Oklahoma Veterans Registry and Veterans Service Representatives

Registering with the Oklahoma Department of Veterans Affairs is voluntary, but since November 1, 2020 it has been required before almost any state benefit: the sales tax card, the vehicle excise exemption, the free driver licence, the veteran designation, disabled veteran hunting and fishing licences and the $5 plate. The department's service representatives help with VA claims and state benefit letters at no charge.

Also called: 72 O.S. 421, Oklahoma Veterans Registry, registry.odva.ok.gov, ODVA, Oklahoma Department of Veterans Affairs, veterans service representative, state benefit request, Form 599, Reduced Licensing Charge Card, House Bill 1198, Senate Bill 1215.

For: Veteran or service member, survivor.

Where it applies

Written for the jurisdictions listed here.

Most Oklahoma veteran benefits now start with the same step: getting into the Oklahoma Veterans Registry. What it is. Title 72, section 421 required the Oklahoma Department of Veterans Affairs to build a registry of the state's veterans by January 1, 2020, holding name, rank and branch, dates of service, disability percentage, date of death and place of burial, and spouse. It must keep a separate list of veterans rated 100 percent and verify disability status at least every four years or when the Tax Commission asks. Veteran here has the general meaning in Title 72, section 2: the full obligation or an early medical, hardship or reduction in force release, and a discharge that is honorable or under honorable conditions. Why it matters. House Bill 1198 of 2017, which is Laws 2017, chapter 229, wrote registration into the statutes for the sales tax exemption, the vehicle excise tax exemption, the free driver licence for a 100 percent veteran, the veteran designation on a licence, the disabled veteran hunting and fishing licences, the laser sight exemption and the voluntary private employer preference, most of it effective November 1, 2020. Several of those sections excuse a veteran who already had the benefit before then; the sales tax section's own versions disagreed about that until 2026, as the sales tax entry explains. What the agency's page says, and why it is wrong about the source. The department's registry page says that "Pursuant to Senate Bill 1215, effective November 1, 2021", new sales tax applicants must register. The registry requirement comes from House Bill 1198 of 2017 and took effect on November 1, 2020. Senate Bill 1215 of 2020 concerned alcoholic beverage receipts and Senate Bill 1215 of 2022 concerned pharmacists. A national guide repeats the agency's citation. The requirement is real; the citation is not. How to register. Online at registry.odva.ok.gov, by email to [email protected], or by mail to the department in Muskogee, with a discharge document that shows the character of service (DD-214 member copy 4, or NGB-22 for Guard service). Current Guard and reserve members can register with a military ID. The department says it can take several hours for a new registration to reach the licence system. Then use the separate State Benefit Request form to ask for the letters the benefits need: the 100 percent letter for the Tax Commission, and the Reduced Licensing Charge Card, Form 599, for the $5 disabled veteran plate. The request form says the veteran or surviving spouse must be an Oklahoma resident with a current Oklahoma address. The service representatives. The department's Veterans Service Representatives, in Oklahoma City, Muskogee and county offices across the state, file VA claims and state benefit requests at no charge. The department says that if it holds your VA power of attorney it can verify eligibility for state benefits faster. Privacy. The department says registry information may be used for outreach and will not be sold.
