Legislation

Every jurisdiction in this catalog has entries whose figures move when a bill passes, whose act takes effect on a later date, or whose program is repealed while its agency keeps advertising it. This page watches each jurisdiction's law, follows a bill through its own jurisdiction's process where its stages are recorded, and names the catalog entries each instrument touches.

Choosing a jurisdiction overrides the level. Stage is where the bill stands in its own jurisdiction's process. Direction is whether it expands or restricts benefits, recorded only where the reason can be read from the bill. Outcome is whether the instrument became law; catalog status is whether this catalog has been reconciled against it. None of this is legal advice, and a tracked item is a pointer to the official record rather than a substitute for reading it.

8 instruments in Indiana. Tracked across 51 jurisdictions. Every other jurisdiction on the board is still watched by hand.

A bill that died is listed only where a guide, an agency, or a news story has described it as current law. That is the failure that puts a number in front of a veteran which no assessor, registrar, or school will honor.

House Enrolled Act 1210 (P.L.157-2026) Made the totally disabled veteran deduction 100 percent of the home's assessed value with no value cap, and replaced the partial disability deduction and the age-62 route with $350 and $250 credits

Expands and restricts Exempts the whole home of a totally disabled veteran, but ends the $24,960 partial disability deduction for a $350 credit and moves the age-62 route to a $250 credit.

Amended IC 6-1.1-12-14 from a $14,000 deduction, barred above $240,000 of assessed value, to "one hundred percent (100%) of the assessed value" of the principal residence of a veteran with 90 days of service, an honorable discharge, a total disability and a year of Indiana residence, effective January 1, 2026 retroactively. Moved the age 62 with 10 percent route and the spouses of those killed in service to a new $250 credit in IC 6-1.1-51.3-5, ended the $24,960 partial disability deduction in IC 6-1.1-12-13 for assessment dates from 2026 and created a $350 credit for wartime veterans rated 10 percent or more in IC 6-1.1-51.3-6. Approved March 12, 2026. Flagged because subsection 51.3-5(g) converts every old section 14 deduction to the $250 credit for taxes payable in 2027, so a totally disabled veteran must refile by January 15, 2027; because Section III of State Form 12662 cites the wrong section; and because the Army benefits library still prints $14,000, $24,960 and a $200,000 cap.

House Enrolled Act 1004 (P.L.74-2026) Moved the wartime veterans high school diploma from IC 20-20-7 to IC 20-20.5-5, citing a section repealed the same week

No change to benefits Moves the wartime veterans high school diploma from IC 20-20-7 to IC 20-20.5-5; the entitlement is unchanged.

Repealed Title 20, Article 20 and re-enacted it as Article 20.5, so the diploma program for veterans who left an Indiana high school to serve in World War I, World War II, Korea or Vietnam is now IC 20-20.5-5. Approved March 4, 2026, effective July 1, 2026. Flagged because the relocated IC 20-20.5-5-3 excludes discharges "set forth in IC 10-17-12-7.5(2)", a section House Enrolled Act 1343 repealed and moved to IC 10-17-12-8.1(2), while House Enrolled Act 1343 amended the old, now repealed, IC 20-20-7-3 instead. The entitlement is unchanged; every citation to IC 20-20-7 is out of date.

House Enrolled Act 1343 (P.L.94-2026) Fixed the inverted definition of Hoosier veteran, dropped "on active duty" from the state and local hiring preferences, and wrote Military Family Relief Fund eligibility and income limits into the statute

Expands and restricts Drops the active duty limit from the state and local hiring preferences, but writes an income limit of twice the poverty guideline into Military Family Relief Fund eligibility.

Struck "other than conditions" from IC 1-1-4-5 so the definition excludes only the listed discharges; moved that list from IC 10-17-12-7.5(2) to a new IC 10-17-12-8.1(2) and updated every cross-reference; struck "on active duty" from IC 4-15-2.2-32 (state classified service preference and layoff seniority) and IC 5-9-3-2 (local government preference points after 181 days); and added IC 10-17-12-8.1, 8.3, 8.5 and 8.8 setting relief fund eligibility, an income limit of twice the poverty guideline with a Commission waiver, a genuine hardship test and priority for first-time applicants. Approved March 4, 2026, effective July 1, 2026. Flagged because the Veterans' Home eligibility page still requires an honorable discharge and a year of residence, and because House Enrolled Act 1004, signed the same day, relocated the wartime diploma chapter with a reference to the repealed section 7.5.

House Enrolled Act 1637 (P.L.238-2025) Replaced "other than honorable" across the veterans statutes with the Military Family Relief Fund list of disqualifying discharges, and added active service to the code-wide definition of Hoosier veteran

Expands benefits Narrows the discharge exclusion across the veterans statutes from 'other than honorable' to a list of disqualifying discharges, and opens the Veterans' Home to all eight uniformed services.

Amended IC 1-1-4-5 so a Hoosier veteran includes active as well as reserve and Guard service, and replaced exclusions of other than honorable discharges in the state and local hiring preferences, the Veterans' Home, the burial allowance, the peddler licence and many other sections with a reference to the list in IC 10-17-12-7.5(2): court-martial, discharge in lieu, security offenses, willful or persistent misconduct, sexual or violent offenses and disallowable separation codes. Opened the Veterans' Home to all eight uniformed services, created the Medal of Honor plate and added the Space Force throughout. Approved May 6, 2025, effective July 1, 2025. In IC 1-1-4-5 the act wrote "under conditions other than conditions set forth in" the list, which read literally inverted the test; House Enrolled Act 1343 of 2026 corrected it.

Expands benefits Raises the Guard funeral benefit from $8,800 to $20,000 and brings Guard members on state active duty into the $100,000 death benefit.

Amended IC 10-16-7-19(b) so the state pays reasonable funeral expenses up to $20,000, from $8,800, when a Guard member dies in the active service of the state; amended IC 5-10-11-3 so a Guard member on state active duty is a state employee for the $100,000 line-of-duty death benefit; made members on state duty state employees for workers' compensation; and opened the National Guard tuition supplement to credential, licensing, trade and apprenticeship programs. Approved May 1, 2025; the funeral figure took effect July 1, 2025. Flagged because the Army benefits library still prints $8,800.
