Indiana High School Diploma for Wartime Veterans

A veteran who left an Indiana high school to serve in World War I, World War II, Korea or Vietnam may receive a diploma, including posthumously at a surviving relative's request. The program moved to a new chapter of the Code on July 1, 2026, and the new section cites a repealed one.

Also called: IC 20-20.5-5, IC 20-20-7, Operation Recognition, high school diploma, wartime veteran, House Enrolled Act 1004, posthumous diploma.

For: Veteran or service member, survivor.

Where it applies

Written for the jurisdictions listed here.

Who. IC 20-20.5-5-3: an individual who served in the armed forces at any time from April 6, 1917 to November 11, 1918, December 7, 1941 to December 31, 1946, June 27, 1950 to January 31, 1955, or August 5, 1964 to May 7, 1975; who before that service attended an Indiana public or nonpublic high school and was a student in good standing; who did not graduate because of leaving for that service; and whose discharge meets the statute's test. A veteran who later earned a GED still qualifies, and a surviving spouse or other relative may apply for a veteran who has died (IC 20-20.5-5-9). How. Apply to the Department of Veterans Affairs on State Form 50900, which verifies service and passes the application to the Department of Education to issue the diploma; ceremonies may be held. The form, revised July 2020, has the Department certify that "the character of that service was honorable". Since July 1, 2025 the statute has excluded only the discharges on the relief fund list, so a general or administrative other than honorable discharge not on that list qualifies; an applicant refused on the form's wording should cite IC 20-20.5-5-3. A renumbering and a broken reference. House Enrolled Act 1004 of 2026 repealed Title 20, Article 20 and moved the diploma chapter from IC 20-20-7 to IC 20-20.5-5 on July 1, 2026. The relocated section 3 excludes a veteran discharged under "conditions set forth in IC 10-17-12-7.5(2)". House Enrolled Act 1343 of 2026, signed the same day, repealed section 7.5 and moved its list to IC 10-17-12-8.1, and amended the old diploma section to match; but the old section was repealed. The effect is almost certainly the same list, and a technical corrections bill will likely fix the reference. Until it does, anyone looking up the cited section will find it repealed. Forms and pages that cite IC 20-20-7 are now also a chapter behind.

No change to benefits Moves the wartime veterans high school diploma from IC 20-20-7 to IC 20-20.5-5; the entitlement is unchanged.

Repealed Title 20, Article 20 and re-enacted it as Article 20.5, so the diploma program for veterans who left an Indiana high school to serve in World War I, World War II, Korea or Vietnam is now IC 20-20.5-5. Approved March 4, 2026, effective July 1, 2026. Flagged because the relocated IC 20-20.5-5-3 excludes discharges "set forth in IC 10-17-12-7.5(2)", a section House Enrolled Act 1343 repealed and moved to IC 10-17-12-8.1(2), while House Enrolled Act 1343 amended the old, now repealed, IC 20-20-7-3 instead. The entitlement is unchanged; every citation to IC 20-20-7 is out of date.
