Every jurisdiction in this catalog has entries whose figures move when a bill passes, whose act takes effect on a later date, or whose program is repealed while its agency keeps advertising it. This page watches each jurisdiction's law, follows a bill through its own jurisdiction's process where its stages are recorded, and names the catalog entries each instrument touches.
7 instruments in Oklahoma. Tracked across 51 jurisdictions. Every other jurisdiction on the board is still watched by hand.
A bill that died is listed only where a guide, an agency, or a news story has described it as current law. That is the failure that puts a number in front of a veteran which no assessor, registrar, or school will honor.
▲Expands benefitsRestored the income tax refund check-off that funds the Indigent Veteran Burial Program.
Amended 68 O.S. § 2368.28 so the refund donation for the Indigent Veteran Burial Revolving Fund appears on returns for tax years 2017 through 2020 and 2026 onward, and did the same for the Department of Veterans Affairs equipment and capital improvement check-off in 72 O.S. § 63.19, which HB 3044 (c. 19) also reauthorised. Left in place the fund's $500 per veteran reimbursement cap, which conflicts with the $1,000 maximum in the burial program sections. Signed May 12, 2026, effective July 1, 2026.
▲Expands benefitsLets the children of service members transferring to Oklahoma enroll as district residents before they arrive.
Amended 70 O.S. § 8-103.1 so that the dependent children of active duty members, and of reservists on active duty orders, who are transferred or pending transfer to an Oklahoma installation may enroll in the district of their choice, are treated as district residents for enrollment, may enroll electronically and cannot be refused early enrollment for having an IEP, family service plan or 504 plan. Signed May 7, 2026, effective July 1, 2026.
An annual cleanup act that amends one version of each multiply-enacted section and repeals the rest. It merged the five printed versions of 68 O.S. § 1357 into one whose paragraph 34 covers the unremarried spouse of a service member who died in the line of duty and excuses a veteran who previously received the sales tax exemption from registering with the Veterans Registry, and merged the three versions of 68 O.S. § 2358 and the four of 47 O.S. § 6-101 without changing the military retirement, military pay or 100 percent driver licence provisions. Signed May 6, 2026 with an emergency clause, so in force on approval.

▲Expands benefitsWould have let a disabled veteran put the $5 plate on four vehicles instead of two.
Would have raised the limit in 47 O.S. § 1135.2(B)(31). It passed the House 92 to 0 on February 26, 2025, had its enacting clause stricken in the Senate Aeronautics and Transportation Committee on April 7, 2025 and was referred to Appropriations, where it stayed through the end of the Legislature in May 2026. At least one national guide says disabled veterans can tag up to four vehicles. The statute and Service Oklahoma both still say two.
=No change to benefitsA state employee benefit allowance bill; it never touched veterans' children's tuition.
A 2026 national guide says children of 100 percent permanently and totally disabled veterans pay no tuition at Oklahoma public colleges and technology centers and that "state law (SB 1223)" expanded the benefit in 2024. SB 1223 of 2024 concerned the opt-out amount for state employees declining the flexible benefit allowance and was last referred to the Senate Appropriations Committee in February 2024. Oklahoma has no tuition waiver for the children of a living disabled veteran; the waivers for survivors of a line of duty death are Heroes Promise and, from November 1, 2026, HB 2961.
▼Restricts benefitsAbolished the classified service and with it the veterans' preference points in state hiring.
Created the Civil Service and Human Capital Modernization Act, 62 O.S. § 34.301, effective January 1, 2022, directing the Office of Management and Enterprise Services to create an Office of Veterans Placement by rule. OMES says that with the end of the classified service "Veterans Preference and points no longer apply", and Laws 2022, c. 243 repealed 74 O.S. §§ 840-4.10 to 840-4.16, including the preference in § 840-4.14. OAC 260:130-23-1 now guarantees an eligible veteran "a reasonable offer of an interview" for matched positions. 72 O.S. § 403 still refers to the repealed §§ 840-4.12 and 840-4.13. Approved April 26, 2021.
▼Restricts benefitsMade registration with the Veterans Registry a condition of most state veteran benefits.
Created 72 O.S. § 421 and, from November 1, 2020, required registration with the Veterans Registry for the disabled veteran sales tax and vehicle excise tax exemptions, the 100 percent driver licence fee waiver, the licence veteran designation, disabled veteran hunting and fishing licences and the private employer preference. Approved May 12, 2017. The Department of Veterans Affairs registry page attributes the requirement to "Senate Bill 1215, effective November 1, 2021"; SB 1215 of 2020 and of 2022 concerned alcoholic beverage receipts and pharmacist prescribing.
