guard.

For: Veteran or service member, spouse, child.

Where it applies

Written for the jurisdictions listed here.

Veterans. IC 21-14-12.2: a "qualified veteran", meaning someone who served in the armed forces or the Indiana National Guard and "received an honorable discharge", who enrols at a state educational institution not later than twelve months after discharge pays the resident rate, whether or not he or she has lived in Indiana long enough or came back to go to school. Within twelve months of enrolling the veteran must show Indiana voter registration and an Indiana driver licence, ID card or vehicle registration, or other proof the Commission accepts, or the school may charge back the difference. Spouses and children. IC 21-14-12.3 gives the same rate, on the same twelve month clock from the veteran's discharge, to the veteran's spouse or "biological child, adopted child, or stepchild", with both the family member and the veteran showing Indiana ties within a year. Neighbouring states. IC 21-14-14: a veteran who lives in Illinois, Kentucky, Michigan or Ohio, received an honorable discharge and is receiving GI Bill benefits pays the resident rate if he or she enrols within three years of discharge, without moving. Guard members. IC 21-14-9-3: a nonresident "currently serving in the Indiana National Guard" pays the resident rate while serving. Federal law. The federal rule in 38 U.S.C. 3679(c) separately requires public schools to charge in-state rates to a covered individual living in Indiana, whatever the formal residency. It covers a veteran with at least 90 days of active service using chapter 30, 31, 33 or 35 benefits, family members using transferred Post-9/11 entitlement, and, for academic periods beginning on or after August 1, 2026, users of the Montgomery GI Bill Selected Reserve under chapter 1606. It has no window after discharge: Public Law 116-315 removed its three-year limit for terms beginning on or after August 1, 2021. So Indiana's twelve-month and three-year clocks matter mainly to a veteran paying without a VA education benefit or living outside Indiana; a GI Bill user who has moved to Indiana is covered by federal law however long ago the discharge was.
